3. Context & Problem Statement
In July 2010, Pakistan was hit by one of the most devastating flood disasters in the country’s history. The disaster affected 20 million people and inundated nearly 20 percent of the country. The sheer scale and scope of the disaster severely challenged the capacity of the entire humanitarian community
In response to the vast and diverse destruction caused by the floods, both government and humanitarian actors responded by increasingly utilising cash‐based transfers to substitute or complement various types of in‐kind assistance such as food provision and shelter, and to support livelihood activities of affected populations. This experience and the expertise applied in the design, implementation and evaluation of cash‐based programs in Pakistan has generated valuable knowledge for that can lead to improvements of humanitarian response not only in Pakistan but in other countries affected by disaster. During flood the death toll stands at 1,667. Over 1.2 million houses were damaged or destroyed; the worst of the current flooding is taking place in Sindh.
Flood affected population need direct material help. The Government, UN Agencies and NGOs struggled to respond the immediate needs of the affected people, since Pakistan’s financial crises and limitations of the Government’s capacity to respond the crises were not enough. Especially the education sector was worst affected sector where near about all the schools were fully damaged, and it was so important to respond immediately to provide the children a safe environment to foster education and providing them all the education supplies, since numerous factors obstruct parents from providing their children such supplies.
Education is the biggest right of a child amongst all its rights. Education is a way out of poverty, an investment which has the utmost role in the personality development. KWES Pakistan has always regarded education as one of its highest priorities when considering the long-term development of any community with the prime objective to raise the education level amongst the future generations as education is regarded as an important factor in the alleviation of poverty and deprivation. Rehabilitation of the Education System in flood affected Areas of Sindh Pakistan started in august 2010 as a follow-up to Flood Response Programme of UNOCHA
Need Assessment
Like any other disastrous situation, Education and Child Protection were the areas which needed urgent attention and could not be neglected in any case. In Jacobabad around 186 schools were damaged (84 fully, 102 partially) and about 124 schools reported to be either closed or were occupied by the flood affects. Besides damages to school fixtures & physical means of education like shelters, there had been a colossal loss of furniture & other physical resources including devastation to books, learning kits and other allied facilities.
All the schools in the target area was completely demolished ,there was stagnant water of flood ,the community members moved to other safe places and there was no even sign of education. People were afraid of the water born diseases in the area and they were not willing to send their children on these places for education which was also not possible due to absence of school buildings. People needed immediate attention since any delay might result in further alarming situation. It was feared that most of the affected children may drop out and fall prey to the anti-social elements.

4. General project description
4.1Describe how this project addressed the critical needs and/or gaps you identified?
KWES proposed to address the issues identified above by providing Educational support to the children to establish a sense of routine in their lives in order to cope with stress of disaster.
Like any other disastrous situation, education was the areas which need urgent attention and can’t be neglected in any case.. People need immediate attention since any delay might result in further alarming situation. It was feared that most of the affected children may drop out and fall prey to the anti-social elements.
Kohsar Welfare and Educational Society selected education as a tool to bring about the change in the life of children, teacher and families (boys and girls, men and woman) who were one of the most affected groups during and after disasters. Special attention paid to their learning and psychological needs and vulnerabilities. The project activities have been designed after thorough discussions with Education cluster personnel and specific measures were taken to address any additional recommendations by the Cluster. The proposed project has been designed to meet Education cluster recommendations. Therefore, it was specifically focusing on provision of Basic educational facilities to children.
By performing educational activities and provision of recreational learning material through the project especially the learning kits wereincreased the learning potential of children including boys and girls as well as their families in the long run. According to the planned activities of the project KWES organized orientation sessions with teachers and School Management Committee (SMC)members through these sessions all the participants were sensitized about the issues, and these members (teachers, School management committee (SMC)played a vital role in highlighting and advocating these issues in communities. Organization also highlighted theses through community mobilization/community meetings .
4.2Describe how this project addressed gender equality and specific needs of women and girls?
Kohsar Welfare and Educational Society also organized meetings with women and girls through which their problems were discussed and were given the proper attention for Solution of these problems like location of installation of school facilities (whether on existing structures or standalone elsewhere) to ensure that the route is safe; latrines be well lit and separate for the females , lockable from the inside, and offer privacy and security. Safe drinking water facilities at Educational Institute were also maintained after consulting with female. A further measure related to protection was to ensure that water distribution points were in safe and open areas located near settlements. Furthermore, Educational Focal Persons had been selected and trained both from male & female. Activities were planed/ considered the needs of women, girls, boys and men, and analysed the social and gender dynamics before determining the design of each intervention through comprehensive consultation.
4.3 Describe how this project addressed HIV/AIDS, region specific issues, the elderly and people with disabilities in the project area?
To create awareness about HIV/AIDS is also one of the objectives/Mandate of Kohsar Welfare and Educational Society So KWES included the awareness and prevention of HIV&AIDs in the target area Organization sensitized the community about the prevention of HIV& AIDS during the community meetings.
Psycho Social support was given to the elderly andpeople with disabilities in the project through the Counseling sessions Their stress was reduced by conducting sessions with them and they were back to their normal lives and during the registration and admission of students the priority was given to the disabled. Registration was carried out in separate groups for the disabled especially forgirls.
KWES education project had focused on people with disabilities, particularly mobility impairments, who faced even more barriers in accessing Child protection issues. Where we came across many disabled children we had ensured adequate arrangements for them in these schools.
4.4 Explain the approaches you employed to ensure the commitment, support, and active participation of beneficiaries.
Kohsar Welfare and Educational Society adopted the approach to involve the community from planning to implementation of the project. In the beginning of the project Community volunteers, male and female community members. Local volunteers, religious leaders, influential community members and political & social workers were identified and sensitized about the issue and were involved throughout the project implementation All these members were also sensitized about the sustainability of the project and sense of ownership was developed among them
The proposed project had been designed after our partner teams’ visits to the proposed targeted area and Damage and need assessment was carried with the support / assistance of the local communities.
KWES organized Community monitoring teams both with the male and female and were sensitized about the sustainability of the project and sense of ownership was developed among them ,they were requested to meet once in a month and share the problems.
