AIR QUALITY MANAGEMENT

1. Requirement Reference: AR 200-1, Chapter 6

2.  Affected Units and Activities:

a.  Units, facilities or activities required to obtain air contaminant discharge permits, as directed by AGI-ENV. None are required to obtain permits, track emissions, or submit reports at this time.

b.  Units or facilities possessing equipment with ozone-depleting substances (ODS), such as fire extinguishers, refrigerators, other refrigeration units, or air cooling equipment (air-conditioners), and/or conducting maintenance and repair operations for stationary or mobile refrigeration equipment. Currently, this affects the following facilities:

c.  Maintenance facilities or units dispensing gasoline from ORARNG equipment for motor vehicles during winter months in select areas. None are currently known to exist.

d.  Facilities that store above the threshold amounts of 2,500 pounds chlorine or 10,000 pounds of propane. None are currently known to exist.

3. Implementation:

a. The SMW will assist AGI-O in maintaining an annual ODS Inventory for each applicable facility. Completion of the inventory will be coordinated with AGI-ENV by AGI-O.

b. The Unit EPOC and Facility EPOC must cooperate with the SMW in meeting ODS Inventory requirements.

4.  Requirement Summary:

a.  The Clean Air Act amendments of 1991 require regulatory permits be issued for certain air emission sources, and air contaminant discharges must meet defined standards. No ORARNG facilities meet regulatory requirements at this time. However, documentation of air emissions at some facilities will likely be required in the future. AGI-ENV is responsible to track regulatory changes and determine permitting and inventory requirements. This annex will be used to document compliance with applicable air emissions permitting requirements. Additional guidance will be provided, as necessary to comply with the law.

b.  Ozone-depleting substances (ODS) are being eliminated from use and replaced with materials less damaging to the environment. In order to meet deadlines, users of equipment containing ODS must maintain an inventory of such materials so replacement can be managed.

c.  The Clean Air Act requires Type 1 through Type 4 (universal) certification of personnel who work on stationary or mobile refrigeration equipment. Certification must meet EPA criteria, but may be obtained through civilian or military courses. Documentation of certification must be maintained and readily available.

d.  Oxygenated fuel must be used in certain air quality control areas, as described in detail at Chapter 5, ORARNG Pam 200-1. Units using gasoline for motor vehicles in these areas must ensure that fuel is oxygenated.

(1)  If the fuel source is a commercial vendor, nothing is required of the ORARNG

(2)  If purchasing gasoline and/or dispensing gasoline for use in motor vehicles with organizational equipment (stationary or mobile), documentation of oxygenation must be obtained by the affected activity and on kept on file.

e. A facility that stores large quantities of chlorine or propane must prepare a Risk Management Plan to ensure safe storage and protection of the surrounding population. The threshold amounts for regulated materials, triggering the requirement for the RMP, are 2,500 pounds of chlorine and 10,000 pounds of propane. Many other materials are also covered by this requirement. However, these are the only two known to be stored in any quantity at ORARNG facilities.

5.  Submittal Requirements:

a.  Submit copies of personnel certifications for technicians servicing stationary or mobile refrigeration equipment to AGI-ENV, ATTN: HM/HW Specialist.

b.  Submit inventory of ozone-depleting substances to AGI-ENV, ATTN: HM/HW Specialist; update as required.

6. Documentation Requirements:

a.  Maintain current copies of personnel certifications for technicians servicing stationary or mobile refrigeration equipment at this annex.

b.  Maintain a current inventory of ozone-depleting substances at this annex.

c.  If dispensing gasoline for use in motor vehicles, maintain documentation (prepare an MFR, if necessary) that gasoline being used for fueling motor vehicles in select areas is “oxygenated”, as required by law.
