Purpose:

The purpose of this solicitation is to establish an Open Agency Contract with an Auto Service and Repair facility to provide remount, refurbish and annual certification/recertification services to the Georgia Department of Transportation’s fleet of approximately 80 aerial bucket lift trucks. Services under this contract include but are not limited to remounting and refurbishing to the body or chassis of said trucks along with the associated services and/or repairs of the truck’s systems, components, or parts to ensure the trucks perform structurally, mechanically, functionally and dielectrically as intended. Supplier shall also provide the required testing and certification in conformance with the applicable requirements of the current version of the American National Standards for "Vehicle Mounted Elevating and Rotating Aerial Devices" (ANSI A92.2).

The Department intends to make a single award to the lowest responsive and responsible Supplier meeting specifications for the provision of the commodities hereinhowever, the Department reserves to right to make multiple awards.

The Department does not make or imply any guarantee of minimum or maximum number of vehicles or services under the contract. The Department reserves the right to modify existing provisions or include additional provisions, which are not addressed herein.

Documentation:

  1. Supplier must provide the service center address of all locations within the two hour drive along with contact information and hours of operation (see eRFQ attachment H)
  2. Supplier must furnish copies of completed bill sheets, itemized invoices or receipts, without prices as evidence of having previously completed a minimum of 25 refurbishes/remounts and provided service parts and technical assistance for Aerial Bucket Lift Trucks.
  3. Suppliers must submit with their bid response, a minimum of three (3) client references from three companies (3) serviced within the last three (3) years. Said reference letters shall include a description of the services rendered, customer’s company name, contact name, address, phone number and email address.
  4. Suppliers must provide evidence of qualified vehicle technicians. Evidence includes copy of trade school diploma, certificate, proof of completion of advanced course work, or certification by the National Institute for Automotive Service Excellence.
  5. The maximum allowed to subcontract for any one job within these specifications is thirty percent (30%). Supplier shall include with bid response an explanation of any service or repair work specifically mentioned in these specifications that will be or could be subcontracted.
  6. Supplier shall provide the price list/time guide to be used when calculating the labor rates and the number of hours required to make repairs in your bid response.

Service, Testing and Performance Specifications:

All service provided must meet the latest standards of the Occupational Safety & Health Administration’s (OSHA) and American National Standards Institute (ANSI) standards that apply. No service shall be performed without prior written authorization from the Department, Office of Equipment Management (OEM) On-Site Agent (see contract Paragraph 101 A). Work performed without such authorization shall be done at no cost to the Department. Upon request (written or verbal), Supplier shall perform:

Service:

  1. Pre-Service Vehicle Inspection:Prior to remount or refurbish services of the aerial bucket trucks, supplier shall complete inspection /checkup of the service body within one week of the request:
  1. Inspections shall be performed at Georgia Department of Transportation, Office of Equipment Management; 7565 Honeycreek Court, Lithonia, GA 30038between Mondays and Thursdays between the hours of 7:30 a.m. to 4:30.
  2. The visual inspection includes removal of inspection cover plates as necessary to do a thorough inspection of the following:Outriggers (If applicable); Pads, structure, welds, bolts, hoses, cylinders, valves, pins and retainers.
  3. Inspect chassis, truck frame, aerial sub-frame, suspension, PTO, pintle hook, and components of the brake, steering, electrical, air, hydraulic, exhaust, and cooling systems.
  4. Supplier must also inspection:

i)Pedestal mounting bolts and welds, pedestal structure, diagonal brace, attachment welds or pins, hydraulic swivel joint, hydraulic components, swing drive gearbox mounting bolts, backlash between swing pinion or bullgear, electric collector ring and brushes and lower control operation.

ii)Rotation bearing, upper and lower bearing attachment weld and bolts, vertical movement of bearing, and proper torque on all bearing bolts.

iii)Turntable structure, bucket leveling cables, leveling cylinders, compensating chains or sprockets, and hydraulic system components.

iv)Lower boom, boom structure, welds, lift cylinders and attachment, hydraulic system, leveling cables or rods, upper or extend cylinder and attachment, pushlinks, boom rest supports, tie-down straps, lower insulator and mounting, extension roller assembly and wear pads. Check boom elevation, check boom insulator. Ensure all critical checkpoint of the boom are examined (lower and upper).

v)Elbow structure, hydraulic hoses and leveling devices.

vi)Upper Boom (Extension); Structure, welds, leveling cables or rods, wear pads, upper insulator and mounting, hydraulic lines and components, pole claw arms and mounting brackets. Check boom articulation. If applicable: jib structure / mounting and tool circuit hoses and fittings.

vii)Platform (bucket); mounting bracket bolts, leveling system, exterior condition, control operation and hydraulic lines and components. Platform or bucket leveling system, platform or bucket capacity, bucket liner and bucket cover.

