SUMMARY:Under general directionofthe DirectorofHomeland Security,plans,organizes and directs the personnel and activities ofthe PortofStockton Police Departmentensuring safetyoflife and propertyin and around PortDistrictgrounds byutilizing provisions of criminal and civil laws,policy,procedural and regulatorymaterial.Thisis an at-will position.

ESSENTIALDUTIESAND RESPONSIBILITIES: Thefollowing dutiesareperformed either personallyorthrough subordinate staff. Otherrelated duties maybe assigned.

Plans,organizes,directs,administers, and evaluates thedayto dayworkofthePolice

Department.

Directs the selection,supervision,andwork evaluation ofstaffand provides fortheirtraining and development;oversees departmentscheduling and timekeeping accordingto Port policy,applicable laborcontractprovisions,andfederal and stateregulations.

Plans,formulates,andrecommendspolicies and procedures to controland directthe operational,investigative,and administrative activities ofthe PortPolice Departmentunder the general direction ofthe DirectorofHomeland Security.

Reviewsvarious reports,including Police Officers’ DailyReports,CrimeorIncidentReports and VesselMovement Reports,forcompleteness ofinformation,accuracy,investigative sufficiencyand format;conducts follow-up investigations on crime reports as required.

ParticipateswiththeDirectorofHomeland Securityin local,state and federal homeland securitycommittees including butnotlimited to the Area Maritime SecurityCommittee, AAPA SecurityCommittee and the California Maritime SecurityCommittee.

Assists with developingand implementing securityand emergencyplans as required by regulatoryauthorityorPortadministration;provides recommendations as needed.

Identifiesdepartment training needs;develops and implementsthe overall police training programto ensure thattraining requirementsaremet.

Participates in interviewing and selection ofsworn and non-sworn personnel;initiates third party background investigations fornewdepartmentsworn personnel.

Monitorsdepartmentpurchases and ensures thatdepartmentsupplies and equipmentare properlymaintained,stored,issued and received;recommends purchase ofreplacement or additional PortPolicevehicles.

Conductsand participates in disastertraining and testexercises.

Coordinateswith theCityofStockton PoliceDepartment, United States CoastGuard, DepartmentofHomeland Security,Federal Bureau ofInvestigations,and othermunicipal, state and federal agencies on lawenforcementand emergencyresponsesituations.

Conductsinternal department personnel investigationsin coordinationwith the Human

Resources department and reports findings to DirectorofHomelandSecurity.

Develops and implementsdepartmentpolicies,procedures,goals,objectives,emergency plan,and priorities;assistsDirectorofHomeland Securitywith administrative matters.

Supportsthe DirectorofHomeland Security in acting as a liaisonwith lawenforcement communityand otherPortdepartments. Activelyparticipates in the law enforcement community,maritime,federal,state,and local lawenforcementcommunity. Attends professional and communitymeetings and functions as assigned.

Conducts inspections ofPortfacilities to determine the effectiveness ofestablished security measures. Advises andassists Porttenants in the prevention and reduction ofcrimes.

Identifies security-related problemareas and recommends corrective action. Directs the preparation oforprepares and maintainswritten reports,records,and

correspondence.

Develops and managesdepartmentand project budgets.

Assists DirectorofHomeland Securitywith all effortsforhomeland securityfunding including planning and developing projects thatcan be funded through local,state,and federalfunding sources.

Supervises staffin compliancewiththeMOU;effectively participates in laborrelations activitieswhich mayinclude butnotbe limited tomeetings,disputes,grievances and labor contractnegotiations.

Assumescommand ofthe departmentin the absence ofthe Directorof Homeland Security. Responds to off-houremergencies,as needed.

Establishesandmaintains departmental records and file systems.

SUPERVISORYRESPONSIBILITIES: DirectlysupervisestheSergeants and indirectlythe Police Officers and Police Support Technicians. Responsibilities includeinterviewing, selecting,and training employees;planning,assigning and directingwork;appraising

performance;rewardingand disciplining employees;addressing complaints and resolving problems.

MINIMUMREQUIREMENTS: To performthisjob successfully,an individual must be able to performeach essential dutysatisfactorily. The requirements listed beloware representative ofthe knowledge,skill and/orabilityrequired. Educationand/or Experience: Equivalenttograduationfroman accredited college oruniversitywith a Bachelors’ degreewith a majorin police science,lawenforcement, criminal justice,public administration ora closelyrelated field is preferred. Six(6)yearsof progressivelyresponsiblelawenforcementexperiencewith atleast(3)ofthe six(6)years in a supervisoryormanagementcapacitypreferablyata Lieutenantlevelorabove. Port/seaport,maritimeindustryorhomeland securityexperienceis preferred.Graduation fromthe F.B.I.National AcademyorCaliforniaP.O.S.T.Command College orother advanced leadership training ispreferred.
