Rules of Participation
I Terms and Conditions
1.1. The championship is open; the Offer is addressed to all the specialists willing to participate, regardless of citizenship and place (country) of permanent residence.
Elimination rounds offer participation only for the specialists living in the country and region they live in. Moscow elimination round offers participation for all the specialists regardless of citizenship.
1.2. The Championship will support two categories: “Experts” and “Professionals”.
1.2.1. The “Experts” category allows participation for specialists with a diploma (certificate) of permanent make-up artist and one year of work experience. It is necessary to provide a correctly filled application, copies of all the required documents, and documents confirming the payment of registration fee to the organizing committee.
All the participants must have their own permanent make-up machines, pigments, and all the necessary materials for the competitions.
1.2.2. The “Professionals” category allows participation for specialists with a diploma (certificate) of permanent make-up artist and five years of work experience. It is necessary to provide a correctly filled application, copies of all the required documents, and documents confirming the payment of registration fee to the organizing committee.
All the participants must have their own permanent make-up machines, pigments, and all the necessary materials for the competition tasks. All the equipment must be certified in Russian Federation and must answer all the requirements for work with face.
All the participants must have models for work on the tasks. Every participant is responsible for any type of harm caused to the model during the competitions.
As an exceptional case a model can be provided by the Organizational Committee for the elimination and final rounds. In this case the participant must inform the Committee when applying for the Championship and make a special agreement.
The Organizational Committee provides accommodation for the participants who won in the regional elimination rounds and their models for the duration of the Championship.
Foreign participants must find an interpreter independently.
II Registration of Participants
To register in the elimination round participants need to do the following:
2.1. to send the application to the Organizing Committee (the form is provided by the Committee); the applications should be sent not later than two weeks before the beginning of the Championship; in case of participation in the Central Federal District the documents should be sent not later than one month before the beginning of the Championship (the number of participants is limited). The applications can be accepted in the office of the Organizing Committee or Co-organizer by e-mail or by post service not later than the mentioned date. The participant’s application is a confirmation of the Championship Rules;
2.1.1. Russia: applications for the regional elimination rounds can be accepted not later than two weeks before their start; for the Moscow elimination in the Central Federal District - not later than a month before the start (if the positions are available). The applications can be accepted in the office of the Organizing Committee or Co-organizer by e-mail or by post service not later than the mentioned date. The participant’s application is a confirmation of the Championship Rules;
2.1.2. Europe: applications for the European elimination rounds can be accepted not later than one month before the start of the Championship (if the positions are available). The applications can be accepted in the office of the Organizing Committee or Co-organizer by e-mail or by post service not later than the mentioned date. 2.2. To provide the copies of the documents:
- Diploma (certificate) of professional education;
- Russian GOST Certificate of Conformity and Sanitary and Epidemiological Service Certificate for the machine and the materials (needles, pigments), which will be used during the Championship.
2.3. To pay the registration fee. The fee depends on the category and the region:
2.3.1. The “Experts” Category & Microblading:
2.3.1.1. Russian regional elimination round: €70
2.3.1.2. Russian Moscow elimination round for the Central Federal District: €100
2.3.1.3. European elimination round: €100
2.3.2. The “Professionals” Category:
2.3.2.1. Russian regional elimination round: €100
2.3.2.2. Russian Moscow elimination round for the Central Federal District: €150
2.3.2.3. European elimination round: €150
2.3.1.2. Moscow elimination round in the Central Federal District: 5000 Rubles.
2.4. The Organizing Committee can refuse participant in case of:
- The term of applying expired;
- There are no available positions (the number of participants is limited);
- The application is not completely or not correctly filled;
- The copies of the necessary documents are not provided;
- The claimant does not correspond to the requirements concerning the documents of education or work experience.
In case of participant’s refusal to participate the registration fee is not returned.
