Pursuant to notice made by press release to newspapers of general and local circulation throughout the state and mailed to persons on the mailing list of the Committee, a meeting of the Oregon State Aviation Board was held January 24, 2008, at the Anderson Readiness Center, Salem, Oregon
Board Members in attendance included: Board Chair Mike Burrill;Vice Chair, Chris Corich, Board Members, Steve Beckham, Joe Smith & Larry Dalrymple
Employees in attendance included: Director Dan Clem; State Aviation Planning Analyst, Chris Cummings, Executive Assistant to the Director and Board Secretary, Jody Brewer.

Bob Bement presented the application

To allow Vale to provide expanded service and provide opportunity so that pilots do not take their business to Ontario.

Joint Operations Terminal Complex
To create a multi-use facility. Current facility is inadequate for any expansion
Will create opportunity for airport business and jobs
- City of Creswell
Shelley Humble presented via teleconference
CreswellAirport Fire Suppression Project
Future business is unable to locate to airport due to their interim fire tanks. They must have the water line in order for the “no build” ban removed and allow for airport growth and safety.

Board Member Smith stated for the record: Joe is on the Ports Citizen Advisory Committee.

PDX North Runway extension
Pavement joints are failing on South runway. In order to fix (rather than repair) the runway must be taken off line for a period of approx 6 months. To continue service during the 6 month closure, they must extend North Runway. This project will cost as an economic impact.

To improve airport access. Must construct a new Airport access location. Will open access to other part of Airport for improvements and development.

Aviation Expansion Project
All counties in the area are distressed. Companies will not relocate to the area without an Airport that can meet growing needs. Aircraft would be use in fire fighting

Carrie Novick presented the application
North side Cargo Ramp
The north side is the only location left for development. Need the ramp for safe process to unload cargo, as the developing airport and process has shown this need.
- Saddle Mountain/Columbia River
Gary Lewin presented the application
Bar Pilot Helicopter
A Helicopter is needed for the safe transportation of bar pilots to and from the vessel. Helicopter provides a safety process is proving to be disruptive.

Businesses are interested in relocating and this would provide a ready workforce

Heavey Aircraft and Engine Maint Facility
To expand business, bring in repair stations and preserve jobs.
- City on Ontario
Alan Daniels presented the application
OntarioAirport Pavement Improvement Project
Ontario is a distressed area of Oregon. Need facilities at Airport to bring in new business.

David Rouse presented the application
WheelerCountyAirport Project
BLM owns land. Need project for response to medical emergencies. Alternate landing area for flight emergencies. Economic Development is needed for this area. Tourism is high.
