ORDER:

The Scales of Pay of “Workmen” and “Other than workmen” were revised with effect from 1.4.2010 in the references 1st, 2nd, 4th & 5th cited. Pension/Family Pension was revised with effect from 01.04.2010 in the reference 3rd cited.

2. In the reference 6th cited, the APTRANSCO has constituted a Pay Revision Negotiating Committee for Revision of Pay Scales and Allowances-2014 of the Employees of APTRANSCO, APGENCO and four Distribution Companies. The Committee has submitted its report on 18.03.2014 along with its recommendations to APTRANSCO on the Revision of Pay Scales and Allowances-2014 of all the Employees coming under the categories of Workmen and Other than Workmen.

3. The Management of APTRANSCO, APGENCO and APDISCOMs held meetings with APPEJAC from time to time and submitted its report to Government vide reference 7th cited. The matter is under examination at Government level.

4. However, APPEJAC insisted the Management to enter into agreement by 25-05-2014 morning. The Management tried to convince them that since new Governments in two successor States are likely to take charge very shortly and at this stage it is not fair on the part of Unions to demand on signing agreement in the intervening period. However as agreement was not signed, they went on flash strike, with effect from 6.00 A.M. on 25-05-2014. After protracted discussions held with Unions on 25th & 26th of May 2014 and finally in the Meeting held with APPEJAC on 26.05.2014, they have agreed to take interim relief of 27.5% over basic pay for in-service Employees, Pensioners and Family Pensioners with effect from 01.04.2014 pending final decision on PRC report.

5. APTRANSCO vide reference 8th cited has requested Government of A.P. to issue formal orders on payment of Interim Relief of 27.5% for in-service Employees, Pensioners and Family Pensioners. The Government of A.P. vide reference 9th cited has accorded approval for payment of Interim Relief of 27.5% for in-service Employees, Pensioners and Family Pensioners.

6. The APTRANSCO after careful consideration decided to sanction “Interim Relief” pending decision of the PRC recommendations by successor entities in the two successor Governments to all Employees of APTRANSCO coming under Workmen and Other than Workmen categories including Pensioners and Family Pensioners as follows:

(a)  Interim Relief (IR) shall be sanctioned @ 27.5% of the Basic Pay as on 01.04.2014 (as defined in Regulation 10(12)(i) of APSEB Service Regulations Part-I as adopted by APTRANSCO) and will be payable w.e.f. 01.04.2014 who are presently drawing pay in the Revised Scales of Pay 2010. The Payment of account of Interim Relief involving fractions of fifty paisa and above shall be rounded off to the next rupee and fraction of less than fifty paisa shall be ignored in case of Employees.

(b)  Interim Relief (IR) shall be sanctioned @ 27.5% of Basic Pension and will be payable w.e.f. 01.04.2014 to all Pensioners/Family Pensioners. In case of Pensioners in receipt of more than one pension, the interim relief shall be calculated on both the Pensions. The fraction of rupee shall be rounded off to the next higher rupee in payment of Interim Relief to Pensioners/Family Pensioners. The employees who have retired after 01-04-2014 Interim Relief shall be payable on his basic Pay as an employee till his retirement and thereafter Interim Relief shall be payable on his basic pension fixed in Revised Pay Scales 2010, which shall be adjusted against the Revised Pension to be sanctioned after finalization of PRC-2014.

(c)  The payment of arrears of interim relief for the month of April and May 2014 shall be paid along with the Salary/Pension/Family Pension of June 2014 paid in July 2014.

(d)  The Interim Relief sanctioned above shall be shown as the distinct element of remuneration which shall be adjusted against any benefit that may accrue to the Employees / Pensioners / Family Pensioners on account of Revision of Scales of Pay and other Allowances & Revision of Basic Pension as a result of decision of successor Governments on bifurcation of Andhra Pradesh State.

(e)  The Interim Relief sanctioned above shall not count for computation of Dearness Allowance, Dearness Relief, House Rent Allowance, City Compensatory Allowance or any other Allowances, Encashment of Leave, Pay Fixation, Pension or Gratuity etc.

7. These orders are issued with the concurrence of Director (Finance & Revenue), APTRANSCO vide Regd. No.1950,dated 31.05.2014.
