2009-2010 PI 1505 SE - Special Education Annual Report – Opens July 15-Due September 20

The PI-1505 Special Education Annual Report for reporting 2009-10 expenditures will open on Thursday, July 15 and is due Monday, September 20. Reports will be submitted online. Please note that the due date is later this year.

Again this year, your CESA’s special education teacher and staff licensure information is available on the team’s website. You may find three listings of licenses for your agency: “School Age Parent Educators,” “Educators without Valid Licenses,” and your CESA’s “Educators with Valid Licenses.” This information is important for special education aid eligibility and is used by your agency’s auditors.

The report and license information are located on each CESA’s “Financial Data Home” page link within the “School Finance Reporting Portal” at Click on the “CESACCDEB Log in to Submit Data” link and select your CESA.

For the report, select the “Financial Data Home” link; select the “Special Education Annual Report – PI-1505 SE (2010) link, click on “Show Login” and enter your ID and password.

For the license information, select the “Financial Data Home” link; click on the “Auditor” link. click on the “FY2009-10 Special Education Licensure/Pupil Services Information: link’, input your CESA ID and password.

Wisconsin Act 221, directs the department to determine the percentage of salaries/fringes of licensed nurse, psychologists, social workers, and guidance counselors that are eligible for state special education categorical aid. A series of worksheets have been developed to assist in

determining the allowable amount of aidable cost that may be reported in fund 27E or 27P

(packaged cost), project code 011 for these positions on the PI 1505 SE. Completing these worksheets will provide the information needed for the CESA to complete the Wisconsin ACT 221 addendum located in the PI 1505 SE Report. The required worksheets are located on the finance team’s homepage under the “CESA/CCDEB” link and then under “CESA Information” or direct at E-mail the completed worksheets to Michele Tessner at .

PI 1523 Annual Report Due November 15, 2010

The PI 1523 Full Financial Annual Report is filed to comply with state statute. The filing of the annual report is the same procedure as last year. Download the Annual Report Excel Spreadsheet from the Internet. To access the Financial Annual Report go to the “CESA/CCDEB” scan bar link of the "School Financial Services" page at:

Data File Submission: For the 2009-2010 PI 1523 Annual Report is required to be submitted electronically as an attachment to an e-mail message. Send the AnnualReport to: . Indicate on the subject line the name of the CESA and title of the report, “PI 1523 Annual Report.”

The PI 1523 Annual Report Signature Page is part of the annual report excel spreadsheet. The signature page is required to be printed with appropriate signatures and kept on file at the CESA. Do NOT file with DPI.

2009-2010 High Cost Special Education Aid Eligibility

A mix of state and federal discretionary funding totaling $5.4 million is being sent to 155 local education agencies (LEAs) for services they provided to students with severe or multiple disabilities. High Cost Special Education Aid will go to 151 school districts, two cooperative educational service agencies (CESAs), and two county children with disabilities education boards (CCDEBs) for services to 1,008 special education students whose educational costs exceed $30,000 per student. Though $5.4 million is available for aid, approved claims for the High Cost Special Education Aid program totaled $11.1 million for costs incurred during the 2008-09 school year. Aid payments will be prorated at 49 percent of costs. IDEA High Cost Special Education Aid Web-Based Claim Software

The IDEA High Cost Special Education Aid program’s claim process will be web-based for costs incurred during the 2009-2010 school year. The special education high cost claim program will be integrated into the IDEA budget software, which is accessible through the Special Education web portal. The goal date for software release is August 15, 2010. DPI, as well as a number of volunteer districts and CESAs, are in the process of testing the high cost claim software. High cost claim training will be scheduled for the months leading up to the due date of the claims, which will remain December 1, 2010.

Status and Deadlines Update

On each CESA’s reporting home page located at is a schedule of required and optional data collection reports. This schedule of reports is accessed by clicking on the “Status and Deadlines” link. The schedule has been updated to include both the remaining 2009-10 reports and the reports that will be collected during the 2010-11 fiscal year. It is recommended that CESA staff review the report schedule to ensure compliance with the report due dates.
