13. BASIC FUNCTION OF POSITION
Incumbent follows a work schedule provided by the DAO. Drives DAO to/from official functions and to locations outside Kampala. Delivers and picks up documents. Drives visiting American Officials as instructed and maintains 5 vehicles in clean and neat conditions at all times. Checks oil, water, gas and tires daily. Follows up with maintenance schedules to ensure that cars are checked on a regular basis and that tune ups are performed. Ensure assigned vehicle(s) are in proper working order and all required maintenance is performed. Conduct vehicle inspections following guidelines from inspection checklist provided by current DIA forms. Document daily inspections and arrange for corrective action on all discrepancies found/noted. Schedule vehicle for routine maintenance (oil changes, tune-ups, etc.) Ensure that vehicles are clean and serviceable at all times. Document vehicle movements on current DIA forms(s) to track utilization. Document vehicle expenditure to track cost efficiency of assets. Fill out accident reports when necessary.
14. MAJOR DUTIES AND RESPONSIBILITIES 100% OF TIME
Assigned chauffeur duties from the DAO and must be safety and security conscious at all times. Assisting in coordinating movements of VIP with DoD security teams, host nation military security personnel and police. Assigned duties as Assistant DoD Aircraft Ground Technician. Assists in all aspects of planning and implementing logistical arrangements for visiting DoD aircraft as needed.
If necessary, coordinates with DAO and incoming DoD flight crews on all logistical aspects surrounding the visits of DoD aircraft, as needed. Make hotel reservations, ground transportation arrangements, and ensures all aspects of ground handling services are conducted efficiently in the absence of DAO personnel. Meets aircrafts upon arrival and ensures timely departure of aircraft, even late night and on weekends. Accompanies DAO personnel and notifies appropriate officer of changes in schedule. Assist DoD travellers and U.S. Embassy expediters in personnel movement through airport.
15. QUALIFICATIONS REQUIRED FOR EFFECTIVE PERFORMANCE
  1. Education
Completion of secondary school (both ‘O and A’ level) is required.
b. Prior Work Experience
Two years’ experience as a chauffeur is required.
c. Post Entry Training
Surveillance detection driver training, defensive driver training, basic computer/ADP us, communication training (cell phones, embassy emergency radio net and security training in the transportation of VIPs
d. Language Proficiency: List both English and host country language(s) by level and specialization.
Level III English ability is required.
e. Knowledge
Must have good knowledge of automotive maintenance. Must have a valid driver's license. Must be familiar with local traffic laws and area traffic patterns.
f. Skills and Abilities
Must be responsible, self-motivated and works with little supervision. Must be able to perform emergency road service and be able to coordinate for road service assistance. Occasionally have to load and unload heavy luggage and packages. Must be able to navigate through Entebbe Airport and achieve positive connections inside airport security, Civil Aviation Authority, Entebbe Ground Handling Services, and VIP section of Entebbe Airport
16. POSITION ELEMENTS
  1. Supervision Received
The Operations Coordinator (OPSCO) is responsible for completing the Personnel Efficiency Report. The Defense Attaché office, Operations NCO will provide first line supervision followed by the Operations Coordinator (OPSCO) and Defense Attaché (DATT). The DATT has overall supervision authority.
b. Available Guidelines
Direct and definite Embassy instructions, Road Maps, Local laws and requirements, DIAM 100-1 Volume I, DAO vehicle standard Operation Procedures and instructions on use of cell phones, radio and computers.
c. Exercise of Judgment
Judgment must be exercised in selecting routes in order to make best use of time, particularly during rush traffic
