INVITATION FOR PREQUALIFICATION OF CONSULTANTS

Nairobi Metropolitan Transit System (Nairobi Metro) Study

This invitation for pre-qualification of consultants follows the General Procurement Notice for this project, which appeared in Development Business Issue No. 707 of 31 July 2007.

The Government of Kenya has received a loan and a grant from the African Development Fund (African Development Bank Group) towards the cost of Nairobi-Thika Highway Improvement Project and intends to apply part of the proceeds of the grant to cover eligible payments for the Nairobi Metropolitan Transit Study (Nairobi Metro).

The Ministry of Transport being an authorized agent of the Government of the Republic of Kenya invites eligible consulting firms for pre-qualification for the study.

The study includes the following: Preparation of a public transportation master plan for the Nairobi Metropolitan Area; Preparation of an institutional and regulatory framework for public transportation; Identification of the most appropriate transit system (light rail, bus rapid transit, etc..); Preparation of detailed engineering Design and ESIA for the opted transit system; Preparation of prequalification and bidding documents; Preparation of financing options for construction, operation and maintenance of the proposed system.

Pre-qualification is open to firms and voluntarily formed joint ventures from eligible source countries, in accordance with the African Development Bank Rules of Procedure for the Use of Consultants.

Eligible applicants may obtain the pre-qualification documents from the Ministry of Transport website (www.Transport.go.ke). Minimum requirements for qualification are set forth in the pre-qualification document.

One original and two copies (clearly marked “ORIGINAL” or “COPY”) of the pre-qualification questionnaire shall be submitted to the address shown below, or deposited in the Ministry of Transport Tender box located at the main entrance of Transcom House, Ngong Road, no later than 15 February 2008. The envelope shall be clearly marked “Application to Pre-qualify for the Nairobi Metro Study”. Applicants shall be advised in due course of the result of their applications. Only firms and joint ventures pre-qualified under this procedure will be invited to submit proposals for the study.
