RESOLUTION NO. 2012-
ARESOLUTIONOF THE MAYOR AND CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA AUTHORIZING THE CITY MANAGER TO EXECUTE AN INTERLOCAL AGREEMENT AND OTHER RELATED DOCUMENTS, IN SUBSTANTIALLY THE SAME FORM AS ATTACHED AS EXHIBIT “A”, WITH BROWARD COUNTY FOR THE GO SOLAR PERMITTING PROGRAM “AN ON-DEMAND WEB BASED PERMITTING SYSTEM” PROVIDED BY BROWARD COUNTY; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, this Agreement is entered into pursuant to Section 163.01, Florida Statutes (2011) also known as the “Florida Interlocal Cooperation Act of 1969,” and other Florida Law; and
WHEREAS, as a commitment to promote green building practices, the City of Hallandale Beach has partnered with Broward County in the Go Solar! Broward Rooftop Solar Challenge; and
WHEREAS, the City and County have agreed to work together under a U.S. Department of Energy (“DOE”) Rooftop Solar Challenge Agreement Number DEE-EE0005701 (“GO Solar-Broward Rooftop Solar Challenge”); and
WHEREAS, the Go SOLAR program is part of the DOE initiative, which strives to make solar energy cost-competitive with other forms of energy by the end of the decade; and
WHEREAS, the Go SOLAR program will streamline the permitting process making available best management practices for zoning codes, connecting solar power to the electric grid, and increasing access to financing COUNTY, CITY, and other municipalities who are participating in GO SOLAR will clear a path for rapid expansion of solar energy and serve as models for other communities in the state of Florida and across the nation; and
WHEREAS, part of this partnership agreement includes (1) executing an Interlocal Agreement between Broward County and the City of Hallandale Beach; and (2) adopting amendments to the Land Development Code to permit such rooftop Photovoltaic systems for codification in the City’s Land Development Code; and
WHEREAS, the City of Hallandale Beach desires to support the Go SOLAR Challenge Program and staff recommends the City Commission approve the Interlocal Agreementwith Broward County for Go SOLAR Permitting Program.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:
SECTION 1:City Manager Authorization. The City Commission hereby authorize the City Manager to execute an Interlocal Agreement (ILA) and other related documents, in substantially the same form as attached in Exhibit “A” with Broward County.
SECTION 2:Effective Date. This Resolution shall take effect immediately upon its passage and adoption.
