The Council saluted the Flag by reciting the Pledge of Allegiance.
There were no adjustments to the agenda.

Motion by Councilor Laverriere, seconded by Councilor Lamontagne to grant the liquor license to Bebe’s.
Vote: Unanimous.

A few citizens addressed their concerns regarding MERC; the MERC Contract; the tonnage limit at MERC.

2006.107 IN BOARD OF CITY COUNCIL...DECEMBER 5, 2006
BE IT ORDERED, that the City Manager be authorized to sign and execute both the Collective Bargaining Agreement between the City of Biddeford, Maine and the American Federation of State, County and Municipal Employees (AFSCME), Council 93, AFL-CIO, Local 2011-04 for the Secretarial/Clerical Unit for the period of July 1, 2006 to June 30, 2009.
BE IT FURTHER ORDERED, that the City Manager be authorized to transfer the requested amounts necessary to fund the current fiscal year expense increases for wages and benefits from contingency in order to implement the above referenced agreements.
NOTE: This item was reviewed by the City Council in Executive Session on November 21, 2006 and the City Manager was given proper bargaining authority. The AFSCME Clerical Unit ratified this item on November 14, 2006. The base wage increase include a 3.5% wage adjustment retroactive to July 1, 2006; a 4% wage adjustment effective October 1, 2007; and a 4% wage adjustment effective September 1, 2008, at a cost to the City of about $20,500 from Contingency.
Motion by Councilor Laverriere, seconded by Councilor Ready to grant the order.
Vote: 8/1; Councilor McCurry opposed.

Councilor Ready – asked about a Main/Elm Street lot proposal package; as well as an energy audit.
Councilor Hight – asked about health insurance coverage for retirees. It was stated that money will be taken from the insurance budget.
Councilor McCurry – asked for an update on the Clifford Park tennis court issue and all other public projects; questioned cable.
Councilor Dumont – asked if the Clifford Street issue had been resolved.
Councilor Deschambault – brought up the Harbor Commission meeting on December 6th with Police Dept. personnel; and the potential of purchasing a watercraft between Biddeford and Saco.
