COUNCIL MEETING 8 FEBRUARY, 2012

YOU ARE HEREBY SUMMONED to attend a meeting of the SALTNEY TOWN COUNCIL to be held at the ODDFELLOWS HALL, 65 HIGH STREET, SALTNEY on WEDNESDAY 8 FEBRUARY, 2012 at 7.15 pm in order to complete the transaction of the following business.

1. APOLOGIES

2. PUBLIC ATTENDANCE AT ORDINARY COUNCIL MEETINGS

PERSONS WISHING TO SPEAK

Members of the public are invited to address the Council on any item that appears on the agenda. This item is time limited to 5 minutes, with the Mayor having discretion to extend to 10 minutes, depending on the issue and the number of people attending the meeting.

3. CODE OF CONDUCT – DECLARATION OF INTEREST

Members are reminded of their responsibility to declare any personal interest or prejudicial interest which they have in any item of business on the agenda no later than when that item is reached.

4. MINUTES

The Minutes of the meeting of the Council held on 11 January and the Special meeting held on 1 February, 2012 to be confirmed as a correct record. (Copies attached).

5. MAYOR’S COMMUNICATIONS

To receive such communications as The Mayor may wish to lay before the Council.

6. POLICE MATTERS

A representative of the Police will attend, if available, for a short updating session.

7. SECTION 137 – LOCAL GOVERNMENT ACT 1972

1. The Town Clerk will report that the appropriate sum under the abovementioned Act will be £6.80 per elector for the financial year 2012/13.

2. The Town Clerk will report that the County Council intend to run a County Summer Playscheme Programme for the summer of 2012. The main grant to fund these schemes is due to expire on 31 March and the County Council are being lead to believe that there will be another grant scheme from 1 April 2012.

The scheme will run from Monday 23 July until Friday 24 August and the County Council are suggesting two venues at Billys park and Park Avenue at a total cost to the Town Council of £1571.31.

Members will recall that at the last meeting they agreed to fund a Summer Activity Programme at the Youth Club and Community Centre and it is anticipated that the County Council schemes would run at the same time.

8. PLANNING APPLICATIONS

1. Saltney Retail Park, River Lane, Saltney

Further to the decision at the last meeting the Town Clerk will report the receipt of the hard copy of abovementioned planning application for consultation purposes. Comments with regards to the pedestrian access via the footbridge and vehicular access via the narrow railway bridge have already been submitted.

Erection of single storey side extension and car port.

9. APPLICATION BY MORRISONS SUPERMARKET FOR INCLUSION IN THE PHARMACEUTICAL LIST AT MORRISONS SUPERMARKET, HIGH STREET,

SALTNEY NHS (PHAMACEUTICAL SERVICES) REGULATIONS 1992 (AS AMENDED) No:662

The Town Clerk will report the receipt of copies of letters received by the Welsh Ministers from the Town Council; Morrisons Supermarkets; Stonebridge Tenants and Residents Association and County Councillor Armstrong-Braun in favour of the application and Boots UK and the Community Pharmacy Wales against the application.

10. LANE AT THE REAR OF LEYLAND DRIVE AND CHESTER ROAD

To consider the state of the lane at the rear of the houses on Leyland Drive and Chester Road.

11. QUESTIONS

In accordance with Standing Order 23 to consider questions to the Mayor or the Town Clerk from Members, of which due notice has been given.

12. INFORMATION FROM THE LOCAL COUNTY COUNCIL MEMBER

Further to Minute 210 of 2008/9 Local County Councillor Gay is invited to give any feedback she might have received from County Council meetings that may or will affect Saltney. Members of the Town Council who have attended meetings as representatives of the Town Council since the last meeting are also required to report back.
