Keeping in view the increasing incidents of snatching and auto theft cases in sub division Tilak Nagar, a team comprising SI Pankaj Singh, HC Bijender Rana, No. 151/W, HC Subhash, 1244/W and Ct Satbir 1867/W & Ct. Krishan headed by Inspr. Khemendra Pal. Singh, ATO/ Maya Puri under the supervision of Sh. Samay Singh ACP/Tilak Nagar was constituted and the task was assigned to arrest the snatcher and auto lifters operating in the area of West district.

INCIDENT

On 03.07.14 an information was received by HC Bijender Rana that two snatcher will come on Black Colour TVS Apache stolen Motorcycle in D block Janak Puri. On this information the team started checking at D Block Janakpuri after putting the barricade on road. At about 06.30 PM two boys came on Motor Cycle. They were stopped with the help of staff. Motor cycle rider was identified as Omprakash @ Gulati S/O Sh Laxmi Narayan R/O RZ-355 Harijan Basti Sagar Pur, Delhi age 21 years and pillion rider was juvenile. On sustained interrogation, motorcycle was found to be stolen from the area of P.SRajouriGarden vide FIR No. 718/14 us/ 379/34 IPC. one mobile phone Samsung Duos was recovered which was snatched from the purse of a lady in the market of P.S Janak Puri about 10 days ago in day time. On inquiry, it was found to be snatched vide FIR No. 691/14 u/s 356/379/34 IPC, PS Janakpuri, Delhi. During the sustained interrogation one stolen motorcycle no. DL 4S BC 4307, Pulsor silver colour was also recovered which was found to be stolen vide FIR No. 653/14 U/S 379/34 IPC, PS Hari Nagar Delhi. Accused disclosed that leading a happy life they started committing thefts of motorcycles and on stolen motor cycles they used to snatch the purse of ladies. Accused Om parkash is working as Guard in ATM of a bank in the area of PS Hari Nagar .

The staff involved in the arrest of accused is being suitably rewarded.

INCIDENT

On 02.07.14 at about 10.00 PM Sh. Suman Kumar Sharma s/o Sh. Dinesh Sharma was returning to his residence in bus route No.803. When he reached near Govt Press Mayapuri, he noticed that someone has stolen his mobile phone make Samsung Galaxy from his pocket. He shouted for help. Suddenly, two persons got down from the bus and tried to flee. In the mean time, police personnel who were coming from the opposite side of the road saw running two persons. On suspicion they started chasing them and one of them was apprehended on the spot who was identified as Sonu Kumar s/o Shanker lal r/o WZ-162/185, Jhuggi Raghubir Nagar, RajouriGarden, Delhi who disclosed that he has given the stolen phone to his associate Rakesh @ kaka. In this regard, a case vide FIR No.282/14 u/s 379/411/34 IPC was registered at PS Mayapuri, Delhi and investigation was carried out.

TEAM & ARREST

To arrest the remaining accused Rakesh @ Kaka and to recover the stolen mobile phone a team comprising SI Pankaj Singh, HC Bijender Rana, No. 151/W, HC Subhash, 1244/W and Ct Satbir 1867/W headed by Inspr. Khemendra Pal. Singh, ATO/ Maya Puri under the supervision of Sh. Samay Singh ACP/Tilak Nagar was constituted.

A raid was conducted at RW -139/52 Jhuggi R Block, Raghubir Nagar, Khayala, Delhi at the instance of accused Sonu Kumar, Rakesh @ Kaka was also arrested. Stolen mobile phone was recovered from his possession. On sustained interrogation accused Rakesh Kumar disclosed that he came in contact of bad elements of the area in 2004. Since then he has been arrested in many cases of house theft, hurts and Arms Act. Accused is BC of PS Khayala. Accused Sonu Kumar is also involved in cases of theft. Both are drug addicts. Accused also disclosed about the commission of theft vide case FIR No. 2/14, u/s 379 IPC, and 13/14, u/s 379 IPC PS Mayapuri Further investigation is on progress.

The staff involved in the arrest of accused persons is being suitably rewarded.

ACTIVE BOOTLEGGER ARRESTED

The Staff of Police Station Khyala, West District has done an excellent work by arresting one bootlegger namely Karambeer and seized one scooter & 150 quarters of illicit liquor from his possession.

INCIDENT AND TEAM

An information was received by Insp. Tanvir Ashraf, SHO/Khyala that illicit liquor is being brought to the area of police station khyala during night. In view of the said, night patrolling was strengthened. During this course, staff was directed to keep watch in and around the house of known bootleggers. As per the briefing, on that night, HC Dalip Kumar, Ct Ravi Kumar, Ct Sajjan were present at the corner of N-Block, Khyala. At about 12:30 am, the said staff noticed that one man is coming on scooter from main road towards 12.5 Yards, Raghubir Nagar. They noticed that said man turned back after seeing the police party. On suspicion, the police officials asked him to stop the vehicle but he tried to flee from the spot. On this, officials immediately swung into action and overpowered him along with scooter bearing registered No. DL-3SAF-9733. Identity of the said man was revealed as Karambeer s/o Baleshwar r/o B-3/518, 12.5 Yards, Raghubir Nagar, Delhi. Two plastic bags were found on the said scooter. On checking of the plastic bag, it was found that bags were full of quarters of liquor of NV Besto Whiskey which is not permitted for the sale in Delhi. All liquor was for the sale of Arunachal Pradesh only. Accordingly, a case vide FIR No 498/14 dated 02.07.2014 u/s 33/38/58 Delhi Excise Act was registered in Police Station Khyala and investigation was taken up by local police.

