Qualifications

  1. CHARACTER:

Candidate shall be of good character.

  1. HEALTH:

Candidates must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

3. EDUCATION, EXPERIENCE, ETC:

Candidates shall:-

  • Have previous experience in the operation of Water Treatment Plants or on similar industrial plants
  • Have a good standard of education.
  • Candidates should hold a clean, full driving Licence and have his/her own car.

The following is desirable but not essential:-

  • A qualification in a trade with experience in the installation, maintenance and operation of Water treatment works or similar mechanical process plants.

PARTICULARS

(18 Months Contract - OPEN COMPETITION)

  1. POSITION:

The position is whole time and on the basis of a 39 hour 7 day week. The Caretaker will be required to enter into arrangements to provide cover for other plants when required by the Council. The position is a temporary 18 Months contract.

  1. RESIDENCE:

The successful candidate shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof.

  1. SALARY:

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the position shall pay to the Local Authority any fees or other monies (other than inclusive salary) payable to or received by such holder by virtue of the position or in respect of services, which are required by or under any enactment to perform.

Range: €634.32, €640.90, €647.33. €654.32, €661.29, €668.39, €675.33, €681.86, €688.35, €692.70.

The starting pay for new entrants will be at the minimum of the scale and the rate of remuneration may be adjusted from time to time in line with Government pay policy.

  1. SUPERANNUATION:

Persons who become pensionable employees of a local authority who are liable to pay the Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).

Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration.

All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouses and Childrens Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme.

In order for a new entrant to the scheme to qualify for a pension, he/she must have served a minimum of two years employment in a local authority.

For new entrants under the Single Public Service Pension Scheme effective from 01/01/2013 superannuation contributions are as follows:-

3.5% of net pensionable remuneration and 3% of pensionable remuneration.

Pension and retirement lump sum based on career-average pay; pensions will be co-ordinated with the State Pension Contributory (SPC).

  1. RETIREMENT AGE:

Appointees who are deemed not to be “new entrants” as defined in the Public Service Superannuation (Miscellaneous Provisions) Act, retirement is compulsory on reaching 65 years of age.

Effective from 1st January, 2013, The Single Public Service Scheme applies to all first-time new entrants to the public service, as well as to former public servants returning to the public service after a break of more than 26 weeks.

Retirement age set, initially, at 66 years; this will rise in step with statutory changes in the State Pension Contributory (SPC) age to 67 years in 2021 and 68 years in 2028.

Compulsory retirement age will be 70.

  1. BASE:

Assignment of base shall be at the absolute discretion of Mayo County Council.

The position will be initially based at Ballyhaunis wastewater treatment plant and cover Ballyhaunis wastewater treatment plan wastewater collection pipelines and pumping stations and water distribution including the reservoir in the Ballyhaunis area. The areas and facilities to be covered may change at the discretion of Mayo County Council.

  1. RESIDENCE:

Holders of the position shall reside in the district in which his/her duties are to be performed or within a reasonable distance thereof.

  1. REQUIREMENT TO DRIVE:

Candidates shall be required:

  1. to possess a full current category B Driving Licence without any endorsements;
  1. the successful candidate may be required to drive a vehicle supplied by Mayo County Council for use at all times when carrying out duties assigned by Mayo County Council.
  1. DUTIES:

The successful candidate shall report to the Area Engineer or other appropriate person as determined by the Council from time to time.

Duties shall include:

  • ensuring that the Wastewater Treatment Plant and Collection System Pumping stations and water distribution systems are maintained and operated to the highest safety standards in accordance with standards and recommendation stipulated by Mayo County Council;
  • notifying forthwith the immediate superior officer of any defect, deficiency or any matter in the area of safety, health and welfare, which require attention and remedial action;
  • day to day operation of the Wastewater Treatment Plant and Collection System, Pumping stations and water distribution systems including the maintenance of mechanical plant and equipment and the carrying out of site maintenance;
  • operating and maintaining all plant equipment, sampling of water/wastewater at stages within the treatment process, chemical mixing, operating dewatering plant routine plant and site maintenance;
  • organising and implementing the plant maintenance programmes in accordance with the plant operation and maintenance instructions using safe working procedures;
  • routine cleaning and maintenance tasks for plant and equipment within the works and on the collection networks;
  • site maintenance tasks including grass cutting;
  • co-operating with and operating of new technology including hardware and software packages as required by Mayo County Council from time to time;
  • undertaking all training programmes as required from time to time by the Council;
  • attending at the treatment plant when priority alarm signals are activated due to some malfunction within the treatment plant and the distribution network;
  • such other duties as may be assigned from time to time by the Area Engineer or other appropriate person as determined by the Council;
  1. PROBATION:

Where a person who is not already a permanent employee of a Local Authority is employed, the following provisions shall apply:

(a)there shall be a period after such employment takes effect during which such person shall hold such position on probation;

(b)such period shall be one year but the Chief Executive may at his or her discretion extend such period;

(c)such person will cease to hold such position at the end of the period of probation unless during such period the Chief Executive has certified that the service of such person is satisfactory.

(d)the period at (a) above may be terminated on giving one weeks’ notice as per the Minimum Notice and Terms of Employment Acts;

(e)there may be assessment(s) during the probationary period.

  1. SHORTLISTING:

Candidates may be short-listed for interview on the basis of information supplied in their application. Where it is considered that it would be reasonable not to admit all candidates to the interview, by reason of the number of application received and the standard of knowledge, training or experience in general of the candidates, only persons likely to attain at the interview a standard sufficient for selection and recommendation for appointment shall be called for interview.

  1. RECRUITMENT:

Pursuant to article 8 of the Local Government (Appointment of Officers) Regulations, 1974 the Minister has given directions as follows:

i)Selection shall be by means of a competition based on an interview conducted by or on behalf of the Local Authority;

ii)A panel may be formed on the basis of such interview.

Candidates whose names are on a panel and who satisfy the Local Authority that they possess the qualifications declared for the position and that they are otherwise suitable for employment may within the life of the panel be employed as appropriate vacancies arise. The life of the panel will not be more than one year from the latest date for receipt of applications.

The local authority shall require a person to whom an appointment is offered to take up such appointment within a period of not more than one month and if he/she fails to take up the appointment within such period or such longer period as the local authority in its absolute discretion may determine, the local authority shall not appoint him/her.

  1. MEDICALS:

For the purpose of satisfying the requirements as to health it will be necessary for successful candidates, before they are appointed, to undergo at their expense a medical examination by a qualified medical practitioner to be nominated by the Local Authority. On taking up appointment the expense of the medical examination will be refunded to candidates.

  1. REFERENCES/DOCUMENTARY EVIDENCE:

Each candidate will be required to submit as references the names and addresses of two responsible persons to whom he/she is well known but not related. Candidates will be required to submit documentary evidence to the Local Authority in support of their application.

  1. ANNUAL LEAVE:

Annual leave entitlement is 28 days per year based on a 7 day working week.

NOTES:
