Mr. President,
At his time of commemoration, we are rewriting to you to express our frustration by the lack of investigations in the death of Kabera Assiel , adviser to the former President Pasteur Bizimungu, assassinated on March 5th, 2000 in Kigali. We call upon personally to fulfill you promises to Kabera’s family as stated in a letter of condolence, in which you promised to use all means at your disposal tobring theculprits to justice.We believe it is fair to the family to be informed of any progress made in this endeavors. It has been 8 years since our beloved father was cowardly assassinated by elements of Rwanda army.
Mr. President, It has been 8 years since our beloved father and brother was cowardly assassinated by elements of Rwanda army. This is not our invention but a quote of meeting you had with Dr Kayijaho Josue, Osee Niyibizi and Aloysia Inyumba when you said in meeting we had at your Kakiru Office on March 14, 2000 “ Mr Kabera Assiel assassination was the work of mafia composed of elements of the national army and some civilians , linked by mutual interests not yet identified” and you added” I will never let this country be run by such mafia” . Could we know why those elements have not been brought to justice and what had be done to dismantle the mafia that killed Assiel Kabera and probably many others?
Many people have gone on the record saying that the assassination of Assiel Kabera was politically motivated. Although your gouvernment has strongly denied these allegations , it has been unable to bring the murders to the justice. We strongly believe that the only way the government of Rwanda could clear itself is to bring the members of its army who committed the crime to the Court of justice where they will explain the motivation of their coward and ignomnious act.
As we all know, justice delayed is justice denied. None one should be above of the rule of law regardless of the position occupied in the military or the administration. Therefore, we urge your government to direct its services to a thorough investigation of all persons who have allegedly been involved in Assiel Kabera assassination and let the his family know of any progress in this endeavour.
Your Excellency, we will continue to call upon you to fulfill your promises to Kabera’s family and we believe sooner or later, justice will prevail.
