I. CALL TO ORDER 6:30 PM

II. RECOGNITION OF PUBLIC

III. NEW ADDITIONS

  • Designated Posting Places - Anne moved to construct a new posting board at the end of Jelly Mill Road and River Road to serve as a designated posting place for West Guilford, Country Store and Town Office. Troy seconded. All were in favor. Motion carried.

V. APPROVAL OF MINUTES

  • Selectboard Meeting – 7/28/2014 – Troy moved to approve the minutes as written from the 7/28/2014 Selectboard meeting. Anne seconded. All were in favor. Motion carried.
  • Special Meeting – 8/11/2014 – Troy moved to approve the minutes from the Special Meeting held on 8/11/2014 as written. Anne seconded. All were in favor. Motion carried.

VI. OLD BUSINESS

  • Green River
  • Ribbon Cutting/Capstone Placement Celebration for Wing Wall – (suggestion from Alex Bell) - tabled

VII. NEW BUSINESS

  • WSWMD Communication from Resident - Dick read aloud the email forwarded to Lou Brusso from Betty Frye. Anne asked for an update regarding the disposition of the 24/7 bins; Cheryl said there is a WSWMD meeting on Tuesday to decide this. Nobody is clear on why Betty Frye would be so irate. This is not the sentiment of the Guilford Selectboard.
  • 2014 Property Tax Rate – Approval–Troy moved to approve the 2014 tax rate for Homestead, $2.5023 and Non-Residential, $2.3556. Anne seconded. All were in favor. Motion carried.
  • Green River Wing Wall Project
  • Update – Dick provided an update on the expansion of the wing wall project that will now include rebuilding a portion of the north face of the west abutment. There was discussion amongst the Green River residents on constructing a foot-bridge to cross the river while the covered bridge is closed; they asked the Town to fund the project. If the Town were to fund the project it would have to be permitted and be fully code compliant and accessible to all and the process would take months to complete. There was a lengthy exchange about getting kids across the river to school which starts on 8/28/2014.

VIII. HIGHWAY

  • Crack Sealing Contract – Troy movedto accept the proposal from Tri-State Asphalt Sealing, Inc. for crack sealing in the amount of $40,112.80, payment due upon completion. Anne seconded. All were in favor. Motion carried.
  • General Update
  • New Grader supposed to be here this week.
  • Uniform Municipal Excess Weight Permit – Fitzpatrick Transport, LLC, Markowski Excavating, Inc. – Troy moved to authorize the Selectboard Chair to sign the Excess Weight Permits as presented. Anne seconded. All were in favor. Motion carried.

  • Troy moved to approve the Payroll and Expense warrants as presented above. Anne seconded. All were in favor. Motion carried.

  • Thank You Card – Guilford’s Contribution to Summer Food Program through WSESU
  • Windham County Sheriff’s Department – S.T.A.R.S. July 2014
  • Senior Solutions – Letter 8/5/2014 – Joyce Lemire, Executive Director – Open Meeting Law requirements for Advisory Council Meetings
  • VT Agency of Transportation – Guilford Bridge 65 – Closure delayed from 8/11/2014 to 8/25/2014 – 3-week closure.

Anne moved to adjourn at 8:06 PM. Troy seconded. All were in favor. Motion carried.

The next Selectboard Meeting will be held Monday, August 25that 6:30 p.m. at the Broad Brook Grange.