2.5. The winners of regional elimination rounds and 7 winners of Moscow elimination round in Central Federal District. The Organization Committee allows the jury to choose more than seven participants according to the results of Moscow elimination round in the Central Federal District, but the total number of the participants should not be over then 15 people in every category.
The winners of the regional elimination rounds must apply for the participation in the final not later than one month before the final. In case of equipment or materials change the participants must provide additional copies of the Russian GOST Certificate and Sanitary and Epidemiological Service Certificate.
2.6. The participants must come to the place of the Championship1 hour before its start. The model allowed to the Championship only in case of full compliance with requirements. The participants must provide full information about contraindications to the procedure and possible aftereffects of the permanent make-up procedure, connected with health.
Participants must have personal ID with them.
III Competition Tasks
Elimination Round
3.1. The “Experts” Category
3.1.1. The participant must execute permanent make-up of three areas on a latex model:
· eyebrows: imitation of separate hairs technique;
· upper eyelid: painting of space between eyelashes with a small flick,
· Lips: technique of a little tintage with painting of contour.
3.1.2. The participant must combine colours in accordance with the harmonious image.
3.1.3. Time for the task realization: 3 hours.
Before every elimination round every participant can attend the training (theoretical and practical lesson preparing to the competition).
3.2. The “Professionals” Category
3.2.1. The participants must execute permanent make-up of eyebrows in separate hairs technique with natural interweaving with light highlights. The permanent make-up must be executed with several types of pigments, the hairs must have natural incline and interweaving. Besides, every hairs must be thin, clear, and evenly painted. Beginning and end of the hairs must be thinner than its central part. The make-up must look natural.
3.2.2. Participants may use any anesthetic, certified in the territory of country, organizing the elimination round. Injection anesthetics are prohibited. The time for the task fulfillment includes time for anesthetic application (2 hours total).
3.2.3. Time for cleaning of working place will be given after fulfillment of the task.
3.2.4. Finding of models is a responsibility of participants; the participant assumes responsibility for all the risks connected with health of the model during the procedure of permanent make-up application. Tossing will not be held; every participant works only with their own model. The model must not have permanent make-up or any other type of make-up on the face.
3.3. Before every elimination round every participant can attend the training (theoretical and practical lesson preparing to the competition).
Final Round
3.4. The “Experts” Category
3.4.1. The participants must execute permanent make-up of eyebrows in separate hairs technique with natural interweaving with light highlights. The permanent make-up must be executed with several types of pigments; the hairs must have natural incline and interweaving. Besides, every hairs must be thin, clear, and evenly painted. Beginning and end of the hairs must be thinner than its central part. The make-up must look natural.
3.4.2. Participants may use any anesthetic, certified in the territory of the country, organizing the elimination round. Injection anesthetics are prohibited. The time for the task fulfillment includes time for anesthetic application (2 hours total).
3.4.3. Time for cleaning of working place will be given after fulfillment of the task.

3.4.5. Before every elimination round every participant can attend the training (theoretical and practical lesson preparing to the competition).
3.5. The “Professionals” Category
3.5.1. Practical Part
3.5.1.1. The participant must apply image-bearing make-up of eyelids with the use of several types of pigments. Permanent make-up of the upper eyelids: flicks with the use of two colours of pigments on the choice of participants; permanent make-up of the lower eyelids: a little tintage. Additional painting for lips and eyebrows is necessary.
3.5.1.2. Participants may use any anesthetic, certified in the country, organizing the final round. Injection anesthetics are prohibited. Time for applying of permanent make-up (including applying of anesthetic: 2 hours 30 minutes).
3.5.1.3. Finding of models is a responsibility of participants; the participant assumes responsibility for all the risks connected with health of the model during the procedure of permanent make-up application. Tossing will not be held; every participant works only with their own model. The participant can continue working with the model from the elimination round. The model must not have permanent make-up or any other type of make-up on the face; the permanent make-up of eyebrows from the elimination round is allowed.
