STEPS TO AWARDING A SALVAGE SALEPAGE 2 OF 2
STEP 1:Applicant LocatesTimber
Timber must be ‘imperilled’:
Volume affected should be less than maximum allowable to qualify for a Forestry Licence to Cut
Area to be salvaged must meet the area criteria to qualify for a SP Exemption
Proposed salvage is less likely to proceed in the following sensitive areas
Proposed salvage will not proceed in the following areas: / Dead and/or downed timber; damaged trees that will die within one year;
trees infested with insects that will die within one year; and logging residue.
Each patch of salvage must be less than 500 m3 of affected timber.
Proposed salvage should not result in a clearcut exceeding one hectare.
Salvage area may be larger than one hectare if a minimum of 20 m2/ha basal area remains after salvage.
Riparian reserve zones along large (or fishbearing) creeks, lakes or wetlands.
Adjacent to plantations where significant damage may occur to regeneration.
Parks, Private Land
Within approved or proposed harvesting plan areas under other tenures: Cutting Permits, Timber Sales, Licenses to Cut, etc.

If more than one proposal is received on the same area, the earliest date and time received has first preference.

Map all significant features such as logged areas, streams and wetlands, power lines, road names, km markers, etc.
STEP 3: FIELD REVIEW
Salvage Co-ordinator (consultant) will run a cursory review of the proposal and will contact the proponent to arrange a field trip. / Salvage Coordinator and Applicant walk the area under proposal and review the site factors and logistics of salvage.
Salvage Coordinator ensures that the timber meets the definition of imperilled (or qualifies for special forest products), the volume meets Forestry Licence to Cut criteria, that a contiguous clearcut > 1ha is not created, and and that critical site factors will not be compromised.
STEP 4: Harvest Guide
Following the FIELD REVIEW the Salvage Co-ordinator (Consultant) will draft and refer a Harvest Guide. / Legislation requires that harvesting on crown land must be followed up with reforestation. If harvesting will result in a clearcut area less than one hectare or will leave a residual stand at least a minimum of 20 m2/ha basal area remains after salvage, the application will be considered. The Harvest Guide must be approved by the District Manager.
The proposed Harvest Guide is referred to various agencies. If the proposed salvage is within a Major Licensee Forest License or Tree Farm License area, the Major Licensee may elect to harvest the area themselves.
STEP 5: FORESTRY TO LICENCE TO CUTLICENSE (FLTC)
If the Harvest Guide is approved the Salvage Co-ordinator will draft a FLTC for the Applicant. / This step generally takes 1 – 2 weeks from the date of approval of the Harvest Guide. An appraisal is done and a stumpage rate is determined. The FLTC is generated electronically and the document and maps are done.
STEP 6: PRE-WORK
/ Once the FLTC Document is prepared the Applicant and Salvage Coordinator meet for a pre-work. The terms and conditions of the FLTC Document are reviewed. The Applicant is responsible to obtain and/or submit the following:
Completed Scale Site Designation;
Completed Fire Preparedness Plan (if applicable) and;
Road Maintenance Agreement with the Permit Holder on all Forest Service Roads that the Applicant proposes hauling over.
The Applicant signs the FLTC Document and Harvest Guide and the documents are forwarded to the District Manager for approval.
STEP 7: FLTC APPROVAL / The District Manager will review and if all is in order, sign the FLTC document.
