The Delhi Medical Council through its Executive Committee examined a complaint of Shri Manish Kumar r/o. F-39, Pateldham, Chanakyapuri, New Delhi – 110021, alleging medical negligence on the part of Dr. Ramakrishnan and Dr. A.K. Bisoi of All India Institute of Medical Sciences, in the treatment administered to baby of Tripti Agrawal (complainant’s wife) at All India Institute of Medical Sciences, Ansari Nagar, New Delhi, resulting in death on 8.11.2012.
The Order of the Executive Committee dated 30th June, 2014 is reproduced herein-below :
“The Executive Committee of the Delhi Medical Council examined a complaint of Shri Manish Kumar r/o. F-39, Pateldham, Chanakyapuri, New Delhi – 110021 (referred hereinafter as the complainant), alleging medical negligence on the part of Dr. Ramakrishnan and Dr. A.K. Bisoi of All India Institute of Medical Sciences, in the treatment administered to baby of Tripti Agrawal (complainant’s wife) at All India Institute of Medical Sciences, Ansari Nagar, New Delhi (referred hereinafter as the said Hospital), resulting in death on 8.11.2012.
The Executive Committee persued the complaint and written statement of Dr. Rama Krishnan, Additional Professor of Cardiology and Dr. A.K Bisoi, Professor, Department of CTVS, All India Institute of Medical Sciences, copy of medical records of All India Institute of Medical Sciences and other documents on record.
The Executive Committee notes that diagnosis of D.O.R.V. with P.S. was made in utero of baby of complainant’swife Smt. Tripti Agrawal at the said Hospital. The baby was successfully delivered at the said Hospital. The parents opted for the surgery of baby of Tripti Agrawal at the said

Hospital. The echocardiography was done by Dr. Anita Saxena, a senior paediatric cardiologist on the date of birth on 5th August, 2011 and subsequently by a senior paediatric cardiologist on 4th May, 2012 by A senior paediatric cardiologist. The case was discussed by Dr. Rama Krishnan with Dr. A.K. Bisoi,reviewing the echocardiography and C.T. angiography report and V.S.D.was found to be routable, the baby was taken for intracardiac repair, and V.S.D.closure with R.V.O.T. reconstruction was performed under C.P.B. The patient (baby) was shifted to I.C.U. in stable condition. A small additional muscular and the residual V.S.D. was diagnosed in I.C.U post-operatively. It was decided to close the residual V.S.D. and additional muscular V.S.D. and was subsequently closed through second operation. However, the baby had a low condition and succumbed to it inspite of the best efforts of treating specialist.
The incidences of the residual V.S.D. is not uncommon after surgery and a small muscular V.S.D. in a case of T.O.F. may be missed on echocardiography even by the most experienced echo-cardiographer. In light of the observations made herein-above, it is the decision of the Executive Committee that prima-facie no case of medical negligence is made, in the treatment administered to baby of Tripti Agarwal.
Complaint stands disposed.