3.5.1.4. Photo shooting of models will be conducted before and after the procedures.
3.5.1.5. The model takes part in the final defile, where the participants will need to create the final image of the model in accordance with the competition task. The participant may use additionary accessories.
3.5.2. Theoretical Part
3.5.2.1. The participant must answer a number of theoretical questions.
3.5.2.2. Time for the task fulfillment: 30 minutes.
3.6. Presentational Part
3.6.1. Every participant must prepare a presentation telling about their professional and personal development (Ppt, video, any other format), and a small speech. Time for the presentation and speech. The jury may address questions to the participants.
3.6.2. The participant must prepare personal portfolio with three works of permanent make-up of every area (eyebrows, eyelids, lips are essential, other areas are optional). Three areas is the minimal number of areas. The photos must have no processing in the graphic programs. Three photos are necessery: before, right afrer, and a month after the procedure.
IV Criteria of quality estimation
4.1. The jury estimates the quality of every work by the following criteria:
4.1.1. The “Experts” Category:
4.1.1.1. Elimination Round:
· Correspondence of eyebrows, eyelids, and lips shape to the planned final image.
· The technique of application.
· Aesthetics of pigments colors choice.
· Implementation of hygiene regulations.
Penalty points for “Implementation of hygiene regulations” will be charged by the hygienist jury, sitting in the competition zone during the task fulfillment. The marks for the rest of the criteria will be given by the jury after the task fulfillment.
4.1.1.2. Final:
· Correspondence of the eyebrows shape to the model’s image.
· The technique of application.
· Correctness of pigments colors choice.
· Quality of painting.
· Implementation of hygiene regulations.
Penalty points for “Implementation of hygiene regulations” will be charged by the hygienist jury, sitting in the competition zone during the task fulfillment. The marks for the rest of the criteria will be given by the jury after the task fulfillment.
4.1.2. The “Professionals” Category:
4.1.2.1. Elimination Round:
· Correspondence of the eyebrows shape to the model’s image.
· The technique of application.
· Correctness of pigments colors choice.
· Quality of painting.
· Implementation of hygiene regulations.
Penalty points for “Implementation of hygiene regulations” will be charged by the hygienist jury, sitting in the competition zone during the task fulfillment. The marks for the rest of the criteria will be given by the jury after the task fulfillment.
4.1.2.2. Final:
· Correspondence of eyebrows, eyelids, and lips shape to the planned final image.
· The technique of application.
· Correctness of pigments colors choice.
· Quality of painting and image creation for the final round.
· Implementation of hygiene regulations.
· Theoretical training for the final round.
· Presentation materials for the final round.
Penalty points for “Implementation of hygiene regulations” will be charged by the hygienist jury, sitting in the competition zone during the task fulfillment. The marks for the rest of the criteria will be given by the jury after the task fulfillment.
V Rules and Order of the Competition Task Fulfillment
5.1. The “Experts” Category
5.1.1. Elimination Round
5.1.1.1. Before the beginning of the Championship every participant gets an identity number which corresponds to the number of working place. The card with the number should be fastened to the clothes of a participant. The participant must keep it fastened till the end of works estimation.
5.1.1.2. After the “Start-Round!” command participants must stay in the border of the competition zone until to “Stop-Round!” command.
5.1.1.3. The participant must follow all the necessary rules of hygiene:
· have clean uniform for cosmetologists with a special hat, shoe covers or a clean pair of shoes;
· keep the working place clean: constantly clean reusable equipment; clean the working place after the procedure; throw away disposable materials;
· follow the rules of asepsis and antiseptics (must have and change disposable gloves (of transparent or light colors) and masks); use disposable sterile needles and tubes; use cosmetic liner with a fresh cut, or special marker, or special brush; place the machine on a special stand or tray; use cotton pads, swabs, and napkins wetted in the antiseptic liquid correctly (before the beginning of the procedure they are wetted and are situated in a special liquid; after use they must be disposed in proper time to the trash can).
