1:30 p.m. PUBLIC HEARING: USE PERMIT #2009-077, Sierra Pacific Industries/Renegy Susanville LLC, to allow a 1,000 square foot site built caretakers residence on a 73.92 acre parcel. The project is exempt from CEQA under Section 15303 of the Guidelines. The project site is zoned M-2 (Heavy Industrial District), and is located immediately south of Susanville at the Sierra Pacific Industries mill site, south of the Susan River and approximately 3,500 feet west of the intersection of Highway 36 and Riverside Drive. 1:35 p.m. PUBLIC HEARING: VARIANCE #2009-084, Brad Reger, to allow a 15’ front yard setback as an alternative to the 30’ setback required by Lassen County Fire Safe Ordinance #502 E. The applicant is requesting the 15’ variance to allow for the construction of an attached carport. The project is exempt from CEQA under Section 15305(a) of the Guidelines. The parcel is zoned A-2-B-10 (Agricultural Residential, Building Site Combining District, ten acre minimum parcel size) and is 1.81 acres in size. The project is located at 694-720 Ridgetop Drive, 420’ south of Highway 36, 2.75 miles northwest of Susanville.

1:40 p.m. PUBLIC HEARING: DESIGN REVIEW #2009-086, Boris and Lyubov Vakulchik, in which the applicant is proposing a 750 square foot manufactured home. The proposed structure is beige/tan in color with a 3/12 roof pitch. The Architectural Review Committee has referred this project to the Planning Commission for consideration. The project site is zoned A-2-B-10-A (Agricultural Residential, Building Site, Agricultural Combining District, 10 acre minimum parcel size), and is located at 466-600 Alma Road in Wendel, 2.8 miles east of the intersection of County Road 305 (Mapes Road) and Standish-Buntingville Road. 1:45 p.m. PUBLIC HEARING: PLANNED DEVELOPMENT PERMIT #2009-078, City of Susanville, to allow residential use on a 1.28 acre parcel adjoining the City Golf Course. Said parcel is a portion of an “island” annexation currently owned by the City. Said 1.28 acre portion will revert to Lassen County jurisdiction when and if it is sold, as planned by the City. On July 1, 2009, preparatory to selling the parcel, the City of Susanville approved a General Plan Amendment, Rezone, Tentative Parcel Map, and adopted a Mitigated Negative Declaration as the environmental document. The Mitigated Negative Declaration (MND #09-003, State Clearinghouse #2009052095) adopted by the City will be utilized as the environmental document for this Planned Development Permit. The County zoning for the project site is PUD (Planned Unit Development District), and, as such, requires that a Planned Development Permit be secured prior to any development. The parcel is located at the west end of Fairway Drive (Co. Rd. EL02), approx 1,300 feet west of the intersection of Circle Drive (Co. Rd. 1:50 p.m. PUBLIC HEARING: (Continued from November 4, 2009) REVOCATION OF USE PERMIT #12-01-86, Brian and Nancy Phillips, for non-compliance with the conditions of approval of said use permit and the conditions of Planning Commission Resolution No. 6-03-09. The use permit was approved on February 17, 1987, with conditions, to allow the operation of an automobile towing, storage, repair, and dismantling service. Said operation has expanded onto adjoining parcels prior to the applicant obtaining the required amendment to the use permit. The project site is zoned M-2 (Heavy Industrial District) and is located at 474-150 Commercial Way, Susanville. 2:00 p.m. GENERAL PLAN CONFORMITY (File #704.50), Lassen County Department of Public Works, Review for Conformity with the Lassen County General Plan pursuant to Government Code Section 65402, Lassen County will review an application for General Plan Conformity of an Agreement of Operation and Maintenance of the Rice Canyon property used for a radio controlled aircraft recreation area on a 15 acre site. This application will allow renewal for a lease that has been in place for 20 years. The new lease will allow the development and maintenance of the site for an additional 20 year term.
