Overview of the team and role

The Scheme Policy team plays a key role in helping to ensure the consistent, accurate and legally sound application of the Safety, Rehabilitation and Compensation Act 1988 (SRC Act) and supporting legislation across the Comcare scheme. This involves providing input to the development of policy for the interpretation of the legislation relating to workers’ compensation and rehabilitation. The team monitors trends regarding the legislation and case law, and provides policy advice to scheme participants on how the legislation and policy should be applied.

The Policy Officer supports the Scheme Policy team in its function of developing sound, useful and consistent policy guidance across the Comcare scheme, supporting legislative change, and working with stakeholders to identify and progress better practice reforms.

Qualifications/Experience

Applicants should have experience in policy and project management (or equivalent fields).

Job specific capabilities

1.  Demonstrate broad general knowledge of the SRC Act, Comcare scheme and workers’ compensation and rehabilitation policy matters.

2.  Ability to research policy issues and prepare initial solutions for review.

3.  Ability to draft ministerial and executive correspondence and briefs on issues arising under the Comcare workers’ compensation legislation.

Primary responsibilities

1.  Provide general advice, verbal and written, in response to policy enquiries, and capturing those responses.

2.  Under supervision, provide advice and identify areas for operational improvement and initial solutions to emerging concerns in a particular area of the team’s coverage.

3.  Maintain a sound understanding of the work area's impact on Comcare's longer-term strategic and operational outcomes, including awareness of how changes affect the broader work environment.

4.  Develop and maintain internal and external relationships with stakeholders, providing appropriate advice and managing the resolution of issues or complaints.

5.  Undertake research for, and prepare initial drafts of, key documents such as briefs, correspondence and policy guidance material.

6.  Undertake aspects of policy work and legislative reform under direction.

7.  Provide administrative and secretariat support for team managed events such as stakeholder liaison forums.

8.  Participate in corporate learning and development activities.

9.  Promote workplace safety, equity and diversity and environment practices in the workplace.

10.  Demonstrate and model safe attitudes, values and behaviours in order to uphold your health and safety duties.

11.  Commit to, promote and model the APS Values and APS Code of Conduct.

The Selection Process

Comcare uses a competitive merit process. This process will likely take approximately six weeks for shortlisting, interviewing, reference checking and offers to be made.
