VETERANS – DAVID WALLINGFORD, ANDY CZEK, JACKIE GREY, SIMON JACKSON, KATHY CARVIN

David Wallingford, Deputy Director for NYS Division of Veterans’ Affairs, said they addressed the issue of office space over a year ago with the Buildings Committee. Simon Jackson and Kathy Carvin staff the office on Tuesday and Thursday for 10 hours each day. Mr. Wallingford said the office also serves as a fire exit, so the doors cannot be locked. Also, the files are not locked so anyone could go through them, and there is no waiting area. The unlocked files could be a liability for both the state and county veterans' offices.

In addition, the layout of the office does not allow for conducive counseling with the veterans. The small space and no windows make some of the veterans very uncomfortable. When a new veteran comes in, he or she has to be interviewed in the hall because there is no room in the offices for an extra chair. The office space that they presently have does not present a good picture.

Representative Rothenberger asked if they have thought about moving the office to Cooperstown. Mr. Simon said they have a large veteran's population who use the Oneonta Office, and some would not feel comfortable traveling the distance to Cooperstown.

Representative Dubben thanked everyone for coming and said the committee would look at the building to see if anything can be done.

STOP-DWI – KAREN LIDDLE

Mrs. Liddle requested permission to have a cell phone. She has parent committee approval. Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

EMPLOYMENT & TRAINING – TOM PRITCHARD

Mr. Pritchard requested permission to lease additional office space at 12 Dietz Street. He would like to add Suite 201 to their office space. After discussion Representative Rothenberger moved to approve. Seconded, Dubben. Total: 3; Ayes: 3. Motion carried.

COUNTY OFFICE BUILDING – WALTER MCLAUGHLIN

Mr. McLaughlin said Butch Jones and Roy Althiser have installed the backup communication equipment for the Public Safety Building in the telephone room, and the room gets very hot. He said this will affect the telephone, MIS and state equipment that is in the room. Mr. McLaughlin has a quote from Osterhoudt Commercial Refrigeration for a 3 ton split air conditioner in the amount of $4,750.00. After discussion the committee felt it needed more information on why the equipment was installed in the telephone room. A memo will be sent to the Public Safety Committee asking them for information on why the equipment was installed. The committee also recommended that the communications equipment be shut down until everything is settled.

PUBLIC SAFETY BUILDING – WALTER MCLAUGHLIN

Mr. McLaughlin said he has to replace 6 cell block windows that are cracked and distorted. He has a quote from Sahl’s Glass & Glazing in the amount of $4,190.00. Representative Lindberg moved to approve. Seconded, Rothenberger. Total: 3; Ayes: 3. Motion carried.

BUDGETS - WALTER MCLAUGHLIN

The committee reviewed Mr. McLaughlin’s proposed 2002 budgets.
