19.RESOLVEDTHATPlanningBoardmeetingswillbeheldonthefourthMondayofeachmonthat7:30andtheZoningBoardofAppealswillmeettheThursdayfollowingthefourthMondayofeachmonthat7:30.Statemandaterequiresnewplanningorzoningboardmemberstotakeeighthoursoftrainingwithinthefirstyearofappointment. Aftertheirfirstyearofservice,allmembersshalltakeaminimumoffourhoursperyearthereafter. Fourhoursmaybecarriedintothenextyear.Alltrainingshallberelevanttothatmember’spowersordutiesontheboardandsponsoredbytheNewYork AssociationofTowns,NewYorkPlanningFederation,StateofNewYorkoranypoliticalsubdivisionthereof,oranysuchsessionapprovedbythechairoftheboard.Noplanningorzoningboardmembershallbeabsentfrommorethanthreeconsecutivemeetingsorfromatotalofonethirdofthemeetingsofeitherboardinanycalendaryear. Failureofanymembertosatisfytheattendanceortrainingrequirementshallbecauseforremovalfromtheboard. Attendanceshallbetakenateachmeetingbythesecretary. Eachmembershallbepaid$45.00permeetingattendedandthechairpersonandsecretaryshallbepaid$55.00permeetingattended.

Installingnewwaterservicesofadistanceof150feetormorefromthehighwayright­of­waywillrequireawatermeterpitandmeterreaderpostatthecurbstop. ThefeeschargedbySenecaTownWaterDistricttoinstallnewwaterservicesandwatermeterpitswillbe:

1”service$2,450

25.Meterpitsfor1½”and2”serviceswillbesuppliedandinstalledbyapplicantperTownofSenecaspecifications.Whenwaterservicesrequireabackflowpreventer,allowedinameterpit,thecostofaproperlysizedpitandinstallationwillbetheresponsibilityoftheowner.Also,thefeeforrepairingservicesis$100.00perhourplusparts.TheoptionisgiventohaveSenecaWaterDept.dotheworkoraprivatecontractormaybehired.However,iftheresidentchoosesaprivatecontractor,theworkmustbeperformedwithinoneweek,orthewaterdistrictwilldotheworkattheratelistedabove.

26.RESOLVEDTHATthechargeof$30maybeleviedagainstanypersonorcorporationdoingbusinesswiththeTownofSeneca,whenachecktheyhavewrittenhasbeenreturnedfromtheirbankhavinginsufficientfundstocoverthecheck.

27.WHEREAS,theTownofSenecadesirestoavoidconflictsofinterestandhiringdiscriminationwithinthetown;NOW,THEREFORE,BEITRESOLVEDasfollows:TheTownofSenecashallnotemployorhireinanyfulltimecapacityarelativeofatownofficialorpresentemployeeofthetownexceptasprovidedbylaw.Familyisdefinedasparent,grandparent,child,grandchild,in-law,siblingorspouse.

28.RESOLVEDTHATanytownofficialoremployeeauthorizedtotakeatownvehiclehomeshall,upontakinganyleavefor3ormoreconsecutivedays,returnthevehicletoeitherthehighwaybuildingorTownHall. TheTownmayrequirethatavehiclebereturnedforleavelessthan3daysifthevehicleisneededfordailyoperation.

29.RESOLVEDTHATSenecaTownWaterDistrictwillprovidewateratnocosttothetownownedpropertieslocatedat3675FlintRoad,3649FlintRoad,3661FlintRoadand4224SouthStreet. Further,theTownofSenecawillnotchargeanyrentfromSenecaWaterDistrictforbuildingslocatedat3649FlintRoad.

30.RESOLVEDTHATtheFireProtectionFundsreceivedfromCasellawillbesplitbetweenthefiredistrictsassuch:StanleyFireDistrictwillreceive70%,HallFireDistrict15%andSenecaCastleFireDistrict15%.

31.RESOLVEDTHATMICHAELROULANwillbecompensated$150.00perhourforservicesaboveandbeyondnormalTownAttorney’sduties;definedascontributingtocurrentorprobablelitigation.