DRUG PEDDLER ARRESTED

WITH SMACK, HASHISH AND POPPY SEED

The staff of P.P. Tilak Vihar, Tilak Nagar, New Delhi has arrested one Charanjeet Singh with Heroine, Hashish (Charas), Poppy Seed (Doda-Post) and with one knife (Buttondar).

NAME & PROFILE OF ACCUSED ARRESTED

Charanjeet Singh @ Monu S/o. Sh. Harjeet Singh R/o. H. No. WZ-139 A, II nd Floor, Gali No. 13, Santgarh Tilak Nagar, New Delhi, age 31 years. He has studied up to 10th class from school in Tilak Nagar New Delhi. Thereafter he started working as driver in the year 2000. Subsequently, he started selling Heroine (Smack), Hashish (Charas), Poppy Seed (Doda-Post) for the last 6th months which he had procured from Bareilly Uttar Pradesh and sale in Delhi to earn more and easy money.

RECOVERY

  1. Heroine (Smack) 145 Grams.
  2. Hashish (Charas) 110 Grams.
  3. Poppy Seed (Doda-Post) 760 Grams.
  4. One Buttondar knife.

INCIDENT AND ARREST

On 03.07.2014 ASI Paramjeet Singh No. 6037/D along with HC Ram Sahai No. 498/W and Ct. Babu Lal No. 1353/W, was present at their picket duty near CRPF camp from 11:00 A.M. to 02:00 P.M. During picket duty, they saw a person who had a black colour bag on his back was coming from outer ring road side. On seeing the police party, he turned back and started running. On suspicion, ASI Paramjeet Singh chased him and apprehended with the help of HC Ram Sahai No. 498/W, and Constable Babu Lal No. 1353/W and stopped him after some distance. During his search Heroine 145 Grams, Hashish (Charas) 110 Gram, Poppy Seed (Doda-Post) 760 Gram and a buttondar knife were recovered.Accused Charanjeet Singh @ Monu has been arrested u/s 15/20/21/61/85 NDPS Act & 25/54/59 Arms Act PS Tilak Nagar.

INTERROGATION

On sustained interrogation, the accused Charanjeet Singh @ Monu disclosed that he belongs to Delhi and working as a private driver but after sometime he left his job and indulged in illegal business of Heroine (Smack), Hashish (Charas), Poppy Seeds (Doda-Post) to make easy money. Accused used to procure the banned narcotics from Bareilly, Uttar Pradesh at low price and sell it in Delhi exorbitant price.

SENSATIONAL MURDER CASE OF A STUDENT WORKED OUT WITHIN 24 HOURS.

TWO ACCUSED ARRESTED

WEAPON OF OFFENCE, MOBILE PHONE OF DECEASED AND CAR USED IN THE COMMISSION OF CRIME RECOVERED.

With the arrest of two accused persons namelySatish @ Sunny(23 years) s/o Rakesh r/o A-64, Khanpur, New Delhi andVirender @ Veera(24 years) s/o Rakesh Kumar r/o Village Ghitroni, New Delhi, a team of PS V.K. South, South District has solved a sensational murder case of a young student namely Daksh Singh, who was pursuing Hotel Management from Amity College, Noida, UP.

Brief facts :

On 03/07/14 at around 2 PM, a PCR call was received at PS Vasant Kunj South that an injured person was lying in a Car, bearing Regn. No. HR 28 Z-5011, Opposite SultanPur Depot, Ghitorni Road, New Delhi. The local police immediately reached the spot and found that a dead body of a young boy, aged around 20-22 years having head injury was lying in a white coloured Ritz Car bearing No. HR 28 Z- 5011. In this regard, a case vide FIR No. 640 dated 3.7.14 u/s 302 IPC PS V.K. South was registered and investigation was taken up.

Investigation :

Considering the gravity of the offence, several teams comprising Inspr. Mohinder Singh, ATO/V.K. South, Inspr. Rajesh Kumar (Inspr./Inv. PS V.K. South), SI Upender Singh, SI Sanjay Sharma, SI Babu Lal, SI Ugesh Kumar, Ct. Inderjeet, Ct. Devinder, Ct. Sandip and Ct. Manoj were formed under the close supervision of Inspr. Virender Jain, SHO/V.K. South and under the overall supervision of Ms. Usha Rangnani, ACP/Vasant Vihar to locate the culprits involved in the crime.