viii)Digger and Auger (If applicable); Digger mounting arm and housing, gearbox, auger, digger wind-up bracket or rope, auger stop bracket, lock mechanism and control operation.

ix)Winch (If applicable),mounting brackets, bolts, pins; gearbox, hydraulic components, load line (rating chart), and controls

x)Hydraulic system, check and replace as needed

xi)General - Load rating chart, electrical hazard placards, Manufacturers of Aerial Devices and Digger-Derricks Council (MADDDC) placards and upper or lower control operation placards. Obtain final vehicle weights, install slope indicators, install final stage certification placard. All required decals and stickers on or around the boom shall be in place and legible

xii)Safety Items - Check for missing, damaged or items not meeting OSHA requirements.

xiii)Checks shall also be performed to identify worn swing bearings or gearboxes, worn pins or bushings, and loose fasteners.

  1. Written Estimate:Upon completion of the vehicle inspection, Supplier shall provide to the Department a written estimate of the service/repair work needed. The written estimate shall be itemized, to include all cost associated with the repair.
  1. Estimates provided to the Department shall include:
  2. The labor charge for the repair work, setting forth the number of hours, the price charged for each hour and the itemized amount charged for parts.
  3. Transport cost (by job, if applicable)
  4. Services to be performed by subcontractor shall be clearly notated
  5. If a part is supplied by the Department, a statement indicating that the part was supplied by the Department shall be notated.
  6. Name and address of the repair shop, the date the estimate was created, vehicle identifying information (year, make, model and registration number), and the vehicle odometer reading at the time the estimate was created.
  7. Parts warranty shall be included with the estimate
  8. Only the issuance of a purchase order by the Department to the Supplier shall indicate acceptance of estimate and authorization to perform services.
  9. Work performed shall not exceed the original estimate without the prior written approval of the Department contact person. The department may request estimates be modified to include damages noted on the Vehicle Condition Report (see “Logistics”).
  10. Discovery Items: Items realized through discovery will be handled as follows:
  11. Supplier shall notify the Department in writing by providing a new estimate that references the discovery items
  12. Supplier shall perform the repair/service upon the approval of the Department
  13. Approval from the Department shall be indicated by issuance of updated purchase order showing the new estimated cost
  14. Surcharges for discovery are not permitted.The Department will pay the one rate for labor and one rate parts as quoted in the bid response and subsequent signed contract.
  15. Service and parts performed as a result of discovery shall be referred to as Discovery items.
  1. Remount and Refurbish Services: Repair /Replacement / Transfers of Service Bodies or Booms to New or Existing Chassis.

The Department shall use the Supplier’s estimate to determine if the vehicle will be considered for remount or refurbishment. Upon issuance of a purchase order by the Department to the Supplier for refurbish or remounting services, the following specifications shall apply:

