Minutes of Meeting of the Parish Council held in Cracroft Hall
Wednesday 26st October 2016 commencing at 7:00 p.m.
In Attendance: with Councillor Richard Moody in the Chair, there were presentCouncillors – Mrs. Jayne Cook, John Hepworth, Peter Smith, Paul Morfitt, Martin Lacey and John Rowntree.

Absent: County Cllr. Victoria Ayling;
The Chairman declared the meeting opened at 7:00 p.m.
- Chairman’s Remarks
The Chairman welcomed all present and told all present the council is slowly making progress and the council is fairly proactive compared to some.
- Apologies for absence and reasons given
Received and accepted from County Councillor Victoria Ayling.
- Declarations of interest in accordance with the 2000 Local Government Act
None.
- The notes from the meeting of the Council held on Wednesday 21st September 2016 (attached) to be approved as Minutes and signed by the Chairman
Proposed by Councillor Rowntree and Seconded by Councillor Hepworth and Resolved that the notes of the above meeting be approved as Minutes and signed by the Chairman.
Matters arising: None.
- To approve payment of accounts: -
a)Village Hall (October) - £16.50
b)Selbys Office Supplies (ink) - £24.96
c)Coningsby Book shop (glue) - £2.99
Proposed by Councillor Hepworth and Seconded by Councillor Morfittand Resolved that the above payments are approved and be duly paid.
- To note general correspondence – Letter received from Viking Link asking for council’s opinion on the cable route. The council have already sent in their views.
- To note all planning applications
(i)Ref: S/ 204/01679/16 – Poplar farm, Main Road, Keal Cotes – Erection of a poultry unit. This was taken to committee in which Councillor Moody attended to support the application on behalf of the council.
(ii)0100/16/TPA – Land adjacent Shady Nook, Church Lane, West Keal – request to fell Horse Chestnut due to poor health – The council support this application.
- Highways matters – No problems to report. Councillor Moody informed the council that the A16 is due to have speed vans placed on the roads more frequently to help reduce speeding and he will chase up speed limit change.
- Viking Link – Councillor Moody informed the council that Viking link want to have the route planned out by Christmas 2016. The council have sent in their observations and recommendations. Councillor Moody attended the consultation meeting and reiterated the council’s views.
- Church Footpath –The clerk was asked to compose a letter to Mark Wallman about church footpath as it has been blocked off. It is not on the definitive map but is on older ones as a right of way so it should not be blocked off.
- Update on land registering – The clerk, Councillors Hepworth and Moody are to meet with Chatterton’s tomorrow (27-10-16) to help speed up this process and provide all evidence needed.
- To receive reports from representatives of outside bodies or local organisations
a) County Council - Councillor V. Ayling – not present unable to give report.
b) District Council - Councillor J. Swanson – Councillor Swanson told the council the local plan goes under consultation at ELDC on the 2nd November. He also told the council that 2 groups out of the 10 that voted against the evolution plan to have a mayor.
c) Village Hall Committee - Councillor R. Moody – Councillor Moody told the council the next event is on the 12th November which is the craft fair. A handyman is also needed at the village hall to carry out small jobs if anybody knows of anyone interested please contact the committee.
d) Footpaths - Councillor J. Hepworth – Reported that the footpaths on church lane are looking good at the moment as hedges have been cut and nettles cleared away. Councillor Morfitt raised an issue with styles in the village not providing access for the disabled. The clerk will raise this point with the footpath officer.
e) West Keal Parish Charities Trustees - Councillor J. Hepworth – nothing to report. f) Flood Co-ordinator/Warden - Councillor R. Moody – nothing to report.
g) Triangle Field – Councillor Peter Smith – awaiting land registration.
- Date of next meeting –Wednesday 7th December 2016, All meetings commence at 7:00 p.m. at Cracroft village hall West Keal.
- Any other matters for discussion only or on the next agenda – Councillor Moody informed the council that he will be away from the 16th to the 23rd November.