During the course of investigation, the police team succeeded in locating the friend of the deceased namely Mukesh Mehra who identified the deceased as Daksh Singh s/o Shanker Singh R/o 255B, ‘ N’ Pocket, Janta Flats, Sarita Vihar, New Delhi. During enquiry from the friend of deceased namely Mukesh Mehra, the police team got vital information. The team developed criminal intelligence and with the help of CDRs of the mobile phone of accused, the police team identified the culprits as Satish @ Sunny, Virender @ Veera and Amit @ Golu. The team conducted several raids at different places to arrest the accused persons and finally succeeded in arresting accused Satish @ Sunny and Virender @ Veera.

Interrogation :

During interrogation, both accused disclosed to have killed Daksh Singh due to old rivalry by hitting him on the head with a Danda. At the instance of both accused, weapon of offence i.e. danda, mobile phone of deceased and vehicle used in commission of crime was recovered.

Profile of accused persons :

1.Satish @ Sunny (23 years) s/o Rakesh Kumar R/o H. No. A-64, Khanpur, New Delhi has studied upto 12thclass. He is married and has one son. He is a driver in DTC. He is previously involved in following criminal cases :

a)Case FIR No. 49/14 u/s 392/411 IPC PS Saket.

b)Case FIR No. 35/13 u/s 328/411/379/34 IPC PS Saket.

c)Case FIR No. 360/12 u/s 25/54/59 Arms Act PS Sangam Vihar.

2.Virender @ Veera (24 years) s/o Raje Ram R/o 17, Gandiya Mohalla, village Ghitorni, New Delhi is illiterate. He is married and has one daughter. He is a milkman.

Recovery :

1.Maruti Alto Car No. DL 3C-BV 6889 of accused Satish @ Sunny, used in the commission of crime.

2.Mobile phone of the deceased.

3.Weapon of offence i.e. danda/woodanen stick.

Further investigation is on to nab the remaining accused namely Amit @ Golu.

It has come to notice that sometimes the anti-social and criminal elements looted/stolen and withdrawn the cash by fraudulently from the ATMs to prevent the such type of crimes and in order to check illegal activities of anti-social elements and further keeping in view the public safety, I,RAJBIR SHARMA, Assistant Commissioner of Police Sub-Division Madhu Vihar, East District, Delhi in exercise of the powers conferred upon me under Section. 144 Cr.P.C, 1973 (No. 2 of 1974) read with Govt. of India, Ministry of Home affairs, New Delhi’s notification No. U-11036/(i) UTL, dated 09.09.2010do hereby order that all the ATMs and branches of banks falling within jurisdiction of Sub-Division Madhu Vihar must install the CCTV Cameras within a period of 30 days from the promulgation of this order without violating the right to privacy of the general public.

This order shall come into force with effect from 02-07-2014and shall remain in force for a period of 60 days up to 30-08-2014 (both days inclusive), unless withdrawn earlier.

Any person who contravenes this order shall be liable to be punished in accordance with the provision of Section-188 of the IPC.

As the notice cannot be served individually on all concerned, the order is hereby passed ex-parte. It shall be published for the information of the public through the press & by affixing copies on the notice board of the offices of all DCsP, Addl.   1. Whereas, there is mushrooming of BPOs (Business Process Outsourcing Centers) prominently known as Call Centers, Corporate house, Media houseand Companies organization and Firms in Delhi other parts of the NCR offering employment opportunity for the youth.
  2. And whereas, the employees including young women from across the country have been staying in various parts of Delhi while their work place may be in the NCR region and their employers are providing cab services for the purpose of picking up and dropping them from their place of stay to office and back. As these organizations are functioning round-the-clock, the cabs are ferrying employees even at late night hours. Such employees are reported to have hired cabs on contract basis and have not been able to property monitor these cab operators and their drivers for ensuring safe and secure transportation of the employees resulting in grave danger to human life, safety and security of the employees, especially of women employees.
  1. And whereas, it has come to notice that certain criminal and anti social elements look for soft targets, particularly during the odd hours and the women employees who travel during late night hours are vulnerable to crime and criminal acts by such elements, if they are not dropped securely and safety at their places of stay.
  1. .And whereas, it is rendered imperative to put some regulatory checks on organizations having such service of picking and dropping their employees and the transporters, security agencies, drivers and security guards involved in the same so that anti-social and criminal elements may not cause danger to human life & safety and their property and it is felt that immediate action is necessary in this regard.

Now, therefore, in exercise of the powers conferred upon me by virtue of Section 144 Cr.P.C 1973 (No.2, of 1974) read with Govt. of India, Ministry of Home Affairs, New Delhi’s Notification No. U-11036/(i) UTL, dated- 01.07.1978. I, RAJBIR SHARMA, Assistant Commissioner of Police of Sub-Division Madhu Vihar of East District, Delhi, do hereby make this written order that all such organizations like BPOs, Corporate and Media Houses having the system of picking up and dropping their employees and the concerned transporters, security agencies, drivers and security guards in the jurisdiction of Sub- Division, Madhu Vihar, Delhi shall:

a)Maintain a data base of all employees, security personnel, cab drivers and contractual workers working with them, for access by the police as and when required.

b)Hire the security personnel and other contractual personnel as far as possible from licensed agencies only.

c)Ensure verification of antecedents of all their employees including contractual employees.
