Many of you will know that the CCG is about to relocate to a new space within Tandridge District Council offices. Not only will this be welcomed by CCG staff, who will be able to operate more efficiently with improved facilities in a more modern environment, it also sets the tone for a new chapter of partnership working. This move will go even further to cement relationships with the Tandridge District Council, but also the other tenants in the building including, Surrey County Council, Surrey Police and the Health and Safety Executive. This co-locating approach represents the best use of public sector estate and will allow us to integrate more effectively with local partners.
While we embrace the opportunities this move creates, we are also focusing our efforts on the challenging financial landscape we currently face. We will be looking to our member practices to share responsibility and increase efforts to gain control of our finances and we look forward to discussing this with you in more detail at the November Practice Commissioning Committee meeting.
Initiatives like the Better Care Fund, a key development designed to join up health, social care and community services, will present more opportunities for changes to the way patient services are delivered. The fund will be used to enable more care to be delivered out of hospital and either in or close to patients’ homes. The onus will ultimately shift to prevention and wellness rather than ill health.

Commissioning & QIPP
We have been working with providers to develop Better Care Fund pathways and have two hot house events coming up in early November for CCG management and other stakeholders, which will inform how we use the fund in 2015/16.We have been developing QIPP schemes for the latter part of 2014/15 and 2015/16. The Director of Commissioning, Sam Stanbridge, has been doing detailed work to understand contractual overspend and will discuss this in detail during the November PCC meeting.
Finance
The financial environment remains extremely challenging.Our QIPP plans have delivered around £3.6m to the end of September. There is an ever increasing probability that we will fall short of our target of £13m in 2014/15. At November’s PCC meeting we will be discussing with our member practices what other measures can be introduced to contribute to a reduction in the deficit position.Quality
East Surrey are at high risk of breaching the 31 case trajectory for C diff cases for the year, with only 5 occurrences left within the remaining 7month timeframe. The C diff toolkit is due for roll out shortly with post infection review (PIR) investigations due to be undertaken. It is important for us to identify learning and share best practice to reduce risk e.g. review anti- biotic prescribing. You will receive a letter detailing cases that relate to your practice, the PIR template and will be supporting you to complete this. The CCG quality and safety group will review PIRs and share key areas of learning with practices.SASH is using an adapted version of the Southampton antibiotic application microguide, which is available for all GPs to download on Apple and Android smartphone devices. The app provides GPs with an evidence base and pathways that are currently in place.

Winter campaign and NHS 111
We are working with SASH on a joint media story with the objective of raising the profile of NHS 111. Work is ongoing to finalise the launch of the Health Help Now app (Right Care Right Now) and supporting marketing campaign. We have planned a broad distribution network of marketing materials across East Surrey and we are working with Crawley and Horsham CCGs to match up the signposting data that feeds the app so that residents are directed to the most appropriate service.Time to change Surrey
Following a very successful pilot by Time to Change Surrey, a local programme of work to support the national mental health anti-stigma campaign, additional activity is being rolled out across Surrey, with support from CCGs and Surrey County Council.
