STATEMENT OF WORK

1.0 Introduction
1.1 Background
Presently, the method for training radar technicians is based on textbooks and classroom lectures. The main focus is on the theory rather than the practice in the actual operation of radars. As a result, radar technicians are entering the field with little or no hands-on experience. This forces the student to learn "on the job". This situation places the organization at risk during training cycles and leads to inconsistency in the knowledge acquired by various radar technicians. The Radar Training System (RTS) Project has been established to rectify this situation.
This Statement of Work establishes the work required to develop the Radar Training System based on the requirements stated in section 1.2. The work shall result in the detailed design, implementation, test and installation at the site designated by the Design Authority. Hardware procurement, delivery, test and installation will be an element of the required work.
1.2 Requirement
The contractor shall provide three (3) Radar Training Systems (RTS) that will have the following requirements:
1. be able to simulate present radar systems (air, land and sea) ;
2. have an instructor's system and a student's system side-by-side that interact in the following manner:
a. the instructor will be able to feed situations to the student's system, and
b. the instructor will be able to monitor the student's responses; and
3. record the student's session (audio and video) for replay at a later date.
1.3 Configuration management requirements
The contractor shall establish a configuration Management (CM) program in accordance with the following paragraphs as early as possible in the project.
1.3.1 CONFIGURATION MANAGEMENT PLAN
The contractor shall prepare a Software Configuration Management Plan (SCMP) in accordance with IEEE Standards
1.3.2 CONFIGURATION IDENTIFICATION
The contractor shall:
1. select configuration items;
2. produce specifications in accordance with approved Software Templates;
3. produce drawings in accordance with D-Ol-400-001/SG-OOO, Engineering Drawing Practices;
4. establish baselines;
5. produce numbering and marking schemes for hardware and software configuration items, and related documentation.
1.3.3 CONFIGURATION CONTROL
The contractor shall establish a configuration control system.
1.3.4 CONFIGURATION STATUS ACCOUNTING
The contractor shall establish a configuration status accounting system in accordance with IEEE Standard. The contractor shall produce a Version Description Document in accordance with IEEE Standard.
1.3.5 CONFIGURATION AUDITS
The contractor shall perform a Functional Configuration Audit (FCA) and a Physical configuration Audit (PCA) in accordance with IEEE Standard. The contractor shall produce an Audit Plan detailing the procedures an scope of the FCA and PCA.
1.4 Design Reviews
The contractor shall conduct the following design reviews in accordance with IEEE Standard.
1. Software Requirements Review (SRR),
2. System Design Review (SDR),
3. Preliminary Design Review (PDR) ,
4. Critical Design Review (CDR) ,
5. Test Readiness Review (TRR),
6. Formal Qualification Review (FQR),
7. Production Readiness Review (PRR) .
1.5 Government Furnished Equipment
The monitors for the Radar Training System shall be furnished by the government.
RADAR TRAINING SYSTEM PROPOSAL
1.0 INTRODUCTION
Radar Technology Ltd. is pleased to submit this proposal in response to the Request for Proposal for a Radar Training System. Radar Technology Ltd. is a Canadian owned company based in Beautiful City which specializes in the manufacture and maintenance of radar systems. Radar Technology Ltd. has over 15 years experience in field of radar technology.
2.0 PROPOSED SYSTEM
The proposed Radar Training System (RTS) is illustrated in Figure 1.0. It will consist of two stations (one for the instructor and one for the student) housed in the same cabinet. A divider will be present between the two stations which is large enough to prevent the student from looking at the instructor's screen, but small enough that the instructor can look around at the student's screen and/or communicate with him verbally. There is a tape backup device to allow the backup of the operating and system files in case of a system crash. An audio recorder is provided which may be turned on at the beginning of the training system. The audio recorder is housed in the cabinet, but does not interface with the RTS. A data recorder records the student's training session. There is a direct interface between the data recorder and the student's chassis. The data recorder does not interface with the instructor's station.
The operating system for the RTS is UNIX based. The application software is written in the programming language "C".
The proposed RTS will be able to simulate the functions of a radar system in the land, sea, and air environments through the same hardware and software configuration. The instructor will choose the environment prior to the training session and the RTS will load that environment for that session. Note that the instructor's and student's stations run independently. The failure of one station does not automatically lead to the failure of the other.
2.1 HARDWARE
Each RTS is composed of the following:
(1) a cabinet,
(2) two chassis,
(3) two power supplies and cables,
(4) two 5 1/4 inch floppy disks and controller card(s),
(5) two 3 1/2 inch floppy disk and controller card(s) ,
(6) two hard disks and controller card(s),
(7) two memory boards,
(8) two chassis to chassis interface boards,
(9) two monitors and interface board(s) ,
(10) two keyboards,
(11) a tape backup device and two interface board(s) ,
(12) a data recorder and one interface board and tapes,
(13) two chairs,
(14) one chassis to chassis interface cable, and
(15) one audio recorder and tapes.
