Box Elder County Special Service District Meeting

(Mineral Lease & SRS Fund)

Chairman Michael Moss called the meeting to order at 4:36 and welcomed the members and the new board member, Dale Barnett. Mr. Barnett is a South Willard resident of Box Elder County for 11 years. He has helped with the planning for South Willard and served on the South Willard Bay Special Service District Board.

A MOTION was made by Brian Hardy to approve the minutes of September 9, 2014. A second was made by Kerry Kunzler. The motion carried.

Currently available in the Mineral Lease and Secure Rural School (SRS) funds are the following:

·  Mineral lease: $139,581.45

·  SRS Title I Roads: $18,188.71

·  SRS Title III $18,772.49

·  TOTAL $176,542.65

The 2013 Title III SRS funds could be used to reimburse the 2011 snowcat purchase. If Title III funds are available in the future, an additional $25,592.86 remaining could go towards the reimbursement of the snowcat--if the members so initiate and obligate. It was just recently discovered that in August of 2012, the federal government changed the way the funds can be spent and they can no longer be used for the "purchase of capital equipment such as the purchase of a fire engine, and search-and-rescue snowmobile, or other emergency response equipment." However, Auditor Tom Kotter approved to continue reimbursing for the snowcat since it was purchased in 2011.

Title I funds are road maintenance specific and can only be used by the road department.

A MOTION was made by Kerry Kunzler to initiate and obligate the 2013 SRS Title III funds ($18,772.49) to go towards the continued reimbursement of the Sheriff's Search & Rescue snowcat purchased in 2011 and to initiate and obligate any future Title III funds to the same. A second was made by Lynn Capener. The motion was approved unanimously.

Sheriff Search and Rescue—Sheriff Lynn Yeates

·  Air Boat $41,500 for search & rescue scuba team.

Sheriff Yeates explained there are 40 search and rescue members, a scuba rescue team of 40 members, and 30 horse posse members. The scuba team has hand-me-down airboats that break down every time they are used. They are looking at a boat with Utah style options seating. The boat would be stored at the search & rescue building and used by the scuba team primarily at the Harold Crane Bird Refuge, South Willard Bay, on the Bird Refuge, the Malad River, etc.

It's a rescue vehicle which can hold six people. The scuba team, Kevin Potter, or Sheriff Yeates would use the boat. Commissioner Summers suggested they put the old airboats on the county auction.

A MOTION was made by Kerry Kunzler to fund the Sheriff's airboat for $41,500. If they can sell the old airboats, return the funds to the mineral lease. A second was made by Lynn Capener. The motion was approved unanimously.

·  Side Dump Trailer


The county is currently leasing the trailer for oversized rocks. They are limited with how much they can carry with their end dumps, and they have to take the tailgates off. The trailer has a lot of options; they can use it for demolition which they have done at the fairgrounds and on bridges. They are currently leasing this trailer and 70% of the leasing fund will go towards the purchase of the trailer. With this trailer they can pull up along the wash, dump it and it’s off the road. They can keep it rolling to fix the washes and one driver can do it.

Bill Gilson is requesting $51,000 after the lease money goes towards the purchase. It is brand new and they started using it two weeks ago, and wouldn't purchase it until January. It was suggested he could use the first Title I funds for $18,188.71 with the remaining amount to come from mineral lease. The trailer has the option to pull an additional trailer—it is already plumbed for it, so they could lease and run a second trailer for flooding situations to carry rip-rap. One truck currently has a wet-kit and they could get it plumbed.

Funds are available now; the Road Department does not need to wait to purchase the side-dump trailer.

A MOTION was made by Brian Hardy to fund the purchase of the side dump with the Title I money ($18,188.71) and complete the remaining purchase through mineral lease monies ($32,811.29) for a total of $51,000. A second was made by Kerry Kunzler. The motion carried unanimously.

Other—Commissioner Summers said they would like to use mineral lease money for cell service to towers located out west for public safety. They will prepare this for the next meeting of the Box Elder Special Service District.
