Introduction

The Public Health Accreditation Board (PHAB) is the accrediting body for the national public health department accreditation program for Tribal, state, local, and territorial governmental public health departments. Accreditation provides a means for a public health department to identify performance improvement opportunities, to improve management, develop leadership, and improve relationships with members of the community. In 2018, the first cohort of health departments will be applying for reaccreditation. This position is based in the PHAB office which is located in Alexandria, Virginia.

PHAB JOB DESCRIPTION

POSITION
POSITION TITLE: Accreditation Specialist
DEPARTMENT: Program / Research and Evaluation / REPORTS TO: Chief Program Officer / Director of Research and Evaluation
DESCRIPTION
POSITION SUMMARY
This position is responsible for serving as the main point of contact between PHAB and accredited health departments in order to support them in maintaining their accreditation. Responsibilities fall in the following three categories, each of which is described in greater detail below:
·  Supporting the development and implementation of a two-way, interactive communication mechanism with accredited health departments;
·  Conducting or overseeing the review of accredited health departments’ Annual Reports; and
·  Supporting the development and implementation of PHAB’s reaccreditation program, including assisting health departments and reviewers through this process.
The incumbent may also be involved with special projects or support of other PHAB functions.
This position reports jointly to the Chief Program Officer (Reaccreditation) and the Director of Research and Evaluation (Annual Reports).
The incumbent will work closely with other members of PHAB staff. In addition, the role will entail working with employees from Tribal, local, state, and territorial public health departments and with volunteer public health professionals.
DUTIES AND RESPONSIBILITIES
Responsibilities of the Accreditation Specialist include, but are not limited to, the following duties:
Communication with Accredited Health Departments
·  Explore and help deploy technology solutions (e.g., web portals, webinars, etc.) for communicating with accredited health departments.
·  Develop content for communications (e.g., newsletters, webinars) targeted to accredited health departments.
·  Respond to questions from accredited health departments and connect them to resources.
Annual Reports
·  Review Annual Report Section I, which is focused on health departments’ continued accreditation status.
·  Coordinate the review of Annual Report Section II, which includes descriptions of activities related to quality improvement (QI) and performance management, among other topics. This includes:
o  Organizing the review by members of PHAB’s Evaluation and QI Committee; and
o  Writing review forms to provide feedback to health departments.
·  Work with PHAB’s Research and Evaluation team to summarize information from health departments’ Annual Reports to help tell the story of accredited health departments’ QI activities.
Reaccreditation
·  Assist in the development and testing of the reaccreditation module in e-PHAB, PHAB’s online information system.
·  Assist in the development of tools and deliver training on reaccreditation, including templates, guides, handbooks, FAQs, and webinars.
·  Coordinate the reaccreditation process of assigned health departments through the application, self-study, review by site visitors, site visit, and reaccreditation report. This includes, but is not limited to:
o  Tracking health departments in e-PHAB throughout the reaccreditation process
o  Supporting Site Visit Teams;
o  Assisting in coordinating site visit logistics and attending the virtual or in-person site visit; and
o  Editing reaccreditation reports.
Other tasks
Other tasks may include, but are not limited to:
·  Coordinate with the Volunteer Services Manager concerning Site Visitors and their assignments.
·  Complete evaluations of Site Visitors and the reaccreditation process.
·  Identify areas for improvement in the reaccreditation process, and internal and external communication.
·  Represent PHAB in meetings, conference calls, and other activities, as assigned.

EDUCATION AND EXPERIENCE REQUIRED:
·  Advanced degree (master’s) in public health or related field is required.
·  2-3 years’ experience working in a public health department or significant experience working with public health departments is required.
·  Experience in project coordination and management is required; accreditation or non-profit/national organization experience preferred.
·  Understanding of (and experience applying) core principles of QI and performance management (PM) and a variety of QI tools and approaches is required; familiarity with PM/QI in the governmental public health context is preferred.
·  Experience developing training resources and delivering training is required.
·  Computer skills such as Microsoft Office 365 are required; familiarity with GoTo Meeting/Webinar creation tools preferred.
·  Ability to travel.
