Mayor Polimeni asked for a moment of silence for Bob Matson, Director of Community Affairs for FLCC and Dr. Augustus William Sainsbury MD who has been a physician in Canandaigua for over 40 years.

Councilmembers Whitcomb, Winter, and Bucci are absent due to family obligations.

Approval of Minutes:Minutes from the November 1st Meeting will be approved at the December Council Meeting.

Public Hearing: Public Hearing on Canandaigua’s Proposed 2013City Budget

Mayor Polimeni called the public hearing to order at 7:08 PM. 7:08:08 PM

7:09:26 PM Jim Wolfe, President of the Business Improvement District (BID) and Kathi Nevin, BID Director spoke about the new stores open on Main Street, the expansion of Mill Street Station, 65th anniversary of Crown Jeweler, and the upcoming Holiday activities for downtown. They also thanked the City for their work on the Antis St. parking lot,which is now being utilized, and indicated that the improvements will help the development of that block. They appreciated the Council’s support of the BID.

7:17:15 PM Sharon Henry,Director of the Salvation Army Phoenix Programasked that funding in the amount of $8,170 be placed back in the budget. This program was started by the City in 1996 and currently there are 27 children enrolled in the program This program provides children with homework helpas well as crafts, games and movies. This program runs from the time the children arrive off the bus until 5:30PM and supper is provided for those that choose to have the meal.This provides a supervised program to keep children safe.

7:21:08 PM John Thompson President of Erina Hose Company and Peter Buongiorno, President of the Merrill Hose Company spoke about the career staffing. Both the volunteer companies and career firefighters want to build a strong fire department. They encouraged the Council to maintain the career staffing at nine firefighters and to maintain two fire stations. They indicated that there is a very limited volunteer staff of firefighters and this would be the wrong time to go from nine to six.

7:25:55 PM Alison Grems, President of the Chamber of Commerce talked about the contract that is in place with the City that covers visitor services and the visitor guide. The Chamber respond to thousand of emails for information.

Resolutions:

Resolution #2012-082:

Councilmember-at-Large Reston read the following Resolution and moved for its adoption. Councilmember-at-Large Taylor seconded the motion.

A RESOLUTION AUTHORIZING A SPECIAL EVENT

‘Turkey Trot’

WHEREAS, the City Council of the City of Canandaigua has received the following application for a special event in the City of Canandaigua:

►‘Turkey Trot’

Date: November 22, 2012

Location: Start and End at Baker Park

Time: 7:30 a.m. – 10:45 a.m.

Coordinator: Aimee Gilbert

Purpose: Fundraiser for Local Food Cupboards & Families

Expected Number of Participants: 200-300

WHEREAS, this request was reviewed and approved at the October 30, 2012 Committee of the Whole committee meeting;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Canandaigua that permission is granted to hold the abovementioned special event at the time and location listed; and

BE IT FURTHER RESOLVED that the organizers of the Special Event shall adhere to any regulations that the City Manager or the City Police Department shall establish to insure the health and safety of Canandaigua residents and visitors throughout this event.

Vote Result: Carried unanimously by voice vote

Resolution #2012-083:

Councilmember-at-Large Taylor read the following Resolution and moved for its adoption. Councilmember-at-Large Reston seconded the motion.

A RESOLUTION ISSUING A PERMIT TO MOOR

THE CANANDAIGUA LADY TO THE CITY PIER

WHEREAS, under Municipal Code §287-6 entitled Mooring or Beaching of Boats, the City Council may issue a permit to moor a commercial vessel to the City Pier, and;

WHEREAS, the owners of the Canandaigua Lady dinner boat have requested permission to moor the boat to the west side of the City Pier until spring, and

WHEREAS, the City Manager has reviewed the request and recommends that City Council grant the request with the following conditions:

1)The owner shall provide the City with indemnification against all property and personal injury as well as meet all standard insurance requirements of the City.

2)The owner shall pay a fee of $500 by November 30, 2012.

3)The City shall in no way be held responsible for the boat or its contents.

NOW, THEREFORE, BE IT RESOLVED that the Canandaigua City Council does hereby authorize the City Manager to issue a permit to the owners of the Canandaigua Lady to moor to the City Pier from December 1, 2012 through April 30, 2013, upon satisfaction of the City Manager and Corporation Counsel that all three conditions have been satisfied.

  • 8:04:21 PMTrash pickup was delayed one day this week because of Veterans Day.
  • The Winter collection schedule for containerized yard waste and leaves is now in effect.These containers will be picked up on Friday’s and you should call DPW to schedule the pickup.
  • The City is continuing the fall leaf pickup and please do not rake the leaves in the street.
  • For the week of Thanksgiving, the normal Thursday garbage/recycle pickup for Ward 2 will be on Wednesday because Friday is a holiday and all city offices will be closed.
  • A demolition permit has been issued for the lakeshore house and the contractor is on site, however they are dealing with asbestos cleanup first.
  • The beach cleanup continues and they are finished with the outer two quarters and are working in the third quarter.
  • Reminder for all residents to please do not put sticks in with the leaves because they get caught in the machine.
