The Water Resources Department provides administrative and technical support to HRPDC’s standing Advisory Committees, primarily the Directors of Utilities Committee and the Joint Environmental Committee and their various subcommittees. Staff also supports additional Advisory Committees that may be formed to address short-term objectives, including the Regional Steering Committee for the Chesapeake Bay Phase II Watershed Implementation Plan. DIRECTORS OF UTILITIES COMMITTEE
The Directors of Utilities Committee is recognized as a formal advisory committee to HRPDC and is charged with addressing technical, policy and administrative issues associated with the planning and operation of the region’s water supply and wastewater systems, as well as a broad range of other water resource management issues. The committee includes the Director of Utilities or a senior representative from the sixteen member local governments, the Towns of Smithfield and Windsor, the Hampton Roads Sanitation District (HRSD), and HRPDC. Semiannually, the committee meets jointly with the local Directors of Health and the Virginia Department of Health to discuss issues of mutual concern associated with drinking water and other water quality issues. The committee nominates members of their staffs to participate in project specific subcommittees as needed. The subcommittees vet details of the data collection, analysis, and project objectives. The Directors of Utilities Committee meets on the first Wednesday of the month. Agendas indicating the meeting location and time are posted to HRPDCs website one week prior to the meeting date.

JOINT ENVIRONMENTAL COMMITTEE
The Joint Environmental Committee is recognized as a formal advisory committee to HRPDC. The committee provides a vehicle for integrating the work and recommendations of informal committees and subcommittees, including the Regional Stormwater Management Committee, the Hampton Roads Chesapeake Bay Committee, and Regional Planning Committee. The committee includes representatives from locality planning programs, environmental programs, stormwater management programs, and Chesapeake Bay Preservation Act programs.Representatives from the region’s five Soil and Water Conservation Districts, the U.S. Navy, state agencies, HRSD, and HRPDC also participate. The Joint Environmental Committee meets on the first Thursday of the month. Agendas indicating the meeting location and time are posted to HRPDCs website one week prior to the meeting date.

REGIONAL STEERING COMMITTEE FOR THE CHESAPEAKE BAY PHASE II WATERSHED IMPLEMENTATION PLAN
The Regional Steering Committee was established to guide the region’s efforts to develop the local and regional input to Virginia’s Watershed Implementation Plan – Phase II, which is the state implementation plan for meeting the Chesapeake Bay TMDL requirements. The Steering Committee includes representatives of the region’s cities, counties and towns, HRSD, soil and water conservation districts, and non-governmental watershed organizations. Committee meetings are held as needed on the first Thursday of the month. Agendas indicating the meeting location and time are posted to HRPDCs website one week prior to the meeting date.
