Purpose of Job

Reporting to the Executive Director, the Director of Programmes is responsible for the leadership and development ofexisting ARTICLE 19 regionaland country programmes operated out of the international office.In this capacitythey will also be responsible foridentifying and developing new programmatic opportunities that will further the work and mission of ARTICLE 19. As a member of the global management team, the Director of Programmesactively supports global integration across the international and regional offices, participates in strategic planning and budgeting initiatives, and will be responsible for specific corporate projects as assigned.

Key responsibilities

For programmes operated out of the International Office:

  1. Oversee the management and implementation of regional/country programmes and relevant projects
  2. Identify new programmatic opportunities that further the work and mission of ARTICLE 19, including by leading the establishment of projects offices in countries of operation and supporting the transfer of regional/country programmes into regional offices to contribute to their effective and efficient integration
  3. Support the development of strategic and operational plans for all regional and country programmes
  4. Provide oversight and guidance over projects development and projects implementation; conduct regular assessments of regional programmes and agree corrective action where necessary in order to meet ARTICLE 19 expectations and external stakeholder agreements
  5. Ensure and support the development and implementation of effective quality control, M&E and performance measures in line with ARTICLE 19 compliance and Monitoring and Evaluation practices
  6. Develop and maintain relationships with donors to secure funding in line with the overall ARTICLE 19 fundraising strategy; Oversee the development and implementation of fundraising strategies and plans for the financial sustainability of regional/country programmes
  7. With relevant staff, develop annual budget within approved guidelines and restricted funding priorities to ensure targets are set, ongoing assessment of development impacts (M&E) is achieved and compliance with grants is met.
  8. Review and approve quarterly financial and activity reports to ensure that expenses are consistent with the annual budget and the programmatic activities meet targets.
  9. Set and assess the performance of direct reports, taking appropriate action to ensure these are in line with agreed performance measures

As member of the global management team:

  1. Contribute to the work of the GMT to achieve its purpose and objectives, including by leading on the implementation of corporate projects and strategic priorities
Person Specification

Experience:

  • Substantial experience in managing and implementing regional/country programmes and human rights projects
  • Substantial experience with capacity-building and development of field offices
  • Experience with advocacy/campaigning organisations
  • Demonstrated successful experience of strategic planning, fund raising and financial management
  • Proven capacity to deliver effective frameworks to plan and manage to ensure targets are set, compliance with grants are met, and ongoing assessment of development impacts (M&E) is achieved

Knowledge

  • Educated to degree standard essential with a post graduate qualification desirable.
  • Knowledge of human rights and/or key freedom of expression issues, international human rights law and awareness of mechanisms for the protection of human rights.
  • Knowledge of systems for quality control, performance management, good administration and financial management
