Minutes of a meeting of Swingfield Parish Council held at
Hawkinge Community Centre, on Tuesday 28 June 2016

PRESENT: Councillor Tony Hutt (in the Chair), Councillors Andy Csiszar, Barry Fletcher, Steve Godden, Vic Harmer, John Heasman, and Steve Notley.

Apologies of Absence: Councillors David Monk (SDC Meeting)

5844.DECLARATIONS OF INTEREST AND LOBBYING

Councillor Vic Harmer declared a disclosable pecuniary interest in minute 5847 (Application for Planning Permission – Little Densole Farm and left the meeting room for the discussion and voting on this item.

All Councillors present declared they had been lobbied in respect of application for planning permission reference Y16/0623/SH – Little Densole Farm, Canterbury Road, Densole.

5845.MINUTES

The minutes of the meeting of the Parish Council held on 31 May 2016 weresubmittedapproved as a correct record and signed by the Chairman.

5846.FINANCIAL MATTERS

The schedule of payments to be made following the meeting had been circulated with the Agenda.

An item referring to the Council’s pension arrangements was referred to. This contained exempt information.

RESOLVED: To receive and adopt the schedule of payments circulated with the agenda.

5847.LITTLE DENSOLE FARM, CANTERBURY ROAD DENSOLE – APPLICATION FOR PLANNING PERMISSION REFERENCE Y16/0623/SH

The application is for the siting of 12 holiday lodges and erection of a reception building and a store building, together with formation of a fishing lake, a car park area, tennis court, a children’s play area and a putting green, to create a tourism site.

The Chairman outlined the application.

In accordance with the Council’s adopted protocol for public speaking; a member of the public spoke against the application and the applicant spoke in favour of the application.

The Council then debated its response to the District Council.

RESOLVED: To raise no objection to the application for planning permission reference Y16/0623/SH Little Densole Farm, Canterbury Road, Densole.

5848.PLANNING MATTERS

The Council noted the planning applications received since the last meeting of the Council which are set out on the schedule at Appendix 1.

5849.ROADS AND FOOTPATHS

The Council noted that the Black Horse Triangle grass would be cut twice per annum.

5850.PARISH MAINTENANCE

The Council considered a letter from St Martins Church Acrise with Swingfield PCC giving notice of its intention to close St Peters Churchyard and transfer the maintenance and responsibility to Swingfield Parish Council.

RESOLVED: To support the request from St Martin’s PCC for the closure of the Chuch Yard and accept the responsibility for the maintenance of the Churchyard.

The Council considered new regulations with regard to playground inspections which will apply to the BMX track at Swingfield Minnis.

RESOLVED: To include the inspections of the BMX within the grounds maintenance contract.

The Clerk was asked to report the Potholes in Swingfield Street.

The Chairman said that the next Community Litter Pick would be 9th July 2016.

5851.CORRESPONDENCE

5852.EXCLUSION OF THE PUBLIC

RESOLVED: To exclude the public and press from the meeting for the following items of business by virtue of the Public Bodies (Admission to Meetings) Act 1960, by reason of the confidential nature of the business to be transacted.

5853.PENSION ARRANGEMENTS

REPORT: The Council considered pension arrangements required to be in place from Autumn 2016.

RESOLVED: To enrole Swingfield Parish Council in the Local Government Pension Scheme.
