Regular Meeting

Town of Pine Bluffs, Laramie County, Wyoming

Present: Mayor William Shain; Councilman Alan Curtis; Councilman Michael Ragsdale; Councilman Tom Mohren; Carleen Graves, Clerk; Kimberly Patterson, Treasurer; Alex Davison, Attorney. Also present was Polly Taylor, PB Post; Larry Silvey and Julie Shandera. Mayor Shain called the Meeting to order at 7:30 p.m. followed by the Pledge of Allegiance.

AGENDA APPROVAL Councilman Ragsdale made a motion to accept the Agenda as presented with a second from Councilman Mohren and the motion passed unanimously with 3 ayes.

APPROVAL OF CONSENT ADGENDA Councilman Curtis had a question on item 3 b and 3 c. With clarification made from Treasurer Kim Patterson a motion to approve all items in consent agenda items 1 through 3 was made with a second from Councilman Curtis. With no other discussion the motion passed unanimously with 3 ayes.

ITEM # 4 Tom McDonough was here to answer questions from the Council on the Electric Meter Project and request a decision regarding the meter type. After discussion Councilman Curtis made a motion to go with Option 1 with a second from Councilman Ragsdale. Attorney Davison reminded the Council they will need to out for bid on this project. The motion passed with 3 ayes.

VISITOR COMMENTS: Larry Silvey gave the Council a progress report on the Veteran Memorial project. He asked the Council to approve 3 small changes to the plan. The Council gave their consensus for the changes. All funds raised for this project have been turned over to the town.

DEPARTMENT REPORTS Kim Patterson asked the Council to name signatories on the Veteran Memorial and the Loan Reserves accounts. Councilman Ragsdale made a motion to name Kim Patterson, Rene Baker and Mayor Shain as signatories on the new accounts with a second from Councilman Curtis. Motion passed with 3 ayes. Kim has created an Employee training form as requested from Council. College America has a 2015 Mayoral Scholarship available and is putting the word out for any applicate that might be interested. SLIB CWC grant was approved for $28,000 for vehicle replacement for maintenance fleet. Carleen Graves reported that WAM has sent our Certificate of good standing to the Town and had questions on a building permit that was issued in January of 2014 as far as no work being done. Councilman Ragsdale stated that foundation has been poured with footings being set. Councilman Ragsdale brought to the Council more information on a used digger truck. Councilman Curtis asked if there was money available to consider purchasing one. Treasurer Patterson affirmed that there is money available and will give a report at the next meeting.

MEETINGS AND ANNOUCEMENTS Next Regular Town Council Meeting will be Tuesday, September 8, 2015. Cheyenne will host the next quarterly meeting September 29. Please RSVP to the Clerk as soon as you know.

EXECUTIVE SESSION Councilman Curtis moved to go into Executive Session on personal matter r with a second from Councilman Mohren. Motion passed unanimously with 3ayes. Councilman Ragsdale motioned d to end executive session with a second from Councilman Curtis. Motion passed unanimously with3 ayes.

ADJOURNMENT Councilman Ragsdale moved to adjourn with a second from Councilman Mohren. Motion passed unanimously with 3 ayes. Meeting was adjourned.
