DUTY LIST OF CWE

1. Provide Technical and managerials guidance to Gorakhpur & Izatnagar workshop.

2. POH planning of locos and rolling stock for N.E.Rly.

3. Provide guidance in formulation of M&P Programme, Rolling stock programme and Works programme of workshop.

4. Monitoring the execution of Rolling stock programme in the workshop.

5. Material planning for the workshops including necessary coordination with the Store department.

6. Dealing with tender cases of C&W items of SAG level.

7. Budgeting and expenditure control for workshop.

8. Manpower planning for workshop.

9. Monitoring the progress of Phase-I and Phase-II of modernization of Gorakhpur workshop.

10. Monitoring the quality and quantity of outturn from workshops.

11. Monitoring the progress of various modifications to rolling stock to be undertaken by the workshop.

DUTY LIST OF CMPE/Diesel

  1. Over-seeing the maintenance of BG & MG diesel locos of N.E.Rly.
  2. Training Manager to arrange the training of running staff, loco maintenance and C&W staff at STC.
  3. Crew management on N.E.Rly. and arranging their training.
  4. Management of diesel fuel of locomotives.
  5. Co-ordination with Stores for procurement of the material.
  6. Co-ordination with DLW for capital spares.
  7. Co-ordination with DMW for repairs of Diesel loco components of N.E. Rly. Locos.
  8. Operation and maintenance budget for diesel locos.
  9. To oversee the work of STC.
  10. Corporate safety plan.
  11. Disaster management.
  12. All work related to CRS sanction/co-ordination with CE in this regard.
  13. Filling up of vacancies of HQ controlled posts of Diesel maintenance & Operation.
  14. Budget control of Mechanical deptt.
  15. Projecting POH requirements.
  16. Any other duties assigned by CME.

DUTY LIST OF CRSE

CRSE is the head of the C&W wing of the Mechanical Department. There are 3 divisions, namely, LJN, BSB and IZN in the Railway having BG and MG sections. The divisional C&W wings are headed by Sr.DME(C&W)s. CRSE is in-charge for C&W operation and maintenance covering various inter related activities. He is assisted by one J.A grade officer (Dy.CME/C&W) presentely. The post of J.S.officer- AME/C&W is vaccent.

The major areas pertaining to the CRSE’s duties are given in the following paras:-

1.  Administration:

(i)  Staff requirement and man power planning for C&W activities as per available benchmarking/yardsticks/norms.

(ii)  Placement of indents for Supervisors/Artisans on RRB.

(iii)  Filling up of vacancies.

(iv)  Making of proposal Selection /posting/transfer of supervisors and staff and matters related to Personnel Banch.

2.  C&W Operations:

a.  Coaching:

(i)  Forming rake link and working out requirement of coaches.

(ii)  Pattern of examination Primary, secondary and safe to run.

(iii)  Assessing infrastructure and M&P needs for various C&W depots, Pit occupation.

(iv)  Coach watering at depots, station and enroute.

(v)  Issue of Joint procedure orders.

(vi)  Monitoring of special stocks e, g, AC coaches and pantry cars.

b.  Goods:

(i)  Pattern of examination for goods trains.

(ii)  Infrastructural needs assessment for goods examination point.

c.  Day to day operations:

(i)  Monitoring operations for accidents, train partings coach/wagon detachment, hot axle, RB failures, poor brake power, vac./pressure trouble, spring breakages, break binding and Secondry detachments. Analysis of the causes of above and corrective and preventive action.

(ii)  Punctuality, IOH of train, major factors and taking corrective and preventive action.

(iii) H.Q.Control office and its functioning: Movement of coach carries, movement of material vans, Preparation of status (SITREP).

(iv) Coordination with adjacent ECR, NCR and other Railway and keeping proper liaison with them and other Rly. As per requirement.

3.  Carriage maintenance:

(i)  POH shopping programe, Nomination of coaches for special repairs.

(ii)  Schedules A,B and I.O.H of coaches.

(iii)  Damage marking, repairs, coaching ineffective.

(iv)  Sick marking of Coaches failures within 100 days of POH.

(v)  Maintenance of inspection carriages, special stocks , rail bus.

(vi)  Out sourcing of works: Rat-Control, Pest-control.

(vii)  Passenger complaints and related corrective/preventive action.

4.  Inspection:

(i)  To carry out inspection of carriage depots, Rake inspections, Brake power examination of goods/coaching trains, super checks.

(ii)  Replying to inspection notes from RB, Officials, GM, CME, etc.

(iii)  PCDO, correspondence with RB.

5.  Budget: Preparation and monitoring of C&W part of budget i.e. demand No. 6 & 8.

6.  Maintenance of records:

(i)  Coach/wagon records: maintaining kardex, maintain coaching and wagon master

(ii)  Processing of coaching/wagon for condemnation on age-cum condition basis and underage (beyond economical repair) basis.

7.  M&P/RSP/WP:

(i)  To identify the need and call for vetted proposals from divisions.

(ii)  To processs these proposals through Planning wing for sanction.

(iii)  To maintain coordination with construction dept. during various stages planning and execution.

8.  Material Management:

(i)  Stocking/destocking of items.

(ii)  Imprests: Review of EACs.

(iii)  Distribution of materials.

