II.HEALTH STAFF: JOB DESCRIPTIONS & RESPONSIBILITIES

Performance Standard 1304.52(d) (2)

In order to comply with the performance standards, the health content area staff will consist of a Health Service Manager/Nurse Practitioner, Health Specialists, Health Assistants and an Administrative Assistant. All will work collaboratively in order to ensure comprehensive health services adhere to the Performance Standards.

A)NURSE PRACTITIONER/HEALTH SERVICE MANAGER (HC-59)

1)Interpret Performance Standards and advise Administration and the Health Advisory Committee of Federal guidelines.

2)Chair the Standard Operations Procedure committee and ensure the manual is updatedannually in order to reflect current local, state and federal regulations.

3)Develop and implement policies, procedures; protocols for the agency; and individualized health management plans (IHMP) forchildren enrolled in EHS and Head Start of Greater Dallas.

4)Provide training for staff and families when indicated

5)Provide health services (hands on service) to children enrolled in EHS and Head Start program.

6)Refer and monitorreferrals made to health care providers concerning the Head Start children.

7)Establish and maintain relationships with community resources and health care providers (COPC, TDH, Physicians, Dentists, etc).

8)Negotiate with health care providers for provision and payment of services (medical/dental).

9)Adhere and Implement the Texas Department of Health Guidelines for staff and children regarding Communicable Diseases and the immunization schedule.

10)Ensure in-kind is earned and tabulated for the Health Content Area and submit to Community Development Resource Associate annually.

11)Meet annually and plan a budget with the Chief Finance Officer for health supplies and payment of health services.

12)Work with other components in order to maintain congruency and consistency for all content areas.

13)Assist with the development and negotiations of contracts with providers.

14)Review and revise contracts every 4-5 years.

B)HEALTH SPECIALISTS (HC-60)

1)Supervision of the Health Assistants (work performance, time sheets, travel, absences etc.).

2)Health educator to Health Assistants, staff, children, parents.

3)Audits (100%)allhealth records twice a year to ensure the delivery of health service.

4)Conduct CPR and First Aid classes when scheduledby the Health Coordinator.

5)Provide orientation of the Health Content Area requirements to parents during enrollment and newly hired staff when scheduled.

6)Maintain and establish relationships with community resources/ providers.

7)To keep Site Managers informed of center visits and activities monthly.

8)Visits providers once a year to ensure the quality of health care service rendered.

9)Conduct provider satisfaction surveys annually with (10%) parents regarding the provision of service by Head Start’s contracted providers.

10)Participates in IEP planning for special needs children.

11)Manages, coordinates and assists with the provision of dental/medical care in the Triads.

11)Assists with obtaining “medical homes” for Head Start families (Medicaid, CHIP, Tex Care Partnership, Private, etc).

12)Coordinates, organizes, and attends trainings and meetings when indicated/scheduled.

13)Fill out Health Summary forms for the transition of children into school systems.

14)Participates in Case Management meetings.

15)Assists with training of new staff in the Health Content Area.

16)Assists with the accumulation of “in-kind.”

17)Assist with the training and monitoring of interns/externs.

18)Performs Health Checklist at the beginning of the year.

19)Performs American Disabilities Act checklist at the beginning of the year.

20)Submit monthly reports of current work status to the Health Content office.

21)Audits monthly and maintain supplies in the main first aid kit in each center.

22)Collaborates with Educational Specialist to project dates for health trainings for classroom.

23)Ensures that the Vision and Hearing report for Texas is submitted in June of each year.

24)Collaborates with Health Assistants to develop a schedule for enrollment and performing health screenings in the centers.

D)HEALTH ASSISTANT (HC-62)

1)Schedules and assist with the provision of health services from the Nurse Practitioners for the children enrolled in the centers (90 days enrollment).

2)Assist with the dental screenings (within 90 days of enrollment) and follow-up services when indicated.

3)Performs and completes health screenings for children within 45 days of enrollment.

4)Documentsreferrals and completions as well as reports health information to the Health Coordinator & Health Specialist monthly.

5)Documents follow-up and updated information in the children’s record.

6)Submits required monthly reports to the Health Office.

7)Attends scheduled training and meetings when indicated.

8)Orders supplies and maintain the upkeep of equipment and supplies in each center and fanny packs in the classrooms.

9)Assists with obtaining “medical homes” for Head Start children (Medicaid, CHIP, etc).

10)Assists with the preparation of health summaries for transition when requested.

11)Assists with enrollment orientations for parents and informs them of the Health Content Area’s requirements.

12)Assists with the discovery and establishment of relationships with community resources/providers.

13)Assists with training new Health Assistants.

14)Assists with training interns/externs.

15) Prepares the Vision and Hearing report for Texas and submit in

June of each year.

16)Collaborates with Health Specialist to develop a schedule for performing health screenings for children in the centers.

E)EARLY HEAD START HEALTH STAFF

Head Start health staff will ensure that services are provided for the

families enrolled in Early Head Start. See staffing assignment. Their

responsibilities include:

1)Provide health screenings to children enrolled in Early Head Start centers.

2)Report/inform families of abnormal health findings when indicated.

3)Refer children to their Physician or the Nurse Practitioner when indicated.

