Minutes SCRPA Board Meeting
April 20, 2011
SCRPA Office- 563 South Lake Drive, LexingtonSC
Attendance: Joe Ross, Mark Sexton, Chanell Moore, Jeff Metz, Glenn Parker, Justin Mullis, Phil Macchia, Russell Smith, Tara Dickerson, Matt Gibbons and Jim Headley.

Joe Ross, President Elect called the meeting to order at 11:13 am, and welcomed the board members
- Approval of Minutes:
The minutes of the January 19, 2011 Board meeting were approved as written by motion of Glenn Parker and second by Phil Macchia.
- Branch Updates:
- EMB – Jim Headley reported that ELM branch will be hosting the 1st annual bowling tournament which will be held in August at Star Lanes in Greenville, SC.
- Student Branch- Jim Headley reported on the student mentoring program, mentioning a great response from BenedictCollege. The association has had a good response from interested professionals as well. David Caldwell is currently working on a presentation to present at colleges.
- RAP- Tara Dickerson reported on the lifeguard competition on Friday, June 17. Tara also reported about the Rubber Ducky Adventure race fundraiser to be held in Charleston, SC during the joint conference. Jim Headley mentioned that they are currently looking for sponsorships for the race. Jim also reported that the Senior Citizens retreat dates are set for Oct. 23rd – 26th at SpringmaidBeach.
- Parks Branch- Justin Mullis reported that the first educational session was held at the Ice Rink in the upstate. The next session is tentatively scheduled for June and they are looking to hold it in the Charleston area. Jim Headley added that the association is working on setting up the playground certification. Phil Macchia inquired about a preventative maintenance field day at conference, Jim responded that there would be and there would also be opportunities to gain pesticide credits.
- ELM Branch- Glenn Parker reported that the TRENDS institute will be held in Aiken, SC next year. ELM branch is currently working on the agenda.
- SCAP Branch – Russell Smith reported that the basketball state tournaments have concluded and was successful. The SCAP branch is currently working on the upcoming SCAP institute.
- Wellness Branch – no report
- District Updates:
- Western- no report
- Central- Jeff Metz reported they had 35 members at their last District meeting. The Central District also hosted a golf tournament. He reported that David Leonard will be the new Central District VP next year.
- Southern-Jim Headley reported that the Southern District was finalizing a date on a bocce tournament in May. District VP Will Rishovd has made his committee appointments and is current looking for volunteers for the conference.
- Eastern – Matt Gibbons reported that approximately 45 people attended the Eastern District meeting held at the DillonWellnessCenter in Dillon, SC. The next meeting will be held in October at the Highway 57 Rec. Center in Little River.
- Jim Headley requested each District to send him committee appointments if they have not do so.
- Committee Updates:
- Ways and Means- Mark Sexton reported that the committee was current looking for sponsorships for the conference. A goal was set for $50,000, current the committee has obtained $23,500 in sponsorships to date. Jim Headley mentioned that committee may have to revisit conference wide sponsorships.
- Legislative- Jim Headley reported that the association is helping rewrite the state aquatic code, the current code is outdated and has not been updated since 1960. The SLED backgrounds checks bill has been assigned to a senate sub-committee, the bill would reduce SLED checks from $25 to $8.
- Marketing-
- Scholarship – Jim Headley reported the student who was awarded a scholarship.
- Past Presidents – Phil Macchia reported that the Trends institute was a success and with revenues coming in over budget. Joe Ross recognized and thanked Rock Hill for their hard work in hosting the Trends Institute..
- Awards committee – Jim Headley reported that the awards committee is looking to the board for direction about the future of association awards. Jim Headley spoke about different issues that have arisen in regards to the awards. Glenn Parker suggested the awards committee should look at the procedures of other state associations. Phil Macchia motioned to create an ad-hoc committee under the direction of the executive office to study the awards/citations. The motion was seconded by Glenn Parker and passed unanimously by the board. Jim Headley will put together a potential list of ad-hoc committee members and send to the board. The board requests an update at the next meeting.
- President’s Report:
- President Elect Joe Ross reported about his attendance at the NRPA Legislative day in Washington. The group was able to meet with the South Carolina Legislative group to show support for the LWCF funding and trail funding.
- Executive Director’s Report:
- Budget Update: No major red flags, events held have met their budget. Channell Moore asked about the $15,000 revenue from the executive office, Jim Headley responded that it was funded through grants. Jim Headley mentioned that he expects conference memberships money to increase once a new fiscal year begins for most agencies. Channell Moore requested a joint conference budget, Jim Headley will attach to current budget.
- SCPRT Report: Glen Parker and group of directors had a productive meeting with new PRT Director Duane Parrish and Phil Gaines about the association and the goals of the association.
- Old Business- None
- New Business:
- Jim Headley gave background information on the current magazine contract (see board action form for details). After review, Jim Headley recommended choosing Pernstiener to publish association magazine. Jeff Metz made the motion to award Pernstiener the association magazine publishing contract, Channell Moore seconded. The board passed the motion unanimously.
- Adjournment:
Upon motion by Jeff Metz and second by Phil Macchia, the meeting adjourned at 12:15pm.
