Pokagon Township Regular Meeting Board Minutes

April 8, 2015

The meeting of the Pokagon Township Board was called to order on Wednesday April 8, 2015 at 7:30 pm. Roll call of members showed the following members present: Gary Mihills, Kevin Young, Renee Meiser, Linda Preston, and Bob Shaffer. Supervisor Preston opened the meeting and led the pledge of allegiance.

Motion made by Gary Mihills and supported by Kevin Young to approve the March 11, 2015 regular meeting minutes as presented and special meeting minutes of March 31, 2015 as presented with one exception to change amended budget dates to 2014-2015. Motion carried by voice vote.

PUBLIC COMMENT:

Jackie Taylor- Allen Road blight issues

Other public comment blight issues discussed

Clark Cobb- relayed information regarding upgrades at Arthur Dodd Park, Lawless Park, property acquisition, and clean audit.

REPORTS

Supervisor: Linda Preston- updates/ MTA, SW Michigan Planning Commission, Habitat House – Cassopolis, Water survey/ water use.

Clerk: Renee Meiser- May 2 ½ price day at transfer station, election May 5th, Cass County Hazardous Waste on May 16, PA 116 letter – Bement contract.

Treasurer: Kevin Young- settled taxes with county- reportedGen Fund balance at $380,991.73. Discussed Monsanto funds that were relayed to Tidey’s for $2500.00

Assessor: Bill Kays reported on Board of Review

*** Linda moved and Bob Shaffer supported, that Jerry Bement be appointed to the Board of Review (2 year term) to fill vacancy left by Shelaine Mackey. All ayes. Motion carried.

Building Inspector: Not present. Report indicates 3 permits.

Zoning Administrator& Blight:Joe TrueZoning: Joe gave a verbal report

Zoning- 4 site plans/ 4 permits

Blight- 5 complaints - increased hours for March – a lot of activity.

*******Bob moved, and Kevin supported to approve increased hours for Joe to deal with increasing blight issues. He will work up to 20 hours per month. All ayes, motion carried.

Ambulance:

SMCAS- Gary Mihills reported 4 calls / 23 min response time

Pride Care- not present – report shows 3 calls @ 5.5 min response time

Fire Department:

Indian Lake: Linda read report- 4 calls in March

Pokagon VFD: Chuck present. Reported 2 calls

Zoning Board of Appeals: no business to report

Planning Commission- No business to report –waiting on 1 last mining permit to come in

Linda gave information for the Graham Woodhouse award presentation in Bridgman on April 21- 9:30 am for anyone wishing to attend.

Cemetery Board: Bob Shaffer communicated that all 3 pits are donating gravel for the cemetery road project. The work will be done in June/July.

**** Bob Shaffer moved, and Kevin supported that the township pay for pizza and drinks for the 4-H club working at the Cemetery over the weekend. All ayes. Motion carried.

Transfer station: Opened March 21st.

Bills:

Motion made by Kevin Young and supported by Gary Mihills to pay bills as submitted in the amount of $18,265.35.Motion carried by roll call vote.

Unfinished Business:

Dowagiac fire contract signed

Pokagon fire contract- a few minor revisions to be made

Sink road bridge- 80% funds from Pokagon Band

Water and sewer for Casey property- will revisit with city when it is time /when needed.

New Business:

MTA Advocacy Day on 4/16 in Lansing

**** Bob Shaffer moved, Gary supported- to pay overnight expenses for Linda to attend. All ayes. Motion carried.

Pokagon Band DNR using Township Hall for meeting on Tuesday April 14 @ 6:00 pm.

Meeting adjourned at 9:05pm.
