I, Jake Steel, Your Affiant have been a California Highway Patrol Peace Officer since December of 1996. I graduated from the California Highway Patrol Police Academy in June of 1997 after completing over 700 hours of instruction in basic police practices and procedures.

While employed with California Highway Patrol I worked in various assignments including: Uniformed patrol, Field Training Officer, Emergency Medical Technician (EMT), Officer in Charge (OIC), Intermediate Accident Investigator, Advanced Accident Investigator, Advanced Drug Training, Drug Recognition Evaluator (DRE), California Highway Patrol Academy Instructor, Departmental Range Officer, and Departmental Firearms Inspector.

While working uniform patrol, I was also assigned to the Special Investigative Unit (SIU) that was called out to major injury/fatal collisions. In 1998, I completed a 40 hour Intermediate Traffic Accident Investigation Course. This training included instruction in scene assessment, physical evidence identification, photography, road environment, measuring and diagramming, vehicle factors, and interview techniques. In 2001, I completed an 80 hour Advanced Traffic Accident Investigation Course. This training included instruction in diagramming, vehicle dynamics, mechanical assessment, drag factor, speed analysis and computation, lamp analysis, human factors, freefall analysis, and time-position analysis. In 2012, I attended a DUI/Drug Recognition (DRE) and FST Course. This course included instruction in deterrence, legal issues, identification and detection, pre-arrest screening, concepts and principles of standardized field sobriety tests, and report writing. During the course of these investigations, I conducted numerous interviews with victims, witnesses and suspects.

I am currently assigned to the Sacramento District Attorney’s Office as a criminal investigator and have been so assigned since January 2014. In this capacity, I specialize in investigating motor vehicle related crimes, such as vehicular manslaughter and hit and run crimes. In my career as a California Highway Patrol Officer I have conducted or assisted with over 2500 traffic related investigations. I have conducted or assisted in numerous complex accident investigations in which reconstruction theories and scientific formula were used. During those investigations, I was regularly called upon to interview victims, witnesses, and suspects and to form opinions regarding the cause of the collision.
