6.2Assessmentcriteria
FordevelopmentthatisarestricteddiscretionaryactivityintheWairakaprecinct,thefollowingassessmentcriteriaapplyinadditiontothecriteriaspecifiedfortherelevantrestricteddiscretionaryactivitiesintheSpecialPurposeTertiaryEducationzone:
1.Developmentdesign
a.Thedesignofbuildingsshouldcontributetothelocalstreetscapeandsenseofplacebyrespondingtotheplannedfutureformandcharacterofthesurroundingareaandsignificantnaturallandformsandlandscapefeatures.
b.Buildingsshouldbedesignedtoavoidlong,unrelievedfrontagesandexcessivebulkandscalewhenviewedfromstreetsandpublicopenspaces.Buildingmassshouldbevisuallybrokenupintodistinctelementstoreflectahumanscaleandthetypicalpatternofdevelopmentinthearea.Techniquesincludetheuseofrecesses,variationinbuildingheightandroofform,horizontalandverticalrhythmsandfacademodulationandarticulation.
c.Buildingsshouldbedesignedtodifferentiateground,middleandupperlevels.
d.Blankwallsshouldbeavoidedonalllevelsofbuildingfrontagestostreetsandpublicopenspaces.Sideorrearwallsshouldbeusedasanopportunitytointroducecreativearchitecturalsolutionsthatprovideinterestinthefaçadeincludingmodulation,relieforsurfacedetailing.
e.Buildingsshouldprovideavarietyofarchitecturaldetailatgroundandmiddlelevelsincludingmaximisingtheuseofentrances,andwindowsandbalconiesoverlookingthestreetsandpublicopenspaces.
f.Roofprofilesshouldbedesignedaspartoftheoverallbuildingformandcontributetothearchitecturalqualityoftheskylineasviewedfrombothgroundlevelandthesurroundingarea.Thisincludesintegratingplant,exhaustandintakeunitsandothermechanicalandelectrical
equipmentintotheoverallrooftopdesign.
g.IntheMetropolitanCentrezone,thesilhouetteofthebuildingasviewedfromdistantlocationsshouldpositivelycontributetothecentre'sskyline.
h.Wheretheproposeddevelopmentisanextensionoralterationtoanexistingbuilding,itshouldbedesignedwithconsiderationtothearchitecturetotheoriginalbuilding.
i.Buildingsoncornersitesshouldconsidertherelationshiptootherbuildingsandopenspacesonoppositeandadjacentcornersitesandmakeapositivecontributiontothearchitecturalqualityofthestreet.
j.Colourvariationandlandscaping,withouttheuseofotherdesigntechniques,shouldnotbeusedtomitigatealackofbuildingarticulationordesignquality.
k.Groundfloorglazingshouldfullyintegratewiththedesignofupperlevels.
l.Buildingsshouldusequality,durableandeasilymaintainedmaterialsandfinishesonthefacade,particularlyatstreetlevel.
m.Servicingelementsshouldbeavoidedonbuildingfacadesunlessintegratedintothefacadedesign.
n.Whereprovided,signageshouldbedesignedasanintegratedpartofthebuildingfacade.

c.Adequatestoragespaceforlargeritemssuchasbikes,gardeningandcleaningequipment,shouldbeprovidedeitherwithineachdwellingorwithinthebuildingcontainingthedwellings.
d.Commonareaswithinbuildingscontainingdwellings,visitoraccommodationandboardinghousesshouldbedesignedtobeaccessiblebypeopleofallagesandphysicalabilities,inparticular,byprovidingcorridorsandcirculationspacesofsufficientdimensiontoalloweaseofmovementandminimisingstairswherepossible.Fordwellingsinparticular,commonareaswithinthebuildingandthedwellingitselfshouldallowforstandardhouseholdfurnituretobeeasilymovedinandout.RefertotheAucklandDesignManual.
e.Visitoraccommodationandboardinghousesshouldbedesignedtoachieveareasonable
standardofinternalamenity.Considerationwillbegivento:

b.Wheregroundfloordwellingsorvisitoraccommodationisproposed,someminorvariationsbetweenthegroundfloorlevelandthelevelofadjoiningpublicopenspaceorstreetmaybeacceptabletoprovidefortheprivacyofresidentsandoccupants/users.
5.Buildinginterfacewiththepublicrealm
a.Buildingsshouldhaveclearlydefinedpublicfrontsthataddressthestreetandpublicopenspacestopositivelycontributetothepublicrealmandpedestriansafety.
b.Pedestrianentrancesshouldbelocatedonthestreetfrontageandbeclearlyidentifiableandconvenientlyaccessiblefromthestreet.
c.Buildingsshouldprovidelegibleentrancesandexitstocoveredplazas,openspacesandpedestrianlinkages.
d.Separatepedestrianentrancesshouldbeprovidedforresidentialuseswithinmixedusebuildings.
e.Activitiesthatengageandactivatestreetsandpublicopenspacesareencouragedatgroundandfirstfloorlevels.
f.Internalspaceatalllevelswithinbuildingsshouldbedesignedtomaximiseoutlookontostreetandpublicopenspaces.
g.Buildingheightsandformshouldbedesignedtoallowareasonablelevelofnaturallightintoexistingandplannedcommunalopenspaceswithintheprecinct,appropriatetotheirintendeduse.Thismayrequirebuildingformtobemodifiedtothenorthofsuchspaces.

