Job Title: Programme Manager / Incumbent:

Reports to: Country Director, Sightsavers BCO / Responsible for: BCO Programmes in various thematic areas including Social Inclusion and Health
JOB PURPOSE: Briefly describe the overall purpose or function of the job
This senior level position will work under the supervision and guidance of the country director Bangladesh Country Office. The main objective of the position is to lead and ensure successful implementation of Sightsavers program/project activities, develop, implement advocacy strategy relating to policy change, improve communication through producing quality report, communication materials and brief and develop concept notes and proposals.
PRINCIPAL ACCOUNTABILITIES: In a series of brief statements describe the principal accountabilities of the job, i.e. specify activities and end results.

1 / 20% / Programme Development
·  Establish and update contact details of potential Donors active in the area of Sightsavers activities
·  Attend call for proposal applicable for Sightsavers.
·  Work closely with programme staff to develop project concept notes, proposals and logical frameworks
·  Support the programme team in context analysis.
·  Liaise with HQ for proposals and grants related issues
·  Perform other tasks, as required, to ensure smooth running of the country programme.
2 / 25% / Program implementation
·  Coordinate activities of program staff responsible for eye health care, social inclusion and inclusive education
·  Jointly develop program implementation plan and monitor the progress
·  Carry out field visit/monitoring program activities
·  Organise/coordinate/lead partner NGO meetings
·  Assist country director in donors meeting, meeting with the government departments/ministries.
·  Review program spending and recommend for approval.
·  Represent amongst other international organisations, government departments and local NGOs
3 / 25% / Advocacy
·  Identify policy and practice for change, on the basis of Sightsavers experience, that would promote and protect the rights of persons with disabilities.
·  Formulate key advocacy messages based on lessons learned, assessments, research and evidence gained through project implementation.
·  Develop and implement advocacy objectives and initiatives, both short and long term, encompassing a wide range of issues and audiences.
·  Keep a watching brief on policy makers and other key players in relation to eye health care, social inclusion and inclusive education and identify opportunities to raise awareness and influence policy change.
·  Ensure clear links and mutual reinforcement between programmatic approaches and advocacy strategies.
Influencing
·  Undertake a range of lobbying, communications and other activities to inform and persuade policy makers, including donors, of the value of Sightsavers policy recommendations.
·  Build systems for analysis and documentation that underpin evidence based advocacy and influencing at national levels.
·  Develop, disseminate and communicate strategies for key advocacy messages.
·  Produce reports, briefing papers and presentations for internal and external audiences.
4 / 10% / Collaboration & Representation
·  Develop strategic relationships with other agencies engaged in advocacy and policy work.
·  Develop and maintain a network of external contacts with key individuals in the government, NGO sector, civil society and the media.
·  Build capacity of staff and partner agencies in advocacy and communications.
·  Represent Sightsavers at various policy forums and advocacy opportunities at national level.
5 / 20% / Reporting:
·  Develop reporting schedule with regard to Donor deadlines
·  Work closely and communicate on a regular basis with HQ reporting focal point,
·  Lead production of reports and ensure the timeliness and accuracy of information provided, as well ensure confidentiality of sensitive information.
Write progress reports, including annual reports
JOB HOLDER ENTRY REQUIREMENTS: In a series of brief statements identify the essential knowledge, skills and behaviours required.
Knowledge, skills and behaviours:
·  University Degree in relevant field (Social Sciences, Development Studies, Disability and Community Development, Public Health)
·  Minimum of 10 years working experience, ideally with INGO or reputed NGO, having experience of working with government partners and programme development and fund/grant management
·  Minimum 4 years’ experience at senior level position
·  Knowledge and experience in Project Management Cycle, Social Development and Charity Principles.
·  Understanding of international donor procedures
·  Knowledge of Fundraising

·  Skill in program management, implementation and monitoring
·  Understanding of the government structures in relevant sectors, sectorial initiatives
·  Clear understanding about organisational strategic direction and framework

·  Knowledge of M&E process
