Alcohol Enforcement Team
For the 2009 fiscal year, Anderson Oconee Behavioral Health Services was the lead agency for the 10th Judicial Circuit, Kirsten Abderhalden was the AET Coordinator, and the following law enforcement agencies participated in AET efforts:

Meetings and Trainings
Three AET Coordinators’ meetings were held in Columbia and one was held in Myrtle Beach at the Drugs of Abuse Conference.
Monthly AET planning meetings were held in Anderson and Oconee.

The AET Coordinator attended the conference.

AET Training - Clemson University - February 25-26, 2009
Five officers from Anderson County and nine from Oconee County attended the 2-day AET training which included a mock Party Dispersal and a Bar Check/Fake ID training the evening of the 2nd day. Seventeen officers from Pickens County and seven from the prevention and education fields also attended the training.

Informants
Informants for AET compliance checks were recruited by the AET Coordinator and participating law enforcement agencies. Each informant completed an Undercover Confidential Informant (UCI) packet which includes a photograph and a copy of the informant’s driver’s license. Some law enforcement agencies required additional documentation. Informants were trained to tell the truth when asked questions and to show their own ID but otherwise not to initiate any interaction with the clerks/servers. Informants received a $30 gift card from Anderson Oconee Behavioral Health Services for their efforts.

Offenders
Offenders who pled guilty paid a fine between $465.00 and $672.50 and were mandated by the magistrates to complete the DAODAS-approved merchant education class at Anderson Oconee Behavioral Health Services. The 2 ½ hour class costs $50 and must be completed within 60 days of sentencing. If someone was charged a second time with Sale to a Minor, they were sentenced to pay not less than $672.50 and to repeat the merchant education class.
Merchant Education
AOBHS provided a DAODAS-approved merchant education class, the Palmetto Retailers Education Program (PREP), for clerks/servers who violated underage drinking laws and for those who voluntarily wanted to take the class. The class was offered once a month in Anderson and once a month in Oconee. In Anderson 28 clerks/servers/bartenders attended the class; in Oconee 47 attended the class.
Party Dispersals
In Anderson, 13 party dispersal operations were conducted. At 4 of those events the following charges were made:

The AET assisted the LEN with three Public Safety Checkpoints. Five underage alcohol cases were made.