b.Thelayoutanddesignofpublicopenspacewithinthesubjectlandareashouldensurewellconnected,legibleandsafevehicularandpedestrianrouteswithappropriateprovisionoffootpaths,servicing,infrastructureservicesandlandscapetreatmentwithintheprecinctandtoneighbouringstreets,openspaceandcentres.
c.Thenetworkofsuchcoveredplazas,openspacesandpedestrianlinkageswithintheprecinctshouldensureacohesive,permeableandlegibleor‘selfexplaining’networkofpedestrianlinksandroutestocreateefficient,safeandattractivecirculationaroundtheprecinctforpeopleofallmovementabilitylevels.
d.Thelayoutanddesignofpublicopenspaceandlaneswithinthesubjectlandareashouldintegratewithandcomplementtheformandfunctionofexistingandproposedpublicopenspaceandstreets.
e.Whererelevant,proposalsarerequiredtoprotectculturallandmarks,scheduledbuildings,identifiedtreesandhistoricheritageinandadjacenttotheWairakaprecinct.
f.Thedetaileddesignofpedestrianroutesshouldalsosupportthelegibilityofthecampusesfrompublicspaces(namelyadjoiningstreetsandopenspaces).
g.Provisionforcycleaccessandcycleparkingshouldbeincludedalongmajorentrieswherepracticable.
7.Safety
a.Newandupgradedbuildingsandpublicopenspacesshouldbedesignedinaccordancewith
crimesafetyprinciples.Forthepurposeofthisassessment,internalopenspaces,plazas,foyers,lanesandpedestrianlinkageswithinthecampuseswillbeconsideredasiftheyarepublicopenspaces.
b.Foropenspaces,plazas,foyers,lanesandpedestrianlinkages,multipleentrancesandexitsaregenerallyconsideredmoreappropriateinacampusenvironmentratherthanasinglewayinandoutofsuchplacesandspaces.
8.Services
a.Stormwater,wastewater,watersupply,andelectricityandtelecommunicationinfrastructureshouldbeprovidedtoadequatelyservicethenatureandstagingofanticipateddevelopmentwithinthesubjectlandarea.
b.Thelocationofbuiltform,publicopenspaceandstormwatermanagementinfrastructureprovidesfortheestablishmentoffuturestormwatermanagementfeatures,whichincorporatelowimpactstormwaterdesignprinciplesandimprovedwaterqualitysystems.
9.Traffic
a.Theexpectedtrafficgeneratedbytheactivityshouldnotcreateadverseeffectsbeyondthecapacityofthesurroundingtransportnetwork,particularlyatpeaktimes.Adverseeffectsmaybemitigatedbyupgradestoroadandintersectiondesign.
10.
Travelplansandintegratedtransportassessments
a.AlldevelopmentsshouldincludeaTrafficmanagementassessmentdemonstratinghowtheprecinctwillmanagetrafficdemand,alternatetransportoptions,connectionstopublictransportandkeyconnectionstoandwithintheprecinct.
b.Wherenocurrenttravelplanexistsfortheprecinctoradevelopmentgreaterthan2,500m²GFAisproposedforwithintheprecinct,atravelplanmustbesubmitted.
c.Alldevelopmentswheregreaterthan2500m²GFAisproposedforwithinadevelopmentmustbesubjecttoanITAscopingprocesstodeterminewhetheranITAisrequired.IfanITAisrequiredbytheCouncil,thentheITAshouldbepreparedinaccordancewithcurrentbestpracticeguidelinesadoptedbyAucklandTransport.
11.
Designofparking,accessandservicing
a.Parkingshouldbeappropriatelylocated.Preferenceisforparkingtobeunderground,withinbuildings,totherearofthebuildingorseparatedfromthestreetfrontagebyusesthatactivatethestreet.
b.Parking,whetheratgradeorwithinbuildingsmustbescreenedfrompublicopenspacesandstreets.
c.Surfaceparkingshouldbesoftenedwithlandscaping,includingtreeplanting.Asaguide,onetreeshouldbeplantedeverysixthparkingbay.
d.Ventilationandfumesfromparkingstructuresorotherusesshouldnotbeventedintotheadjacentpedestrianenvironmentatgroundlevel.