  1. Logistics:
  1. The successful Supplier shall be responsible for transport of the vehicles to their facility for services and back to the Department upon completion of service/repairs. Vehicles may require towing based on vehicle’s condition. Vehicle (s) shall be returned to Equipment Management Motor Pool (7565 Honeycreek Ct., Lithonia, Ga. 30038) upon completion of services.
  2. Supplier shall schedule with the Department transport of vehicles at least two business days in advance. Pick up and returns shall be scheduled between Mondays and Thursdays between the hours of 7:30 a.m. to 4:30 p.m. (No transports will be scheduled for any time after 4:30 p.m. ET). Supplier must immediately notify the Department if schedule cannot be made as specified.
  3. Supplier shall examine each vehicle in advance of taking possession of the vehicle. Upon said examination, any existing damages not included in the estimate shall be notated on the Vehicle Condition Report provided by the Department (Attachment C). The Vehicle Condition Report shall be completed and signed by both parties at pick up and at the return of the vehicle to the Department. Any damages found when the vehicle is returned that are not recorded on the preceding condition report will be the responsibility of the Supplier to repair without any additional cost to the Department.
  1. Remount: Complete visual and operational inspection before work commences. Prep new chassis for remount of unit, and mounting frame. All hardware or screws that attach to the unit body shall be based on the appropriate grade of bolts according to the tensile strength and shall meetor exceed automotive industry standards. Install remounted body and bumper assembly with frame rails to the new chassis.
  2. Refurbishment: Full refurbishments replace or repair every component. Inspect all exposed structural framing, welds; tie down braces and gussets for cracks, warpage, excessive wear, and corrosion.Detailed photos to accurately communicate the condition and configuration of the apparatus.
  3. Make any necessary re-enforcements as needed. Install as required mounting frame, pedestal assembly and outriggers to the new chassis. Provide and install as needed outrigger control valves and tool circuit at tail shelf (If applicable install a new tail shelf).
  4. Provide and install inverter (3000 watt) in front street side compartment with ground fault interruption outlet mounted on the street side rear at tail shelf.
  5. Replacement of Utility Body:Supplier shall provide estimate for a utility body equivalent (size, dimension, features and quality) as the damaged body that is being replaced. Supply and install a new Knapheide, Omaha or approved equivalent utility body. Supplier will provideservice body and installation service when approved by the Department.
  6. Power Take Off (PTO): Install new PTO and Pump system, Install new PTO and pump assembly, Provide and install emergency direct current (DC) pump system.
  1. Paint and Body Work
  1. When provided a New Chassis the Supplier will re-paint the body to match chassis
  2. Paint service body to match chassis. Any openings made into the module body shall be treated with a corrosion inhibitor.
  3. Repaint: body in color to match aerial device and truck cab
  4. Paint black anti-skid paint on top of any walking surface (top of boxes, floor of the service body, and top of tail shelf).
  5. Install all new safety and operational placards (to be performed after painting of chassis, body, unit, tail shelf and outriggers).
  6. Georgia Department of Transportation Vehicle Logo and Red / White Striping: Apply GDOT logo on each door of chassis (The Department will supply the GDOT Logo). Apply red / white 3M type nine (9) retro reflective type on chassis, body and bucket as determined by the Department (Supplier will supply the striping material). Placement of labels shall be adjusted to accommodate the striping of the vehicle.
  7. Insert - replace all Non-GDOT decals, load capacity charts, safety/hazard warning, etc., decals shall be securely posted on the unit. These decals or nomenclature plates shall be weather resistant and of sufficient size (easily identified).
  8. If applicable, provide and install back up alarm assembly
  9. If applicable, provide and install mud flaps. Unit shall be equipped with anti-spray and anti-sail mud flaps. The mud flaps shall not have any dealer or manufacturer’s logo on the mud flaps
  10. Custom welding and fabrication
  11. Install bucket access steps appropriate for the operation of the unit access to the bucket. The truck body shall be fitted with step(s)/handrail(s) for easy entry into the bucket when the unit is stowed.
  1. Hydraulics Cylinders, Pumps, Hoses, Tools, Diagnostics, and Repairs (Check and replace as needed):
  1. All hydraulic hoses
  2. Remove, reseal and reinstall all cylinders and replace all counterbalance valves.
  3. Disconnect unit wiring and hydraulic hoses, remove unit from pedestal
  4. All hydraulic hoses above and below rotation
  5. All pins, bearings and bushings.
  6. Replace all boom wear pads (perform in conjunction with hose replacement)
  7. All wiring to operate aerial lift.
  8. Hydraulic oil & filter; drain, clean, and transfer and refill the reservoir with new hydraulic fluid. Replace the return line filter.
  9. Hydraulic motor
  10. Hydraulic tool outlet at bucket
  11. Chassis and transmission reprogramming
  12. All oils and lubricants shall meet or exceed OEM specifications.
  1. Electrical and Lighting:
  1. During remount or refurbishment services the damaged chassis wire harness shall not be used. The body wire harness shall be an automotive quality with plug in sections. The harness is run inside the rear steel body reinforcements. Install new lights and wire kit for service body. All lights to have a steel protective cover on the inside to protect them from the moisture and chips. An electric brake control with (7) pin RV style prong and (4) prong flat trailer plug are to be furnished at the rear. Replace all required electrical accessories to remounted unit.
  2. Particular attention should be paid to fit and finish, and routing of the electrical components. Under no circumstances shall any holes, alterations or removal of heat shielding from the manufacturer be performed.
  3. Install new lights and wire kit for service body. Install new 7 way flat pin RV style trailer receptacle, transfer all required electrical accessories from existing unit to new unit.
  4. Provide and install (2) flashing led safety light Whelen L10 series, L10HFP (Amber/White) with guards BGH (Brush Guard High Dome) high dome with guards one white one amber mounted on top of both sides of front utility bed compartments above roof line of cab wired to the Factory switch pack.
  5. Provide and install "4 corner" strobe system Whelen M7 series, M7F (Amber/Clear split) with M7FB (black flange) mounted in the front grille and rear compartment, set to the pin wheel pattern, wire to the Factory switch pack in cab. The Department shall identify the rear lights exact location.
  6. Provide and install lights and reflectors on tail shelf to include tag bracket and light.
  7. Install new LED rope lighting inside service body, switched in cab on the Factory switch pack. Maxima 36” LED light strip in each compartment or approved equal.
  1. Trailer Hitch and trailer air brake package.
  1. 25 ton hitchshall be approximately 25” above the ground, “military pintle hook, 2x 2” shank eye bolts to attach safety chains.
  2. Install glad-hands for emergency and service lines on air brake systems
  1. Service Manual and Video:

Provide two (2) Service and Parts Manuals for new components and parts.Electronic versions are acceptable.
