FEMALE REHABILITATIVE COMMUNITY CORRECTIONAL CENTERS

REQUEST FOR LEASED FACILITY

The California Department of Corrections and Rehabilitation (CDCR), Female Offender Programs and Services (FOPS), Division of Adult Institutions (DAI), is seeking sites/buildings throughout the State to house non serious, non violent female offenders under the supervision of CDCR in privately owned leased facilities. The term of the lease is negotiable and must contain buy-out options during the term to allow the State to purchase the leased property.

The “Request for Proposal for Leased Facility” is to solicit potential sites/buildings for this program that requires live-in facilities for the non serious, non violent female offender. The Female Rehabilitative Community Correctional Centers (FRCCC) houses these female offenders in groups of 75, 100 and 200 beds per facility. To meet the program needs, occupancy for the facilities will be structured in two phases; phase I, 1,200 beds, ten or more facilities, depending on capacity, beginning March 2009, and phase II, 725 beds the following year. These facilities will be located in various counties throughout California. The locations of the lease facilities will be within 25 miles of a population center of 50,000 or more; based upon returning the female offender to the county from which she was incarcerated and to which she will be returning to upon parole. The FRCCC’s population has been demographically divided into 12 geographic areas within the State. The attached listing provides the 12 geographic areas and eligible female offender population for the area.

CDCR will review all properties submitted and select sites based on “Actual needs of the State.” The “Actual needs of the State” will include, but are not limited to, local support services available, community acceptance, facility cost, and available occupancy date. Local support services that will be contracted by the FRCCC’s in the community will include, substance abuse treatment and education, skill building, medical, dental and mental health services, recreational activities, relapse prevention, sober living skills, 12-step meetings, educational and vocational services, completion of GED, parenting, community linkages, continuing care planning, and job readiness. The FRCCC’s will also be responsible for the contracts which provide supervision, sustenance, and gender-responsive programs and services for non serious,
non violent female offenders at these leased facilities.

The attached FRCCC Facility Guidelines is intended to provide a general design and description of functional adjacencies in the building. The actual design and layout will vary depending on the property location or remodel of existing buildings, and/or new construction. The build-out will include purchase and installation of major kitchen and dinning room equipment, refrigeration and freezer walk-in units, voice and data wiring (per specifications), closed circuit TV, built in cabinetry, abundance of plumbing requirements, and other items required to provide a “turn key” facility (see the Facility Guidelines for additional information). The furniture (i.e. beds, dressers, desks chairs, tables etc), equipment (i.e., telephone system, etc.), and supplies will be the responsibility of the contract service provider.

Bidders interested in submitting proposals are invited to attend a workshop on November 28, 2007, at 9825 Goethe Road, Suite 200, from 10 am to 12 noon. The workshop is to provide information on the project and clarify any specifications in the RFP package. Subsequent to the workshop, an advertisement will be posted on the Department of General Services website for submittals of properties for consideration as potential sites/buildings for this program, with a due date in January 2008.