4)Initiate medical treatment according to established protocols.

5)Attend staff meetings and trainings when scheduled.

6)Inform and provide ongoing training for agency staff as needed.

9)Establish and maintain relationships with community resources and health care providers (COPC, TDH, M-Cares, Physicians, dentists, etc).

10)Participate and make recommendations to the Health Advisory Board when indicated.

11)Provide orientation to staff and parents of Health Content and its requirements.

12)Participates in IEP planning for special needs children.

13)Conduct one postnatal home visit within two weeks after delivery (Health Specialist )

14)Provide prenatal education to pregnant women when indicated (Health Specialist).

15)Submit monthly reports of the health status of children enrolled in Early Head Start.

16)Assist with obtaining “medical homes” for Head Start families (Medicaid, CHIP, Tex Care Partnership, Private, etc).

17) Prepare the Vision and Hearing report for Texas and submit in

June of each year.

F)HEALTH ADMINISTRATIVE ASSISTANT

1)General clerical duties (filing, typing, computer skills, telephone, appointments, etc.).

2)Procurement: Office/Health for Health staff.

3) Maintain records and reports of training, monthly reports, Health staff meetings, schedules, procurement & supplies, immunizations, etc.

4)Maintains all Health Specialist/Assistant monthly reports.

5)Assists with organizing training classes (copying materials, securing rooms and equipment).

6)Securing equipment for calibration, elimination of waste products/record-keeping.

7)Record keeping of provider contracts, renewal dates, payments, etc.

8)Maintains Head Start of Greater Dallas, Inc. children profile database.

9)Handles/maintains all billing for Health Content Area.

10)Updates/stores all Health Content Area Forms.

11)Additional duties when indicated.

G)ORIENTATION

All new employees hired to work in the Health Content Area will be in “Orientation Status” for a minimal of 30 days (4-6weeks) excluding the 1 week orientation required by Human Resources. All staff will have the responsibility to assist with training new employees as assigned by the Health Service Manager. Since there are approximately 270 health items identified in the Performance Standard, this type of orientation is essential to ensure that new staff have time to receivethe appropriate information and support to learn their job duties prior to assuming responsibilities in their assigned center.
STAFFING ASSIGNMENT OF HEALTH CONTENT AREA

Based on Grantee enrollment and number of centers, the following is the suggested staffing assignment.

HEALTH SERVICE MANAGER/NURSE PRACTITIONER

1)The agency will employ one Nurse Practitioner in order to provide health services to those children identified without a medical home (both EHS and HS).

2)Currently the Health Service Manager is a Nurse Practitioner. Her role will be the Manager for Health Content Area as well as provide health services when indicated.

HEALTH SPECIALIST

The Health Specialists will function as the main monitors for the deliveryof health services to the children in the centers.

1)The Health Specialist will be the auditors, educators, and immediate supervisors of the Health Assistants.

2)Recommended ratio of centers is one HS: 500 children (+/- 10%) (Upto 550 children), with the assistance of Health Assistants.

3)Current supervision of Health Assistants is one HS: three or four Health Assistants.

HEALTH ASSISTANT

The Health Assistants are proactive (day to day) monitors for the delivery of health services in the centers.

1)The Health assistants will assist with the delivery of health services by:

a)informing parents

b)tracking services

c)followingup

d)performing screenings

e)assisting with medical procedures

f)providing services

g)providing documentation of services

2)Recommended ratio of center is one HA: 180 (+/- 10%) children.

3)Centers with a capacity of 150 (+/- 10%) or more is a one center assignment per HA.

4)Center with a capacity of greater than 200 will either be a two HA assignment or a second HA will be assigned three days to assist with the work load in that center.

Suggestions for the Health Office in New Centers

The Health Office

The health office should have enough space to provide screenings, physical examinations, first aid, possibly a temporary rest area for ill/injured children, storage of equipment and supplies, privacy for discussions with parents, and maintaining records. Ideally a sound-insulated room should be set aside for audiometric (hearing) testing. A telephone and hot and cold running water is mandatory. The following is a list of items to consider for the office.

The Health Content Area welcomes interns to assist them with their professional goals. Assignments will be determined by the Health Coordinator and the Instructor from their institution. For degreed candidates, interns may be assigned to the Health Coordinator or Health Specialist. For certification candidates, interns may be assigned to all content area staff.

HEALTH SPECIALIST INTERN

All candidates will be oriented and trained to assist the Health Specialist.

Responsibilities are as follows:

1)Assist with enrollments of families into the Agency.

2)Provide orientation to parents at enrollments of Health Content Area and its requirements.

3)Assist with providing educational information to staff, children, and parents.

4)Arrange for health services from the Nurse Practitioners (90 days enrollment) when indicated.

5)Arrange for dental screenings within 90 days of enrollment and follow-up services when indicated.

6)Assist with health screenings for children within 45 days of enrollment.

7)Assist with maintaining and auditing children’s health records for physicals, screenings, immunizations and follow-up, to ensure the delivery of health services.

8)Assist with the identity and initiating of relationships with community resources/providers.

9)Conduct customer satisfaction surveys from parents regarding the provision of service by Head Start’s health care providers.

10)Co-participants in IEP planning for special needs children.
