OPPORTUNITY FOR COMMENT RELATED TO

PASSENGER FACILITY CHARGES

This notice serves as the public notice that the City of Riverton, Wyoming intends to submit to the FAA a new “Impose and Use” PFC application no. 3. The City of Riverton is providing an opportunity for public comment until March 20, 2015. This written notice is provided in accordance with requirements contained in Federal Aviation Regulation 49 CFR 158.24 Passenger Facility Charges.

The proposed projects in the new “Impose and Use” PFC application no. 3 are:

I.  Reconstruct Commercial Apron

This project is reimbursement of the local share of completed FAA Airport Improvement Program (AIP) projects to reconstruct the commercial apron at RIW. The Portland Cement Concrete (PCC) apron had extensive damage from alkali-silica reaction (ASR). The ASR led to unacceptable levels of loose aggregate on the apron. The pavement was replaced with PCC using aggregate not susceptible to ASR. The project was a pay-as-you-go project.

Project start date: January 1, 2008

Completion: October 1, 2009

Estimated project cost: $3,675,976.04

PFC Application Amount: $73,519

II.  Reconstruct Runway 28

This project is reimbursement of the local share of completed AIP funded projects to reconstruct the last 600 feet of runway 28. The end of runway 28 didn’t meet current gradient criteria for the aircraft operating at RIW. The project was a pay-as-you-go project.

Project start date: April 1, 2008

Completion: May 1, 2010

Estimated project cost $4,353,991.27

III.  Update Airport Master Plan

This project is reimbursement of the local share of a completed AIP funded project which updated the Airport Master Plan for RIW. The master plan was last updated in 1999, and no longer reflected current or future activity levels. The project was a pay-as-you-go project.

Project start date: June 1, 2010

Completion: August 1, 2013

Estimated project cost: $375,666.50

PFC Application Amount: $7,513

IV.  Reconstruct General Aviation Apron

This project is reimbursement of the local share of a completed AIP funded project to reconstruct a portion of the airport general aviation apron adjacent to the Aircraft Rescue and Fire Fighting (ARFF) building. The pavement was over 30 years old and had reached its useful life. The project was a pay-as-you-go project.

Project start date: August 1, 2012

Completion: December 1, 2014

Estimated project cost: $874,608.50

PFC Application Amount: $21,865

V.  Rehabilitate Taxiway C

This project is reimbursement of the local share of a completed AIP funded project to rehabilitate the asphalt concrete surface of taxiway C. The surface was extremely weathered and cracked. The project involved milling the old surface and replacing with new asphalt concrete on top of a pavement strengthening fabric. The project was a pay-as-you-go project.

Completion: December 1, 2014

Estimated project cost: $774,743.50

PFC Application Amount: $19,368

VI.  Acquire Additional Snow Removal Equipment

This project is reimbursement of the local share of a completed FAA AIP funded project to acquire an additional plow truck for snow removal at RIW. This truck was necessary to meet recommended snow removal times for airport pavements. This project was a pay-as-you-go project.

Completion: June 1, 2014

Estimated project cost: $263,070.34

PFC amount: $6,576

VII.  Conduct Wildlife Hazard Assessment

This project is the sponsor share of an AIP funded project to study the wildlife hazard potential on and near RIW and develop a plan with mitigation measures to reduce the risk. This project is a pay-as-you-go project.

Project start date: August 1, 2013

Anticipated completion: April 1, 2015

Estimated project cost: $89,000

PFC amount: $2,225

VIII.  Reconstruct Runway 10

This project is reimbursement of the local share of an on-going AIP funded project to reconstruct the last 3,350 feet of runway 10. The end of runway 10 will be lowered 12 ½ feet to meet current gradient criteria for the aircraft operating at RIW. The remaining 4,850 feet of Runway 10/28 will be milled and overlaid with asphalt to rehabilitate and groove the surface. The project is a pay-as-you-go project.

Anticipated completion: December 1, 2015

Estimated project cost: $17,606,560

PFC amount: $440,164

IX.  Acquire ARFF Vehicle

This project is reimbursement of the local share of a future AIP funded project to replace an existing ARFF vehicle that has reached its useful life. The vehicle will meet index B requirements as required in the RIW Airport Certification Manual. The project is a pay-as-you-go project.

X.  Expand ARFF Building

This project is reimbursement of the local share of a future AIP funded project to enlarge the bays in the existing ARFF building. Modern equipment is larger than older equipment and the two bays in the ARFF station will be expanded to make the ARFF facility more functional. The project is a pay-as-you-go project.

Estimated project cost: $266,680

XI.  Replace Snow Removal Equipment

This project is reimbursement of the local share of a future AIP funded project to replace a 37 year old plow truck that has reached its useful life. The project is a pay-as-you-go project.

Anticipated project start date: January 1, 2017

Anticipated completion: December 1, 2017

Estimated project cost: $260,000

PFC amount: $26,000

XII.  Rehabilitate General Aviation Apron

This project is reimbursement of the local share of a future AIP funded project to rehabilitate the south half of the airport’s general aviation parking apron. The apron surface is highly oxidized with significant loose aggregate and large cracks. The proposed fix is an asphalt concrete overlay with a pavement fabric between the existing surface and the new asphalt overlay. The project is a pay-as-you-go project.

Estimated project cost: $1,706,680

PFC amount: $42,667

XIII.  PFC Administration

This pay-as-you-go project consists of professional services and miscellaneous administrative activities necessary to develop the PFC application.

Anticipated completion: July 1, 2015

Estimated project cost: $8,500

PFC amount: $8,500

The airport is currently charging the maximum allowable PFC amount of $4.50 per enplaned passenger and plans to continue collecting this amount for the projects listed above. The proposed charge effective date is July 1, 2015. The estimated expiration date is December 1, 2032. The estimated PFC revenue for application no. 3 is $699,245.
