Subject:Mobile Phone based Application for Quality Monitoring under Second Tier of Quality Mechanism in PMGSY

Kindly refer to NRRDA letter dated 16th July, 2013 on the subject referred above. With the view to make inspections under 2nd Tier of Quality Monitoring under PMGSY more transparent and objective, it was decided that from 01st November, 2013 onwards, all SQMs shall mandatorily be required to upload the abstract of inspections and go-referenced photographs on OMMAS through mobile handsets. The States were also requested to ensure that all SQMs are provided with appropriate mobile handset by August, 2013. Regional trainings for master trainers were planned during August – September, 2013 which could not be carried out for entire country due to other pressing engagements. It has therefore now been decided that the target date for mandatory uploading of SQM inspections shall be from 01st April 2014 onwards. Also the revised tentative training programme for master trainers has been prepared and is enclosed.

2.The SQC, 3 SQMs (who shall act as master trainers) and the ITNO of the SRRDA may be deputed to attend the training. The host States may also depute 10 – 12 additional SQMs for the training. The SQC may be directed to make available the list of SQMs deputed for the training to Shri Anand Singh, Project Engineer, C-DAC at with a copy to Shri Rakesh Kumar, Assistant Director, NRRDA at . This would facilitate us to assign the inspection scheduled to the participating SQMs for carrying out inspection through Mobile Application for training purpose. It may kindly be ensured that all SQMs deputed for training are having appropriate mobile handset. The SRRDA of the host States are being requested to arrange the training programme on NRRDA behalf. The details of venue and stay arrangements shall be communicated to SQC separately by the host State.

3.After the training of master trainers, the State may kindly ensure that all SQMs of the State are trained on Mobile Application, making use of these SQM master trainers. The State may share the schedule calendar for these training with NRRDA and C-DAC. C-DAC Pune, is being requested to make appropriate provisions in the training as well as on in the main server of OMMAS accordingly.
