Letter From Crisis Director,

Welcome to The Departed! I hope you are all as excited about participating in our amazing committee as I am in coming up with crises to keep you all busy during the weekend. My name is RabyaSaraf and I will be serving as your wildly imaginative Crisis Director. I was approached by the lovely LizzySkokan a few months ago to be the Crisis Director for the committee and of course I said yes, because let’s face it, who wouldn’t? Since then, Lizzy and I have spent a good amount of time thinking about all the possible as well as the impossible crises and situations we can keep you busy with.

I am a junior at Mount Holyoke College double majoring in Biology and Art History. I have been involved with Model UN for two years now. I thoroughly enjoyed being Crisis staff for the Trojan War Committee at FCMUN last year and am looking forward to yet another engaging committee experience this year. I am serving as President of MHCMUN this year besides which I split my time between coming up with Organic Chemistry puns and jokes and catching up on the nine TV shows I can’t seem to get over. When I’m not perusing a Cell Biology book, I give tours of the college for the MHC Admissions Office and hence, not only do I have a ridiculous number of obscure facts about my college memorized but am also an expert at walking backwards which has surprisingly come in handy outside of tour guiding.

I’m sure by now you all will have seen the movie at least 5 times (or more), as have I and I am looking forward to a truly engaging and interesting Joint Crisis Committee!

History of Irish Mafia in Boston

The Irish mafia was established in Boston in the early 1930s. They began by running alcohol during prohibition and selling it to make a profit. During this time they began to gain a reputation for a hard running group in South Boston (Southie). After Prohibition ended they had a healthy profit and began to branch out into other forms of commerce. In the beginning they mainly fixed horse races as well as dog races. Once this avenue of revenue became less prominent the Boston mob moved into drug trafficking, theft on many scales, and ‘protecting’ neighborhood businesses from the Providence (Italian) mafia. Since the growth of the Italian mafia was occurring simultaneously many turfs wars began to occur and are still active today in the attitudes of the mob’s members. In the 1960s the Irish mob began to grow thanks to the new leadership of Frank Costello

Frank Costello and Southie

Frank has an up and down relationship with Southie, they take care of him, he’ll take care of them. His family, like most Irish families, came over during the Famine, and although Frank is a few generations separated he has not lost the sense of perseverance and drive towards a better life, no matter what avenue must be taken. Frank views Southie as his ‘village’ and he is not only the mayor but the industry man as well. He views it as his duty to provide jobs for the people of the neighborhood. He does that, although most of other jobs end up with jail time. The few that don’t are the ones that are the most dangerous and they know they are bought and paid for by Frank, and will be under his thumb for the rest of their life.

The people of Southie view Frank as a blessing and a curse. Frank brings much needed cash into an area that is perpetually strapped for cash, he is a model of the idea that hard work pays off, and he offers opportunities to get out of the neighborhood, by jail of by being bought. Many in the neighborhood are in great fear of Frank, that he will have them or a family member killed for letting some trivial piece of information slip. The neighborhood knows just about everything Frank is doing, similar to any small town, except when it comes to international deals, those only in his inner circle know. The fear of Frank often outweighs the admiration except when it comes to the few families whose lives have been improved due to Frank’s influence, those he has sent to law school and work at the prosecutor’s office in Boston, New York, and Providence, or those who are now state congressmen in Massachusetts, and most importantly the police officers that he owns. Only Frank definitively knows these plants although some people have ideas, that can turn out to be very right or very wrong. Frank’s family has all been involved at some time or another in the game. But because of their involvement all of his siblings are dead. His brothers were all killed during the Territory Wars, Liam, Ed, Ronan, and Ciaran. They all headed up various parts of the organization, Liam was arrested in the 70s for cocaine, with intent to distribute, and killed inside, Providence ordered the hit. They also ordered the hit on Ed who was trying to get New Bedford at the time. Ronan was killed in 83’ picking up drugs from P-Town that had just come in on a small boat. Ciaran was trying to fence a recently stolen finial from a flagpole. Frank’s sisters who are not to be mentioned by name ran the money end, cleaning it all and making sure it all was accounted for. They made the mistake of trying to skim some off the top from Frank and were promptly killed. Needless to say no one tries to steal from us or Frank anymore.

