SPECIFICATIONS FOR SUPPLY AND DELIVERY OF WATER PURIFICATION

CHEMICALSON A FIXED TERM CONTRACT.

  1. Scope

This Bid is for supply and delivery of water purification chemicals on a fixed term contract.

  1. Product description /specifications

The tender is required for the following product and estimated volume:

Sudfloc 3456 or equivalent
Contract will be for 24 months.
Delivery must be done on the basis of need and when required.
An estimate of 60tons (60 000kg) will be needed per annum.
The bidders must comply with the provision of transportation of hazardous goods as stipulated by Department of Transport as amended in SANS10231:2010 Edition 3.
The product must be NSF certified and proof thereof must be attached.
No blended product will be accepted.
  1. Special Requirements

The service provider need to take a water sample test at ever specified delivery cycle for testing by an accredited laboratory and the test results must be provided to the municipality within three weeks after the test sample has been taken. In the case of any variance to specified water quality the service provider need to submit recommendations to the municipality on how to correct the water quality. Must be HAZCAM registered. Certificate of analysis must be attached at every batch of delivery.

  1. Warranties / guarantees

The product needs to be contained in sealed drums and no open product will be accepted. Any guarantee that the product carries must be clearly specified.

  1. Price Arrangement

The Tender/ product price must include the following;

  • Cost of delivery and collection.
  • The cost of taking and analysing raw water and final water samples, every month.
  • Technical support and remedial actions where needed.
  • Monitoring of product monthly by performing jar tests.

The tender price for the supply of the product must be fixed for the period and if and price variances are include i.e. inflation or raw material increases the condition and timing thereof must be clearly spelled out.

  1. Bid procedures

The closing date for submissions is 15 FEBRUARY 2018 at 12:00pm.

The following conditions will apply:

  1. The lowest or any tender will not necessarily be accepted and the Council reserves the right to accept any portion of any tender and to waive any requirements as contained in the bid conditions and or specifications.
  2. The bids will be evaluated in terms of the 80 (price)/ 20 (B-BBEE status) preferential point system as prescribed in the PPPFA, Act (No 5 of 2000) and the Supply Chain Management Policy of Phokwane Local Municipality.
  3. Price(s) quoted must be valid for at least ninety (90) days from the date of your offer.
  4. Price(s) quoted must be firm and must be inclusive of VAT.
  5. Latest proof of municipal account that is not in arrears for 90 days. Lease agreement must be accompanied by municipal account of the owner of the company. In the event of residing at the rural area where services are not rendered a letter from the tribal authority with affidavit.
  6. Appended to the tender documents should be the following statutory supporting documents: a) Certified copies of Identity Documents of members/shareholders/directors of the company (original stamp not older than 3 months), b) Valid CIPC documents / copies of company registration documents, c) Declaration of interest forms duly completed (MBD documents). d) General conditions of contract must be properly signed.
  7. Tenderers should provide proof of registration with the Central Supplier Database (CSD).
  8. Original valid Tax Clearance Certificate and/or certified copy of Tax Clearance Certificate with PIN verification issued by SARS.
  9. The product must be NSF certified and proof thereof must be attached.
  10. A certified proof of HAZCAM license must be attached.
  11. Only the following original BBBEE Certificates and/or certified copy of BBBEE Certificates will be accepted and must be attached. IRBA, SANAS or sworn affidavit. (No points will be claimed without BBBEE certificate).
  12. Comply with conditions as specified in the Bid document and or Specifications document.
  13. Specifications must be disclosed on your quotation.
  14. Original quote on company’s letter head must be attached.

NB: Failure to comply with these conditions will result in your offer being disqualified. All above mentioned conditions are compulsory.
