MINUTES
Members Present:Mayor Pro-tem Colin Edwards, Aldermen: Saralyn Price, Scott Pauley, and Phil Aldridge
Members Absent:Mayor Roger McElroy
Staff Present:Manager Tim Barth, Attorney Chuck Dickson, Festival Director Audrey Hagar, Chief Scott Sutton, Public Works Director Mike Mehaffey, and Town Clerk Vickie Best

1. Meeting Called to Order.
Mayor Pro-Tem Edwards called the meeting to order at 5:30 p.m. in the Town Hall Boardroom.
ALDERMAN ALDRIDGE MADE A MOTION TO TABLE ITEM 4 (Consideration of whether the ABC Board should be expanded to five members) ON THE AGENDA UNTIL A FULL BOARD IS PRESENT.
MOTION CARRIED UNANIMOUSLY.
2. Consent Agendaa. Year to Date Revenue and Expenditures.
b. Ad Valorem Tax Recap
c. Quarterly Report on Investment of Idle Funds
d. Quarterly Report on Capital Improvement Projects
ALDERMAN PAULEY MADE A MOTION TO APPROVE THE CONSENT AGENDA AS PRESENTED.
MOTION CARRIED UNANIMOUSLY.
3. Consideration of adding lights in the Town Board Meeting Room
Due to having to arrange the Town Hall boardroom to most effectively, use the recently installed sound system, more lighting is needed; especially during the winter hours for evening board meetings. It has been recommended that 12 fluorescent lights be installed to provide adequate lighting for the room. The fixtures and lights will cost approximately $1,000. The Public Works Department will install the lights, if approved.
After a brief discussion, it was determined that two separate switches would operate the lights in an effort to save energy when not all lights are needed.
ALDERMAN PAULEY MADE A MOTION TO PROCEED WITH THE PROJECT FOR THE ESTIMATED COST OF MATERIALS AND IN-HOUSE LABOR FOR ADDITIONAL LIGHTING FOR THE BOARDROOM.
MOTION CARRIED UNANIMOUSLY.
4. Consideration of whether the ABC Board should be expanded to five (5) members
TABLED UNTIL A FULL BOARD IS PRESENT
5. Consideration of appointing members to the Community Appearance Committee
Per the ordinance, the Community Appearance Committee should consist of seven members; two members from the Maggie Valley Planning Board and two members from the Maggie Valley Zoning Board of Adjustments, and three members at-large.
Council appreciates the dedication and service that both boards provide to the community.
ALDERMAN PRICE MADE A MOTION TO APPOINT CANDY WAY, NANCY FISH, JUNE JOHNSON, AND TOM BENOIT TO THE COMMUNITY APPEARANCE COMMITTEE.
MOTION CARRIED UNANIMOUSLY.
6. Consideration of approving the Carolina Harley Davidson Dealers Association Rally in the Valley
The rally promoters have a long-standing relationship with the Town and have conducted rallies in MaggieValley since the Festival Ground was purchased. There was overnight camping, for vendors only, at last year’s rally, without incident.
ALDERMAN PAULEY MADE A MOTION TO APPROVE THE 2011 CAROLINA HARLEY DAVIDSON DEALERS ASSOCIATION MOTORCYCLE RALLY WITH OVERNIGHT CAMPING FOR VENDORS.
MOTION CARRIED UNANIMOUSLY.
7. Consideration of several reappointments to different boards
ALDERMAN ALDRIDGE MADE A MOTION TO REAPPOINT BILLY BREDE, JUNE JOHNSON, JOHN SCHREIBER, AND BOB KNOEDLER TO THE PLANNING BOARD AND TO REAPPOINT CANDACE WAY, CAROLINE EDWARDS, AND NANCY FISH TO THE ZONING BOARD OF ADJUSTMENTS.
MOTION CARRIED UNANIMOUSLY
8. Consideration of adding Veteran’s Day as an official Town holiday
ALDERMAN ALDRIDGE MADE A MOTION TO APPROVE TOWN HALL CLOSING FOR VETERAN’S DAY IN HONOR OF OUR VETERANS. IT IS A COMMON PRACTICE AMONG MUNICIPALITIES.
MOTION CARRIED UNANIMOUSLY.
9. Consideration of setting a date for a Town Board budget work session
The Board of Aldermen scheduled a budget workshop for 1:00 p.m. on Thursday February 10. Council member Price stated that she is opposed to paying employee overtime when it can be avoided.
MOTION MADE BY ALDERMAN PRICE WITH ALL IN FAVOR.
10. Manager’s Report.
Manager Barth reported the times and dates of the upcoming events that Council may want to attend: Newly Elected Officials Gather at Laurel Ridge Country Club – Jan 20
The Region A meeting will be held in Cherokee January 24 at 6:30 p.m. The Council of Government Meeting will be held February 7 at 6 p.m. in Clyde.
11. Other Business.
Alderman Price read a resignation letter from ABC Chairman Ralph Wallace. Alderman Pauley and Alderman Price will discuss the resignation with Mr. Wallace to be sure this is what he wants.
12. Public comment.
Mr. Barry Wooton, President of the Stoney Ridge Homeowners Association addressed Council stating that in mid-summer, the town agreed to pay $325 toward the cost of street repairs.

Consideration of a request for funding help for certain road repairs in Stoney Ridge Subdivision
Each year the Board of Aldermen allocates funds to help repair roads that do not meet the Powell Bill Standards. In the past, Council has contributed funds to help subdivision attempt to bring their roads up to Town Standards.
The roads in Stoney Ridge are not in the Town’s road system because they are not wide enough and because the grade is too steep; however the Town does provide snow and ice removal.
Cynthia Maloney from Stoney Ridge addressed Council stating that they received several bids for the road repair and the lowest bid came from Freestone Construction LLC for $1,400. There are 78 homes located within the subdivision that pay taxes to the Town. The residents of Stoney Ridge are making every effort possible to beautify the area. The Home Owners Association has now begun to allow different muted colors and several homes have been repainted. The residents of Stoney Ridge are trying very hard to rid the subdivision of any negative views.
ALDERMAN PAULEY MADE A MOTION TO AWARD THE RESIDENTS OF STONEY RIDGE SUBDIVISION $325 FOR ROAD REPAIRS.
MOTION CARRIED UNANIMOUSLY.
Mr. Wooten explained that the Homeowners’ Association paid the entire cost of repairs to Freestone Construction and is now trying to get a check from Town Hall.
The customary payment program provides that the Town receives a copy of the invoice, the finance director pays the town’s portion to the company and then it is up to the homeowners’ association to pay the balance.
Clerk Best will address the issue and reconcile the account with the Stoney Ridge Homeowners’ Association.
