  1. Purpose and Pre-Bid Information

Jason-

  • Noted that the purpose of the pre-bid conference is to provide the attendees the opportunity to:

-Meet State representatives on the phone.

-Ask questions, which may help them to develop other questions and submit them in writing.

-Further familiarize themselves with the Invitation to Bid.

  • Jason noted that oral information provided during the pre-bid conference is not official until it is in writing in the form of an amendment to the Invitation to Bid.
  1. Review of the Invitation to Bid
  • Turned over to Idaho Department of Juvenile Corrections-Don Elliott.

Don Elliott-

  • The Idaho Department of Juvenile Corrections does not have any pharmacists on staff. They have medical staff at each of their three facilities.
  • IDJC is looking to be contracting for pharmaceutical services and filling the orders servicing each of the three facilities for the Idaho Department of Juvenile Corrections.
  • IDJC’s current contractor is Diamond Pharmacy.

Shalaine Edwards-

  • Doesn’t have any input right now.

Don Elliott-

  • IDJC desires a contract for pharmaceutical services- to be quickly shipped to their facilities, wants good controls on drugs ordered, method for disposal, backup pharmacy in the local area in an emergency situation.
  • The pharmaceutical services for the Idaho Department of Juvenile Corrections is currently provided by Diamond Pharmacy- fax machines, med cards, getting support with a lot of reporting, assistance in writing policy and procedures manuals.
  • Basically writing the ITB to include: evaluating cost. (See section 9, Award.)
  • Any questions?

  • Do you understand the pricing requirements in the ITB?
  • Yes. The ITB has two or three attachments, methodology of pricing, dispensing fee, wholesale or acquisition cost.

Don Elliot-

  • We will need to be able to perform random audits.

Jason-

  • I want to draw your attention to ITB Administrative Information on page 1, the bottom two rows of the table.
  • The contract’s term will be for 3 years, with two additional 1 year renewal periods.
  • Note the 1.25% administrative fee (see also paragraph 5 of the State of Idaho Standard Contract Terms and Conditions).
  • Note the requirements of section 6, Specifications.
  • See section 6, Specifications. Please take note of listed requirements which regards the work to be done under the contract.
  • See section 7, Cost. Take note of the requirements.
  • Note the Required Bid Submission Items. Note subsections 8.1-8.1.4.
  • Note that there are two ways to submit your Bid, identified in subsections 8.2 through 8.2.2.
  • For manually submitted bids, the signature page needs to be signed in ink. It has to be an original signature.
  • See section 9 on Award. We will be looking to evaluate prices.
  • Note the Insurance Requirements in Exhibit A, Additional Solicitation Instructions.
  • Proof of Insurance will be required of the successful bidder prior to award.

  • Just want to reiterate that oral responses provided during the pre-bid conference are not official until you see them in writing in the form of an amendment to the Invitation to Bid.

  1. Important Dates in the Invitation to Bid

Jason-

  • Note page 2, section 4, Inquiries. The deadline to receive written questions is found in the ITB Administrative Information on page 1.
  • Written questions are due no later than 5:00 p.m. Mountain Time, May 8, 2015 to the ITB Lead.
  • Our responses to written questions received timely will be as part of an amendment to the ITB posted on IPRO. Included in that amendment will be information from this conference.
  • Last important date to make mention of: see the IPRO header document, toward top of that page is the End Date.
  • Bids are due by 5:00 p.m. Mountain Time, June 1, 2015.
  • The bid opening will be the business day following that date at 10:30 a.m. Mountain Time.

  • Nothing to add, pretty straightforward bid.
