This House notes:

The inauthentic reports, purported to be extractsfrom the Auditor-General’s report regarding the outcome of Cape Town Metro, by two DA Members of Parliament; and

That this report was rejected as being inauthentic by the Office of the Auditor-General yesterday.

The House therefore resolves:

To call on all legislatures to develop programmesaimed at building ethical and moral conduct amongst its members so that they may cease to be part of agendas that bringinto disrepute any institutions that are mentioned in Chapters 9 and 10 of the Constitution of the RSA which exist specifically to support our democracy.

6.2Mr R R Pillay, ANC, to move:

This House notes:

The reported disagreement within the Democratic Alliance on diversity, white privilege and black poverty and the reported divisions along racial lines.

This House therefore resolves:

To nevertheless welcome and encourage the DA’s reluctant engagement with the real issues facing South Africa because those are the contradictions that must be resolved in order for South Africa to move forward.

The ANC of course has long passed that point and is busy with practical implementation.

6.3MrFARodgers, DA, to move:

This House notes:

Dr Julia Kirkby’s recent caring actions, above and beyond the call of duty,towards a young mother Suz-Lee Ka Nogaga and her daughter Emihle at the Charlotte Maxeke Hospital, which have gone viral on media platforms;

As Suz-Lee said of Dr Kirkby: “I will never forget what she did for my daughter. And when she grows up, I’ll tell her about this guardian angel.Who knows, maybe that will inspire her to become a doctor just like beautiful Dr Julia.”

This House therefore resolves:

To recognise and note with pride the recent actions of Pietermaritzburg-born Dr Julia Kirkby as they encapsulate nation-building through Ubuntu.

[This House notes:

The thoughtlessness, blundering and malfeasance committed by the Speaker of Ukhahlamba Local Municipality who took municipal firearms to a game reserve where he shot antelope for meat after which the matter was simply swept under the carpet.

This House therefore resolves:

To call on MEC Mxolisi Kaunda to investigate [the matter] and follow up with Oliviershoek Police Station with a view to arresting the Speaker who has committed a criminal act.]

[This House notes:

The stark difference between President Ramaphosa and Mr Zuma’s style of fighting corruption;

The dismissals and exposés of those who are caught stealing from the government;

The recent decision to intervene in the North West provincial government deserves a big applause, and needs to sound a warning to thieves that their days are numbered.

This House therefore resolves:

To call for all thieves who were stealing during Mr Zuma’s term of office to be dismissed and face the full might of the law - #thieves must fall.]

6.6Ms L C Bebee, ANC, to move:

Applauds Provincial Treasury, headed up by MEC Belinda Scott and HoD Magagula,for improving the lives of our people, as well as the Standing Committee on Quality of Life under the leadership of hon Tambo who delivered resources [sewing machines] for the development of inmates at the Ncome Correctional Centre and working with the Lethukuthula Co-operative.

This House therefore resolves:

To call on all businesses to contribute to the development of Correctional Services through development initiatives.]

The shocking incidents of torching housing structures belonging to black people in Khayelitsha (poor people in Cape Town);

An eyewitness says one can still hear the children crying in that fire; and

Yet the DA prides itself on delivering good governance in Cape Town.

This House therefore resolves:

To call on the DA to build proper and decent houses for people and stop fighting Patricia de Lille because she is fighting for black people;

To call for an end to discrimination against certain people; and

To call on the DA to show some compassion or else allow the ANC to govern, because at least the ANC knows how to care for people.]

[This House notes:

That Comrades Marathon runner, Vusi Msibi, was hit by a municipal vehicle from eThekwini on 16 April 2018;

That, according to an eyewitness, a metro police vehicle was spotted at the accident scene; and

That the driver of the vehicle fled the accident scene.

This House therefore resolves:

To call on eThekwini Municipality to institute an investigation into the driver of the vehicle;

To call on the SA Police Service and law-enforcement agencies to take urgent action.]

This motion was ruled out of order as it had exceeded the maximum length of 100 words, as laid down by Rule 98 (1) of the Standing Rules of the KwaZulu-Natal Legislature.

6.10Ms N M Khoza, ANC, to move:

This House notes:

The KZN Director-General’s commitment to take responsibility for the Durban sisters alleged to have been abused by Pastor Amotoso.

This House therefore resolves:

To applaud the DG’s decisiveness and initiative to intervene in this matter;

To declare war on anyone who abuses another person;

To warn all hypocritical izimpisi [hyenas] who cover themselves ngezikhumba zezimvu [in sheep skins]under the guise of being pastors, while abusing and destroying society instead of guiding it along the righteous path; and

To call on all men and women to fight abuse in general, butany abuse of women and children in particular, wherever and whenever it occurs.

6.11Mr H S Gumbi, DA, to move:

This House notes:

The ongoing prevalence of violence against women and children in South Africa;

That the ANC continues to keep a convicted abuser of women, former [Deputy] Minister of Higher Education and Training, Mduduzi Manana, in high office in Parliament; and

That, once again, this convicted woman abuser is embroiled in another abuse scandal involving his domestic worker.

This House therefore resolves:

To call on the ANC to finally take the fight against people who abuse women seriously by removing Manana from within their ranks; and

To call on the SAPS to investigate these allegations, irrespective of the case having been withdrawn under suspicious circumstances.

[This House notes:

The way in which DA councillorswere undermined on 3 May 2018 whenDA leaders who are members of this House debated matters that are meant to be debated by councillors of municipalities such as uMsunduzi and eThekwini Metro;

This sent out a clear message that they no longer trust their councillors, and is a clear indication that their days are numbered; if that is not the case, then these leaders are confused and have no idea which issues they are meant to discuss.

This House therefore resolves:

To call on the MEC for Co-operative Governance and Traditional Affairsto determine if these councillors still deserve to earn salaries or whether it is a clear case of DA leadership needing to be counselled.]

6.13Dr R Viranna, DA, to move:

This House notes:

The hundreds of teachers from Natu and Sadtu who protested outside this House during the Education Budget Vote;

They protested against various problems within the department, including the non-payment of 6000 Grade R teachers and the gross mismanagement of the sanitary towel tender;

The arrogance of MEC Dlungwana who refused to meet, address or receive amemorandum from the protesters; and

The MEC’s empty so-called “caring concern”.

This House therefore resolves:

To call on the MEC to urgently deliver an executive statement in the House on the payment of teachers in mitigation of the department’s financial challenges.

6.14Ms A M McDonnell, DA, to move:

This House notes:

That political intolerance has not place in our province;

That according to by-laws, all political parties have a duty to book municipal facilities; and

That the arrogant ANC manhandled DA youth members at a venue which the DA had booked legally.

This House therefore resolves:

To instruct the leadership of the ANC in KwaZulu-Natal to sanction BEC members, including Mayor Mgenge of uMfolozi, for physically attacking a DA councillor when he showed him proof of the booking of the venue.