Territory and Territory Wars

Territory is a number one priority, if we have the supplies and merchandise but no territory all is lost, the inverse also applies. Boston is absolutely ours, however Providence often tries to take back over parts of Boston, the North End especially. This is why we make sure we are patrons for many small businesses in Boston we protect them and they pay us. It is often difficult to get them to pay up, but Delahunt is particularly gifted in this area. The money from thousands of small businesses across Boston provides the base of our cash for drugs and other branches of the organization. The importance of these funds has not gone unnoticed by Providence either. The war between Providence and us goes back to the 1970s, when we reclaimed Boston in its entirety by taking the North End from Providence. They had the gall to retaliate and kill Ed Costello, so then we took out a Lieutenant in their organization, and it went back and forth until we got the upper hand in the winter of ’77, let’s say they knew then that there were no lines we would not cross to gain the upper hand. That is not to say there have not been battles since ’77, there are often a few a year. The scale and duration of these depend on the problem, most drug problems are about the disputed territories of Bristol, Windham, Hartford, and Tolland counties. These territories can be some of the most lucrative, especially Bristol and Hartford, due to the local income areas that are often our best costumers. Providence knows that we control Suffolk, Essex, Middlesex, and Norfolk counties absolutely, nothing occurs without our knowledge. The further way from Boston, the less lucrative and the less absolute control we exert over them. We control cocaine distribution throughout Massachusetts, New Hampshire, Maine, and Vermont. Connecticut is controlled jointly by Providence and New York. The problem with expanding to the upper part of Connecticut, which we have long hoped to do, is that even though Providence controls it and we could take them out, they are backed by New York. New York does not typically get involved with our disputes, unless it starts to be a problem on the news, interrupt their distribution, or if users seek a different dealer.

Suffolk, Middlesex, Norfolk, and Essex counties are the main areas and most lucrative due to the populations that live there, proximity to the city and waterways. Within each county there are numerous safe houses, production sites, distribution sites, and profit collection centers. Our people in this area blend in very well with the area, and many in the area relate to Frank as their family’s history originate in Southie.

Drugs

The most extensive industry Frank operates is by far drugs, mainly cocaine, heroin, prescriptions, pot, and anything else profitable at the time. When a party is in town, the organization sells LSD, ecstasy, shrooms, whatever will turn a profit. The main business is money; the means of obtaining are details. Cocaine is our organization’s most well known and profitable drug venture. Boston provides us with many perfect customers, college students, bankers, tourists, tech workers, etc. Not only is the cocaine of high quality but at a low cost, due to importing directly from Colombian cartels. No route is ever used twice, although some of the same people are. Water routes are always preferred as Coasties are easier to get around then Staties. We get the price on our cocaine because of the infighting within the cartels. It is the only product that is used directly by Frank and French. Prescriptions are one of the best profit turning ventures, mainly because of the different pharmacists, doctors, and chemists that we have leverage over, ranging from the guy on the corner to Professors at Harvard Med and MCPHS. Pills are also easy to counterfeit and thus we have a large operation in Chinatown for manufacturing false pills. Today’s market is exploding for all sorts of pills for all sorts of people and with difficulties of knowing and confirming the chemical make-up of pills counterfeiting is one of the easiest ways to turn a profit and keep people coming back the placebo effect. Heroin is another big industry that comes in waves; in the early 2000s it saw a decrease but has seen an increase in the past few years again. All of our heroin comes directly from South and South East Asia, currently being brought over by military transports from Afghanistan but we’ve also shipped from the Golden Triangle in the air and over water. Marijuana is just a small portion of the organization, grown in Roxbury but low level guys, the specimens are Canadian in origin but have been modified to have trace amounts of the resistance known to Mexican marijuana. If we were to lose this industry it would not be a bit hit.

Cons

Although drugs are our continuous business we continuously pull off some of the best heists, not only in Boston, but around the globe. We are never ones to miss an opportunity to take what isn’t ours and sell it to the highest bidder. We’ve sold spy names to the Soviets in the 70s, nuclear secrets to North Korea and Iran in the 90s, and just about everything to everyone. Being in Boston we have access to numerous possibilities, Mass General, Beth Israel Deaconess, cash from banks and investing institutions, the Fed in Boston, the FBI, ICA, the Science Museum, historical sites, MIT, Harvard, tech companies and the Isabella Stewart Gardner museum among others. We run anywhere from one to twenty heists a year and sometimes hire crews elsewhere in the world if have a buyer already in line for foreign goods. MIT is always good for government contracted research but Frank also appreciates the finer things in life and enjoys art every so often as well. Frank has no problems working with enemies of our government or ‘allies’ of our government; the only motivator we should all have is money and material comfort. Our contacts are around the world and buyers are infinite. Frank’s own private collection is worth millions but is hidden in one of his many houses. All of the cons are executed precisely and excellently with minimal deaths of cops, and none of our own have ever been lost to a heist.

Gun Trafficking

Gun trafficking has been a historically significant portion of our industry and revenue. Although no guns have been sold in the US they have been sold to the IRA during the Troubles to help them reclaim the entire Ireland. Frank is somewhat passionate about his heritage and is only selling them guns to them to make money but he would never sell guns to anyone else. Since the Troubles have ended gun trafficking has gone by the wayside for Frank.