In addition, test equipment and EPROM Programmers will be required, but not delivered with the system.
2.2 SOFTWARE
Each station will have the following software:
(1) UNIX Based Operating System
Provides all background functions including interfaces with monitor, keyboard, floppies and hard disk;
(2) Command utility (menu selection for system access, selection environment, tape backup, system crash recovery, etc.),
(3) Radar searching modules (land, sea, air)
(4) Radar tracking modules (land, sea, air)
(5) Radar targeting modules (land, sea, air)
(6) Message handlers,
(7) Tape backup software,
(8) Data recorder software, and
(9) Data files (example situations) .
The instructor's station will have the following added software:
(1) Map Maker for creation of backgrounds,
(2) Instructor Interface Module for the sending and receiving of information to/from the student's station,
(3) Instructor Interrupt Module which allows the instructor to temporarily/permanently end the training session.
In addition, the following support software is installed on the instructor's station:
(I) Compiler,
(2) Linker,
(3) Loader,
(4) Assembler,
(5) Editor,
(6) Programming Aids Package,
(7) Software Library Package,
(8) Software EPROM Programming Utility,
(9) Test Data Files,
(10) Hardware Diagnostics, and
(11) Software Diagnostics.
Note that both the source and object code for the system shall be delivered.
3.0 RTS RESPONSIBILITIES
Radar Technology Ltd. will be the prime contractor for the RTS Project. Radar Technology Ltd. will have the following responsibilities:
(1) Hardware and software integration,
(2) Software development,
(3) Cabinet and chassis development, and
(4) System documentation.
The following is a list of subcontractors to Radar Technology Inc. and their responsibilities:
1. Computer Accessories Ltd. (all off-the-shelf equipment)
a. Power Supplies
b. Floppy Disk Drives
c. Hard Disks
d. Keyboards
e. Chairs
f. Audio/Data/Backup/Tapes
2. Cardex Inc. (to be developed)
a. Memory Board
b. Interface Board
c. Chassis to chassis cable
3. Recordex Audio Recorder (all of-the-shelf equipment)
a. Data Recorder
b. Tape Backup Device
As specified, the Government will be providing the monitors for the RTS.
Exercise 1
Configuration Item Selection
Background
The RTS Statement of Work (SOW) requires that the contractor select Configuration Items.
The project manager at Radar Technology Ltd. has asked the Configuration Manager to submit a Configuration Item List for review at an upcoming RTS project management meeting.
The breakdown of the proposed system has already been submitted in the response to the SOW.
Tasks
The following tasks will be performed by each student team:
1. Create two Configuration Item Breakdown Charts for the RTS from the government point of view and from the contractor's point of view. In other words, if the student were the CM manager for the government what Configuration Items would he/she select and if the student were the CM Manager for the contractor what Configuration Items would he/she select.
2. Justify each selection by referring to the Configuration Item Criteria discussed in class.

Exercise 2
Configuration Item Identification
Background
The RTS SOW requires that the contractor establish a numbering scheme for:
1. Configuration items
2. Drawings
3. Specifications
The SOW also requires the establishment of baselines
Tasks
The following tasks shall be performed:
1. Develop numbering schemes for the CI
a. Software
b. Drawings
c. Specifications
2. Determine the baselines to be established.
a. Place them on a chart showing the life cycle phases
b. State the documentation, software items which compose each baseline
Exercise 3
Configuration Control
Background
The RTS SOW requires that the contractor establishes change control procedures for the project. These procedures must include use of Engineering Change Proposals (ECP) and the establishment of a configuration control board (CCB).
Tasks
The following tasks shall be performed:
1. Identify the membership of the CCB
2. Describe, using a flowchart the operation of the CCB.
Exercise 4
Configuration Status Accounting
Background
The RTS SOW requires that the contractor establish a Configuration Accounting system.
Exercise 5
Configuration Audits
Background
The RTS SOW requires that the contractor conduct a Functional Configuration Audit (FCA) and Physical Configuration Audit (PCA) of the RTS system.
Tasks
The RTS SOW requires that the contractor:
- For the FCA, determine:
- Audit participants
- Information required to perform the audit
- Checklist to perform audit
- Facilities to perform the audit
- For the PCA (same as task 1)
Exercise 6
Configuration Management Plan
Background
The RTS SOW requires that the contractor develop a Configuration Management Plan.
Task
The contractor shall:
1. Develop a CM using approved templates and IEEE standards
2. Obtain approval of the CM plan
3. Distribute the plan
4. Put the plan under CM
