Councillor R. Noce called the meeting to order at 9:30 a.m.

D.1.ADMINISTRATIVE INQUIRIES

D.1.a.Violent Incidents in the Boyle (96th) Street Area (M. Phair).

"In the past year, there have been a number of serious violent incidents associated with bars in the 96th Street area (Boyle Street). In the late 1980's, the Police Service had an Inner City Violence Task Force that made a number of recommendations that included the "No Knives" policy in a number of bars.
I would like the following information from the Police and the Police Commission:
  1. Have the recommendations of the Inner City Violence Task Force been recently reviewed?
  1. With the increase in violent episodes recently, what measures are or will be taken to prevent such violence?"

D.4.d.Taxi License Appeal - Mahboob Dean.

Councillor R. Noce explained the Appeal process.

S. Thompson, Office of the City Clerk, stated if there were any persons present to speak to item D.4.d., they would now be heard.

M. Dean made a presentation and answered the Committee's questions.

P. Fearon, Edmonton Police Service (Bylaw), made a presentation and answered the Committee's questions.

D. Werlin, Chair, Edmonton Taxi Cab Commission, answered the Committee's questions.

M. Dean made a further presentation.

Councillor R. Noce asked whether there were any other persons who wished to address the Committee.

S. Thompson, Office of the City Clerk, stated there were none.

MOVED L. Chahley:

That the decision of the Edmonton Taxi Cab Commission denying the issuance of a City Taxi License to Mr. Mahboob Dean based on his application for Klondike Cab #488 be upheld.

COMMITTEE DECISION ON THE TAXI LICENSE APPEAL BY MAHBOOB DEAN

Councillor R. Noce stated the following:

The Community Services Committee heard from Mahboob Dean, the appellant and from Phil Fearon, Edmonton Police Service (Bylaw) and Dave Werlin, Chair, Edmonton Taxi Cab Commission.

Based on what the Committee has heard, it is the Committee's decision to uphold the decision of the Edmonton Taxi Cab Commission denying the issuance of a City Taxi License to Mr. Dean based on his application for Klondike Cab #488.

The Committee makes its decision based on the following:

The Bill of Sale for Klondike Cab #488 and the date of the cheque do not coincide. Ownership on February 8, 1995 is doubtful and Mr. Dean has not brought any information or evidence forward to rebut this point.

Proof of payment for weekly stand rent has been sporadic. Proof of payment for weekly stand rent for the critical date of February 8, 1995 has not been provided. Again, Mr. Dean has not brought any new information or evidence to rebut this point.

The License Section Taxi License records have no detail on this vehicle or this taxi cab number until September 21, 1995. Again, Mr. Dean has failed to bring forward any new information or evidence to rebut this point.

Based on the foregoing, it is the decision of the Community Services Committee to uphold the decision of the Edmonton Taxi Cab Commission.

A written decision from the Office of the City Clerk will be forwarded to Mr. Mahboob Dean setting this out.

Mr. Dean was requested to confirm his Address for Service with
E.L. Britton, Office of the City Clerk, in order to receive the written decision.

F.2.EMERGENCY RESPONSE DEPARTMENT

F.2.a.Fire Hydrant Service Agreement.

J. Tustian, Acting General Manager, Emergency Response Department, answered the Committee's questions.

That the Fire Hydrant Service Agreement (Attachment 1 of the December 6, 1999 Emergency Response Department report) between the City of Edmonton and EPCOR Water Services Inc. be approved. / Emergency Response