(iv)  Disposal of scrap, disposal of condemned stocks

(v)  Tender cases/ with regard to stock/N.S. items procurement

9.  Technical matters:

(i)  Coach/wagon design, maintenance, specification/drawings issues and correspondence with RDSO/PVs/ICF/RCFs as necessary.

(ii)  Modifications to be as decided by CMG & WMG.

(iii)  Compliance with instructions Coaching Maintenance Manual, Wagon Maintenance Manual , IRCA III, IV and others.

10.  Operation & Maintenance of following Contracts-

(i)  Linen Management

(ii)  Pest & Roadent contracts

(iii)  Machanised cleaning contracts

(iv)  OBHS Contracts

(v)  CTS Contracts.

DUTY LIST OF CME/Planning

Works programme, PH-42, M&P Programme, PH-41, R.S.P. Programme, ph-21 Work charged post (both Gazetted and Non-Gazetted). Monitoring of projects with the assistance of Dy.CME/Con. (Vide CME’s note no. M/63/8 Pt.I dated 24.9.2010). Co-ordination with COFMOW regarding supply of machinery and plants by them. Disposal of RTI cases of CME’s office as Public Information Officer with the assistance of Secy. To CME & Asstt. Public Information Officer. Audit para of CME office with the assistance of Secy to CME Any other assignment as entrusted by CME.

DUTY LIST OF Dy.CME/W/R(HQ)

1. Disposal of Store cases.

2. Dealing tender cases.

3. Finalisation of specifications and descriptions of store items.

4. Co-ordination with Stores Department for material procurement.

5. Maintaining latest vendors list, specifications and drawings with the consultation of RDSO, ICF & RCF.

6. Co-ordination with workshops for outturn, performance and general.

7. Watch over RSP progress in workshops.

8. Compliance Reports of Inspection notes.

9. Disposal of Railway Board’s letter.

10. Control over office and drawing section.

DUTY LIST OF Dy.CME/R&F

  1. Crew management : Crew requirement, crew links, Running Rooms management.
  2. Loco management : Loco links with optimum utilization, Power Plan, Outage, Loco failure, Hire charges, Overdue schedule monitoring.
  3. Safety: PME, HOER of running staff, Running staff monitoring, Train running in foggy weather, ART/ARME, HLCDM report compliance.
  4. Fuel: Supply, rationalized fuel issue to save revenue, SFC monitoring, trip rations, idle locos’ shutdown, RDIs management.
  5. Any other duties assigned by CME & COM.

DUTY LIST OF Dy.CME/Planning.

i)  To arrange training and deputation of personnel in the Govt. and private institutions and factories.

ii)  Identification of needs and calling for annual M&P Programme from Workshops and Divisions of Mechanical Deptt. as well as from all other Depts. i.e. Engg., Medical, Electrical, Signal and Telecom etc. Scrutiny of M&P Proposals according to necessity of workshops and divisions and to obtain the HQ. financial concurrence.

iii)  Consolidation of annual M&P Programme and submission to the Railway Board in time. To prepare the monthly/quarterly/yearly statement and information required by the Rly. Board requiring procurement of M&P and installation and commissioning of new M&P procured.

iv)  Budgeting for machinery and plants and to compile and check the budgeting of other Depts. For machinery and plants and to maintain liability register also.

v)  Arrange out of turn sanction of urgent machinery and plant for all Deptts. Through GM/by approaching Rly. Board.

vi)  Calling for annual Works Programme and Rolling Stock Programme, scrutinizing proposals, and also help in budgeting for above works. To submit proposal sto Rly. Board after obtaining (HQ) financial concurrence.

vii)  To prepare papers for meeting in Railway Board and COFMOW.

viii)  To keep vigilance on acquired machinery and plant which are, under warranty/guarantee period. To contact the firms if machine goes breakdown or develops any trouble in the operation. To keep overall watch on the productivity of new machines specially of high rating.

ix)  To coordinate with all Departments regarding information asked for by Railway Board at HQ. level in connection with above activities for time to time.

x)  To prepare justification of work charge post creation & operation under M&P, RSP & WP estimates.

xi)  Any other assignment as entrusted by CME & CME/Planning.

xii)  Redressal of staff grievance.

DUTY LIST OF DY.CME/Diesel

1. Technical scrutiny of tender cases pertaining to diesel items.

2. Co-ordination with COS office, firms/vendors, DLW, DMW, MICO, BHEL & other agencies like Rly. Board/DLW/DMW/RDSO/ZRs etc. For ensuring the supply of material.

3. Compilation and Monitoring of Works Programme, M&P, RSP & SRSF items.

4. Monitoring of implementation of latest instructions, guidelines and modifications advised by Rly. Board or RDSO or DLW/DMW and other diesel sheds etc.

5. Reconciliation of EAC of A&b category of diesel items.

6. Demand No.5 (Operating expenses on Motive Power).

7. Vendor development and updation of panel of vendors.

8. Monitoring of performance of various vendors either registered in DLW or in RDSO or ZR panel.

9. Compilation and monitoring of performance of diesel sheds.

10. Monitoring of POH plan for BG/MG locos, BG/MG DEMU and Rail buses.

11. Monitoring of compliance of Inspection Notes of Rly. Bd’s officers, GM, CME & CMPE.

12. Monitoring of Corporate safety Plan, Audit ntoes.

13. Monitoring of progress of Rajbhasa in diesel section.

14. Any other work assigned by CMPE/diesel.
